Technical Advisory; Committee Members Present:

Mark Rogers, Chairman; County of Kankakee

Dave Tyson, Vice-Chairman; City of Kankakee

Steve McBurney; Village of Bourbonnais

Cortney Koning; River Valley METRO

Jeff Benoit; Kankakee Valley Airport Authority

Tom Magolan; Illinois Department of Transportation

Tom Caldwell; Illinois Department of Transportation

John Donovan; Federal Highway Administration

Others Present:

Roger Blakley, IDOT; Mayor Tim Nugent, Manteno; Mayor Paul Schore, Bourbonnais; Mayor Chasity Wells-Armstrong; Mayor Brian Stump, Aroma Park; Chairman Andrew Wheeler, Nick Allen, METRO; and Delbert Skimerhorn and Daniel Bishop, Kankakee County.

Call to Order:

Chairman Rogers called the meeting to order at 3:00 p.m.

Public Comment:

There was no public comment.

Minutes:

Chairman Rogers asked for any corrections to the minutes of the previous meeting. There were no corrections. Mr. Koning made a motion to approve the minutes as presented. Mr. Tyson seconded the motion. Motion carried.

Approval of Proposed Agenda:

Chairman Rogers asked for changes to the agenda to accept it as presented. Mr. McBurney motioned to approve the agenda. Mr. Magolan seconded the motion. Motion carried.

Consolidated Vehicle Procurement (CVP) Applications:

There were no applications to approve for the CVP Program.

FY 2017 Unified Work Program Amendment:

There were no amendments to the FY 2017 Unified Work Program.

FY 2018 Unified Work Program:

Mr. Skimerhorn explained the Fiscal Year 2018 Unified Work Program and gave explanation of each section, directing members to each corresponding page as he explained. Mr. Tyson motioned to adopt the Fiscal Year 2018 Unified Work Program. Mr. McBurney seconded the motion. Motion carried.

FY 2017 TIP Amendment:

There were no amendments to the FY 2017 Transportation Improvement Program.

Draft FY 2018 Transportation Improvement Program:

Mr. Skimerhorn explained the Draft Fiscal Year 2018 Transportation Improvement Program and reviewed each of the projects included in the document. Mr. Tyson motioned to pass the Draft FY 2018 Transportation Improvement Program to the Policy Committee for adoption. Mr. McBurney seconded the motion. Motion carried.

New Business:

There was no new business

Old Business:

There was no old business.

Next Scheduled Meeting:

The next MPO Technical Advisory Committee and Policy Committee meetings will be on June 28, 2017 starting at 3:00 pm.

Adjournment:

Mr. McBurney motioned for adjournment and Mr. Magolan seconded. Motion carried. Chairman Rogers adjourned the meeting at 3:10 p.m.
