Here is the minutes provided by the Council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

Current City Clerk Henson swore in the following City Council members after the Canvass Meeting held earlier this evening, according to Kankakee County Abstract of Votes: Mayor: Chuck Steele, Alderman Ward 1: Jake Salomone, Alderman Ward 2: Nova Metz, Alderman Ward 3: John Rehmer and Alderman Ward 4: Rebecca Cope.

Roll Call:

Current City Clerk Henson did a roll call with Aldermen Salomone, Navratil, Metz, Rehmer, Cook and Cope present. Also present was Mayor Chuck Steele.

Mayor Steele made the following recommendations: City Clerk: Christy Ritter, City Treasurer: Jenene Henson, Alderman Ward 2: Leo (Todd) Clark, Alderman Ward 4: Tom Temple Alderman Cope motion Alderman Metz seconded the motion and Police Chief: Brian Brucato. Alderman Metz motion, Alderman Rehmer seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Rehmer, Cook and Cope voting yes.

Current City Clerk Henson swore in Christy Ritter as the new City Clerk. City Clerk Ritter swore Jenene Henson in as City Treasurer, Brian Brucato as Police Chief, Leo (Todd) Clark as Alderman Ward 2 and Tom Temple as Alderman Ward 4.

Roll Call:

Roll was called by the City Clerk Ritter with Aldermen Clark and Temple present.

Approval of Previous Meeting Minutes:

The minutes from the April 17, 2017, City Council meeting were approved at the City Council Canvas meeting held earlier tonight.

Approval of the Bills:

Alderman Cook made a motion to approve the bills for payment. Alderman Navratil seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Citizen Forum:

Rick Seeman: Downtown Business Alliance – City wide garage sale fee waive. Alderman Cook made a motion to approve the waiving of the fee. Alderman Metz seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Jim Vickery introduction as the county board rep

Aldermanic Reports:

Alderman Navratil: Public hearing was held with the planning commission on April 20, 2017 for variance for placement of an accessory building per ordinance 91-11on 236 Willow Street. Zach Handley had asked for a shed on the SE of his lot outside of the fence.

Alderman Cook made a motion to accept the denial from the planning commission of the variance of the accessory building. Alderman Metz seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Department Head Reports:

Tina Demack: Discuss and Vote on Lease of Copier - $137.00/month for 60 months Alderman Rehmer made a motion to purchase of new copier Alderman Cope seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Mayoral Report-

Appointments:

Alderman Rehmer made a motion to approve appointments of Attorney Kim Donald, special council Stewart Diamond, Municipal Prosecutor Patrick O’Brian, Adjudication officer Brian Hiatt. Alderman Metz seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Alderman Cook made motion to approve reappointments of Scott Behrends Supt. Public Works, Mark Nelson Supt. Water and Sewer, Tina Demack City Collector, Matt Cousin Building inspector, John Cousin Plumbing inspector, Craig Kennedy Electrical inspector. Alderman Navritil seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Alderman Rehmer made motion to reappoint City Tree Board – David Cook, Rich Laue, Betty Dionne, Linda Lund, Paul Bradley and Fran Lebeau. Alderman Cope seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Alderman Navratil made motion to reappoint the Conrad Park Board – Kirsten Bisher, Kay Laue, Becky Peterson, Betty Dionne and David Cook. Alderman Salomone seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Alderman Metz made motion to reappoint Planning Commission Board – Steve Lund, Linda Krause, Jim Vickory, Marco Barajas, Brian Schneph and Steve Gross. Alderman Cook seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Alderman Metz made motion to appoint Rob Bisher to Kankakee Visitor Bureau and Historical House – Nancy Liberty Porter, Eileen Crooks, Rick Byrne, Beth Crouch and Larry Crouch. Alderman Navratil seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Discuss and vote on extension or bidding for Audit services. Same auditing services, costs 2017 $10,800.00, 2018 $11,100.00, 2019 $11,400.00. Alderman Salomone agreed price was fair.

Alderman Cook made a motion to extend contract for auditing services. Alderman Salomone seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Seek approval to sign Intergovernmental Agreement with St. Anne for adjudication hearings Alderman Metz made a motion to approve intergovernmental agreement with St. Anne. Alderman Clark seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Discuss electric aggregation program and approval of signing. Alderman Cook made a motion to approve the electric aggregation program. Alderman Navratil seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Discuss and vote on Resolution for Mechanic Street. Bid open June 5th at 7:30 P.M. Alderman Rehmer made a motion to put out for bid for Mechanic Street project. Alderman Cope seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Resolution # 192

Seek approval to sign Intergovernmental Agreement for Mechanic Street. Alderman Metz made a motion to sign intergovernmental agreement for cost of Mechanic Street. Alderman Temple seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Mayor Steele thanks former Mayor Porter for his service and help with the transition.

Executive Session: none

Alderman Metz made a motion to adjourn the meeting. Alderman Salomone seconded the motion with Aldermen Salomone, Navratil, Nova Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Meeting adjourned at 8:19 p.m.
