Bradley board gathers for communications, financial presentations
The Village of Bradley board of trustees met Monday, July 25.

Regular Meeting July 25, 2016
CALL TO ORDER The regular meeting of the Bradley Village Board was called to order on Monday, July 25, 2016 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided
Roll call: Trustees, Balthazor, Redmond, Gadbois, Cyr, Carrico and Watson.
Mayor removed 15 C Copier Proposal A motion was made by Trustee Cyr and seconded by Trustee Gadbois to approve the agenda with the changes. (6 ayes 0 nays) Motion carried.
PRESENTATION OF MINUTES A motion was made by Trustee Balthazor and seconded by Trustee Carrico to approve the minutes of the Regular Board meeting dated July 11, 2016. (6 ayes 0 nay) Motion carried.
PRESENTATION OF COMMUNICATIONS Mayor informed the Board about the IML 2016 Conference September 22–24, 2016 in Chicago. The funds are appropriated in the budget to send the Elected Officials and the Administrator.
A motion was made by Trustee Balthazor and seconded by Trustee Redmond to approve the Elected Officials and Administrator go to the 2016 IML Conference which includes a per diem in accordance with the State of Illinois and the IRS regulations. (6 ayes 0 nay) Motion carried.

• Bobbie Wheeler – 289 S. Jefferson, Bradley – Code Enforcement Box cars in her neighborhood and a water issue Mayor noted he would have the Attorney and Code Enforcement look into this.

National Night Out will be Tuesday, August 2, 2016 at Perry Farm from 4:00 p.m. to 9:00 p.m. Deputy Chief Anderson wanted the Board to know on June 30, 2016 a private citizen hit a curb on private property it blew her tire she was very upset. Officer Walters responded calmed the woman down, helped her get a way home, he was very professional. The woman was very thankful and appreciated all that Officer Walters did to help her.

PRESENTATION OF BILLS AND ACCOUNTS A motion was made by Trustee Cyr and seconded by Trustee Carrico to pay all bills and accounts by recommendation of the Finance Committee. (6 ayes 0 nays) Motion carried
REPORT OF SPECIAL COMMITTEES Chairman Jackie Hernandez of the Fire & Police Commission was present along with members John Arrington and Chuck Gonczy. They were here to swear in a new Police Officer Kenneth A. Gresham.

1. O-7-16-7 an Ordinance approving and authorizing a Grant of Easement for Ingress, Egress
and Road Maintenance on a portion of Village Property.
A motion was made to waive two reading by Trustee Gadbois and seconded by Trustee Carrico (7 ayes 0 nays) Mayor voted Motion carried
A motion was made to adopt O-7-16-7 by Trustee Gadbois and seconded by Trustee Redmond (6 ayes 0 nays) Motion carried
NEW BUSINESS R-7-16-4A supplemental Resolution for Maintenance of Streets & Highways by the Village of Bradley under the Illinois Highway Code.
A motion was made to adopt R-7-16-4 by Trustee Balthazor and seconded by Trustee Carrico (6 ayes 0 nays) Motion carried
Luxury Townhouse/Condo/Apartment Development presentation Ken Carlson was present representing Dr. Gupta, Jeff Bennett was present, as was Dr. Gupta. This development would be by Legends behind the Mall a new upscale development geared toward young professionals. The property would have to be re-platted and would have to lift the 55 and older age requirement and to permit rentals. Trustees were polled and all seemed to be in favor of this development.
50/50 Curb & Sidewalk this was discussed at the Finance meeting. Trustee Cyr read into the record the bids

• KVCC $163,069.50 It was noted there is $100,000 in the budget and we would not spend over that.
A motion was made to take the low bid from Nugent Construction $112,366.00 by Trustee Cyr and seconded by Trustee Gadbois (6 ayes 0 nays) Motion carried
Summerville Drainage Project the bids for the project did come in under the Engineers Estimate
of $119,310.00. The Finance Committee did approve this on a 3-0 vote.

Hammond Wagner Excavating $125,229.25
Oakwood Enterprises $131,921.00
A motion was made to take the low bid from KVCC $ 117,688.00 by Trustee Cyr and seconded by Trustee Gadbois (6 ayes 0 nays) Motions carried
Mayor expressed a need to go into Executive session pursuant to 5 ILCS 120/2(c) (2) went into session at 7:21 p.m. on a motion by Trustee Balthazor and seconded by Trustee Cyr (6 ayes 0 nays) Motion carried
Back in session at 7:44 p.m.
R-7-16-2 a Resolution authorizing the acceptance of an offer to purchase Surplus Real Estate: A water retention area located along the 1300 block of North Kinzie Avenue having Permanent Index No. 17-09-16-301-016
A motion was made to adopt R-7-16-2 by Trustee Gadbois and seconded by Trustee Cyr (6 ayes 0 nays) Motion carried
R-7-16-3 a Resolution approving a settlement agreement and mutual release with Municipal Trust & Savings Bank Trust #2072.
A motion was made to adopt R-7-16-3 by Trustee Carrico and seconded by Trustee Balthazor (6 ayes 0 nays) Motion carried
ADJOURNMENT A motion was made by Trustee Redmond and seconded by Trustee Cyr to adjourn the meeting. The meeting was adjourned at 7:46 p.m. on a unanimous aye vote.
