Manteno Board of Trustees approves special use permit for muffler repair shop

Manteno Board of Trustees met Monday, Nov. 21.

Members of the Manteno board of trustees are elected at-large for four-year, overlapping terms. The board serves as the legislative body of the village, adopting ordinances and resolutions, which become village law.

Here are the minutes as provided by Manteno:

Board Meeting November 21, 2016

7:00 p.m.

Roll Call Present: President Timothy O. The meeting was called to order by the President, and upon the roll call being called, President Timothy O. Nugent, led those present in the Pledge of Allegiance.

Motion by Martin, seconded by Phillips, to waive the reading of the minutes and approve the Regular Meeting from November 7, 2016. Motion approved. Trustees Dole, Martin, Gesky, and Phillips voted aye. Trustees Crockett and Boyce abstained.

Public Participation: None

Reports of Village Officials: Village President’s Report: Tim Nugent

• Channel 4 is not operational right now. The Village is working with the Village view volunteers to determine what equipment is needed. It will probably be 30-60 days before up and running again.

Village Administrator’s Report: (Acting) Bernie Thompson

• None Committee Reports: Public Works and Utilities- Boyce

• Trustee Martin read- Consideration re: A motion to approve a change in the purchase price and year of a pick-up from Manteno Ford to a 2017 Ford F15- pick up for a cost not to ex- ceed $23,837.00. ( Previous approval was give on 8/1/16 to purchase a 2016 Ford F150 pickup for a price of $21,487.00) (C-#1)

• The next Public Works meeting scheduled for 11/22 is cancelled. Parks and Recreation- Martin

Small business Saturday will be November 26. If you spend $20 or more on small busi- nesses in Manteno drop off your receipt to Sarah Marion and be put in a raffle to win a prize.

Santa will be on Main Street December 2 from 6:00-8:00. Santa and Mrs Claus will also be at Santa’s house Dec 10 and 17 from 10:00-12:00.

• Public Safety and Health- Dole

• Sr. Safety program is finished until January.

• The next Public Safety scheduled for 11/23 will be cancelled.

• Ordinance 16-18, An Ordinance granting a Special Use Permit to Maria Mireles and Valorie Andrade, for the operation of a Muffler Repair Shop located at 48 East Division Street, Manteno, Illinois. (B-#1)

• Ordinance 16-19, An Ordinance zoning the Farmer’s Elevator Company of Manteno’s Property, consisting of approximately 27,510 square feet of land located at 400 N. Main Street, as I-1 Light Industrial. (B-#2)

• Ordinance 16-20, An Ordinance zoning the Curwick Construction properties, consisting of approximately 1.59 acres of land located at 600 North Main Street as I-1 Light Indus- trial. (B-#3)

• Ordinance 16-21, An Ordinance zoning the Lux Enterprises, LLC Properties, consisting of approximately 1.07 Acres of land located at 710, 712, 714 and 716 North Main Street, as I-1 Light Industrial. (B-#4)

• Resolution 16-22, A Resolution of the Village of Manteno Authorizing the Use of Metal Lap Siding for the additions to the Curwick Building located at 600 North Main Street, Manteno, Illinois. (B-#8)

• The next Planning and Zoning Committee meeting is December 15 at 7 am.

• The next Planning and Zoning Commission meeting is December 13 at 6pm. Finance-Gesky

• Consideration Re: A motion to receive and place on file the Village annual audit prepared by Groskreutz, Schmidt , Abraham, Eshlesman & Gerretse for Fiscal Year ending April 30, 2016. Mr. Dale Gerretse spoke before the board and thanked Mr. Thompson and the Village staff for working so well with them. It was a smooth audit and the Village is con- scious of staying on budget. The audit will be posted to the website. (C-#1)

• Payment of the bills in the amount of $175,192.47(TIF #1 $3,015.29 , TIF #2 $160.50 and TIF #3 Bills of $1,123.50 for a Total of $4,299.29) (D-#1)

• The next Finance meeting will be 12/8 at 7 am.

1. Consideration re: Motion to approve payment of the bills in the amount of $175,192.47(TIF #1 $3,015.29 , TIF #2 $160.50 and TIF #3 Bills of $1,123.50)

Trustee Boyce asked that C-#1 be voted on separately.

Motion by Phillips, seconded by Dole to approve a single role call vote on the question of passage of agenda items minus C-#1. Motion approved 6-0.

Motion by Crockett, seconded by Boyce to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda minutes C-#1. Motion approved 6-0.

Motion by Crockett, seconded by Dole to approve C-#1- A motion to approve a change in the purchase price and year of a pick up from Manteno Ford to a 2017 Ford F150 pick-up for a cost not to exceed $23,837.00. Motion approved. Trustees Dole, Martin, Crockett, Gesky, and Phillips voted aye. Trustee Boyce abstained.

Comments: Trustee Boyce: Happy Thanksgiving. Hope to see lots of people on Main Street December 2. Trustee Gesky: Happy Thanksgiving. Trustee Crockett: Asked Jim Hanley if the skating rink will be ready for the cold weather. Jim said yes and the lights are on a timer -once switched they stay on for an hour. Trustee Dole: Happy Thanksgiving. Trustee Martin: Happy Thanksgiving. Trustee Phillips: Happy Thanksgiving. Mayor Nugent: Congratulations to Jake Emerson, Jennifer Dole, Jim Hanley, Josh Stauffenberg, and Ja- mie McElroy for being honored as Manteno’s 40 under 40 great young professionals. -Hope to see lots of people on December 2 for Santa’s Village and Business Walk.

Motion by Boyce, seconded by Dole to adjourn the meeting at 7:29 pm. Motion approved 6-0.
