Kankakee County board goes over presentations, reports

Members of the Kankakee County board met Tuesday, Aug. 9.

The Kankakee County board establishes budgets for county funds, levies taxes, and adopts ordinances and rules pertaining to the management and business of the county departments. The board includes one member from each of the county’s 28 districts, each serving a four-year term. The board meets at 9 a.m. on the second Tuesday of each month in the fourth-floor Board Room at the Administration Building, 189 E. Court St.

Kankakee County Board Meeting August 9, 2016

The meeting of the Kankakee County Board, Kankakee, Illinois, held on August 9, 2016, pursuant to the adjourned meeting of June 14, 2016 was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Bossert. Mr. Enz, County Board Member, delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Minutes of the Last Meeting

The minutes of the July 12, 2016 county board meeting were submitted to the county board for approval. The reading of the minutes was waived. Mr. James made a motion to accept the minutes from the July 12, 2016 county board meeting, with a second by Mrs. Peters. Motion carried by a voice vote.

Claims Committee Report

A motion to approve the claims reports from June 2016 was made by Mr. Vickery and seconded by Mr. Stauffenberg. A roll call vote was taken with the motion passing 22 ayes to 0 nays. Motion carried.

Department Reports

The department reports were read and accepted on the motion of Mr. Einfeldt and seconded by Mr. Tripp. Motion carried by a voice vote.

Committee Presentations and Resolutions Consent Agenda

Mr. Liehr made the motion to adopt the consent agenda. Mr. Skutt seconded the motion. Mr. Clark, County Clerk, read the items into the record. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

Finance Committee

A resolution was read regarding the Authorization to Enter into an Agreement with Outside Counsel (92). Mr. Washington, Jr. made the motion to adopt the resolution. Mr. LaGesse seconded the motion. Mr. McConnell asked for an explanation of the resolution. Mr. Bossert explained it would be utilized in the event there was litigation outside the old and new insurance providers coverage. Mr. Boyd explained the need to hire counsel in the event there was no coverage as there are lawsuits pending. Discussions were held on cost and purpose. A roll call vote was taken with the motion passing 22 ayes to 1 nay. Motion carried

A resolution was read regarding to Raise the Treasurer’s Interest Fund Fee from $10 to $15 (93). Mr. James made a motion to adopt the resolution. Mr. Enz seconded the motion. Mr. Bossert explained that Nick Allen, Kankakee County Treasurer asked the Finance Committee for an increase in his fund which currently generates $15,000 per year with 150 sales at $10 each. Mr. Boyd stated the amount was insufficient to cover actual costs and recommended an increase to $60. Mr. Tripp made the motion to amend the resolution to change the fund fee from $10 to $60. Mr. McConnell seconded the motion. Motion carried by voice vote. A roll call vote was taken with the original motion as amended passing 23 ayes to 0 nays. Motion carried.

OTHER BUSINESS

Sheriff Downey stated he received information regarding the two referenced lawsuits and he believed both of those cases are covered by the new insurance carrier.

Mr. LaGesse made the motion to adjourn the meeting at 9:42 a.m. Mr. Mulcahy seconded the motion. Motion carried by a voice vote.
