Bourbonnais Elementary School District No. 53 Board of Education met Tuesday, Jan. 24.

DRAFT-REGULAR MEETING OF THE BOARD OF EDUCATION

BOURBONNAIS ELEMENTARY SCHOOL DISTRICT NO. 53

KANKAKEE COUNTY, IL

HELD ON TUESDAY, JANUARY 24, 2017

ADMINISTRATIVE OFFICE

The Regular Meeting of the Board of Education of Bourbonnais Elementary School District No. 53, Kankakee County, Illinois was called to order by President Rob Rodewald on Tuesday, January 24, 2017 at 7:00 PM at the Administrative Office, 281 W John Casey Road, Bourbonnais, IL. 1.02

Pledge of Allegiance. 

1.03 The following members answered roll call: Justin Giacchino, John Hall, Michael Jurka, Rich McBarnes, Nicole McCarty, Jayne Raef, Rob Rodewald. The following members were absent and did not participate in the meeting in any manner or to any extent whatsoever: None.

Recognition of Staff, Students and Community

2.01 Recognition of Staff:On behalf of Bourbonnais Elementary School District No. 53, Dr. Jim Duggan, Director of Instruction recognized Jackie Hammond, Kindergarten Teacher. Jackie was recently awarded the Institute for Excellence in Writing's teacher of the year! Jackie has an article in and is on the cover of their annual publication. She was identified and chosen by our trainer who trains and observes teachers throughout the country.

3.03 Communication from/to Administration – Shannon Swilley, Assistant Principal recognized the UGC cheerleaders who recently placed 10th at the IESA State competition. This is their first year as a competitive team. Mr. Swilley also spoke about the social studies classes and their following of and interest in the recent the political changes. 

3.04 Communications from/to Board - The IASB Three Rivers Meeting is March 7, 2017.

Nays: None. Absent: None. Final Resolution: Motion Carries. 

5. Mission of Bourbonnais Elementary School District #53 is to: Collaborate with staff, students, families, and community 

5.01 Second Quarter Financial Report - Kevin Baker, Director of Business ServicesMr. Baker presented the second quarter financial report to the Board of Education, comparing revenue, expenditures, cash, and the health insurance fund to the annual budget or to last year at this time. Revenue of $17,095,868 received is 72.5% of budget while expenditures of $10,352,931 is at 44.7% of budget. General State Aid receipts are coming in as scheduled. Property tax receipts of $14,168,068 are at 98.4% of budget. Discussion followed. 

5.02 Strategic Planning Overview - Superintendent Daniel Hollowell, Ed.D.Dr, Hollowell presented the current mission statement, strategic plan and goals to Board. Previous Strategic Plan sessions were in the Spring of 2007, Spring of 2012 and the District will be planning again in the Spring of 2017. The process of creating a strategic plan will be led by Jeff Cohn of Brave Dialogue. The first meeting will be January 26th from 6:30-8:30 at the Administrative Office. Follow up meetings will be February 9th, and tentatively February 16th. Dr. Hollowell listed the members of the strategic planning team. Team members include Board Members, Administrators, Teachers, Staff and Community Members. 

5.03 Approval of 2017-2018 School Calendar - Superintendent Daniel Hollowell, Ed.D.Dr. Hollowell requested the Boards approval of the 2017-2018 school calendar. The proposed calendar has students starting the third week of August, includes a full two-week break at Christmas, and ends in May (without emergency days). There will be no school on Labor Day, Columbus Day, Thanksgiving (Thursday and Friday), Martin Luther King and Memorial Day. Veterans Day is Saturday, school will be in session on the previous Friday. School will be held on Pulaski Day and Presidents’ Day will be a flexible emergency day. Dr. Hollowell listed the proposed teacher institutes, early dismissals and parent-teacher conferences. Motion by Michael Jurka, second by John Hall to approve the 2017-2018 as presented, The following voice votes were heard: Ayes: Justin Giacchino, John Hall, Michael Jurka, Rich McBarnes, Nicole McCarty , Jayne Raef, Rob Rodewald. Nays: None. Absent: None. Final Resolution: Motion Carries. 

5.04 Discussion of Collaborative Meeting with Legislators - Superintendent Daniel Hollowell, Ed.D.The District hosted a Collabortive Meeting with Illinois State Legislators on January 18, 2017 to discuss school funding and other legislative topics. Board Members and Superintendents from neighboring Districts were in attendance. State Legislators Senator Toi Hutchinson and Representative Lindsay Parkhurst were in attendance. Discussion followed. 

 5.05 Insurance Overview - Dennis Crawford, Assistant Director of Business ServicesDennis Crawford presented an overview of how many employees participate in District insurance plans. The District offers PPO and HSA and employees have the option of taking employee only, employee plus spouse, employee plus children, or family. The District also offers a low and high plan option for dental insurance. Although the District does not contribute money for vision insurance, it does offer group pricing for a standard or premium plan. The District recently offered an additional voluntary life insurance group policy that is funded by the employee. 

6. Mission of Bourbonnais Elementary School District #53 is to: Provide a safe learning environment with innovation instructional practices

Excellence in Writing - Dr. Jim Duggan, Director of Instruction

Dr. Duggan and Jackie Hammond explained the Excellence in Writing program. The program works to develop written and oral communication skills as well as critical thinking. The program is structured and sequential, based on principal of imitation to innovation, works for EL’s and students with IEP’s., can be used in all curricular areas and utilizes existing texts from the curriculum. Dr. Duggan explained the implementation process. The District started in 2014-15 training ESL and Special Education teachers. All other teachers in 2015-2016. New teachers will be trained in 2016. Dr. Duggan explained the ongoing support, collaboration and articulation and teacher insights. 

7. Mission of Bourbonnais Elementary School District #53 is to: Inspire all students to reach their unique potential as globally conscious learners 

7.01 PERA Overview- Dr. Jim Duggan, Director of InstructionDr. Jim Duggan presented a PERA Overview to the Board of Education. To comply with Performance Evaluation Review Act (PERA), Sec. 24A-5(c), Illinois districts must develop a teacher evaluation plan that includes measures of student growth as a significant factor in teachers’summative performance evaluation.Year One of Implementation

6 member committee worked for over 1 year.

SIP Day time in 2015-16 dedicated to preparing staff.

All teachers required to include at least one teacher created (Type III) assessment in process.

Student data accounts for 30% of overall evaluation
