Call to Order:

The regular meeting of the Bradley Village Board was called to order on Monday, June 12, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided. Roll call: Trustees Balthazor, Redmond, Gadbois, Watson, Dugan-Roof and Barber.

Agenda:

Trustee Watson added a 12 BUtilities Committee Meeting

A motion was made by Trustee Gadbois and seconded by Trustee Dugan-Roofto approve the agenda with the changes made. (6 ayes 0 nays) Motion carried

Presentation of Minutes:

A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to approve the minutes of the Public Hearing meeting dated May 22, 2017 as printed and presented. (6 ayes 0 nays) Motion carried

Presentation of Communication:

MFT Report for May 2017

Public Communications:

Brian Billingsley - 412 Dennis Ave, Bradley - saw cutting on the driveways that are part of the Blatt improvement. The Engineer will look into.

Report of Village Officers and Department Heads:

Public Works Director Peters was not available. The Mayor gave some highlights of the report for the month of May 2017.

Utilities-

-296 JULIE locates were received and performed

-Daily inspections and data gathering were performed at our four lift stations and three flow monitoring stations

Parks-

-Performed grass cutting and trimming

-Began installing certified mulch in playgrounds throughout the Village

Streets-

-Utilized Street Sweeper to clean 50+/- miles of streets

-11 service requests were generated and/or closed out in May

-Performed 22 enforced mowing requests

-Landscaped around Trees in support of Broadway Beautification program

-Mosquito Spraying equipment was tested and prepped for summer season

-Performed building maintenance & repairs at Village Hall & Public Works building

-Filled approximately 115 potholes

Training-

-There is an employee from the Public Works department that is retiring July 7, 2017 Tom Erickson

Building Standards - Director Pallissard report for May 2017.

-4 Single Family Homes

-6 Single Family Year to Date

-Construction value S9,767,841.00

-13 Building permits Enterprise Zone

-Permit fees charged $38,172.20

-Business License - 537 Registered Business

Currently have 86 Business Registrations outstanding. 2"Notice mailings to be sent next week.

-Rental program - 507 Registered Landlords

Currently have 90 Landlord Registrations outstanding. 2"Notices mailed June 2, 2017.

Presentation of Bills and Accounts:

A motion was made by Trustee Dugan-Roof and seconded by Trustee Gadbois to pay all bills and accounts by recommendation of the Finance Committee.

Ordinance & Technology

1. O-1-17-1 an Ordinance leasing Village-owned Real Property to the Kankakee River Metropolitan Agency for a term of ninety-nine years. (tabled)

2. O-5-17-1 an Ordinance amending Ordinance No. O-4-17-1, the budget for all Corporate purposes of the Village of Bradley, Kankakee County, Illinois, in lieu of the appropriation Ordinance for the fiscal year commencing on the first day of May, 2017 and ending on the thirtieth day of April, 2018. (2" reading)

3. O-5-17-2 an Ordinance amending Chapter 46, Article 1, Sections 45-5 and 45-6 of the Bradley Code (2" reading)

A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to approve O-5-17-2 (6 ayes 0 nays) Motion carried

4. O-5-17-3 an Ordinance amending Chapter 10, Article V, Section 10-330 of the Bradley Code. (2" reading)

A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to approve O-5-17-3 (6 ayes 0 nays) Motion carried

5. O-6-17-1 an Ordinance - for Prevailing Wage Act Ordinance for the Village of Bradley, Kankakee County, Illinois (1 reading)

A motion was made to waive the second reading by Trustee Balthazor and seconded by Trustee Redmond (6 ayes 0 nays) Motion carried

A motion was made by Trustee Gadbois and seconded by Trustee Balthazor to approve O-6-17-1 (6 ayes 0 nays) Motion carried

6. O-6-17-2 an Ordinance Regarding Employee Salaries (1 reading)

New Business:

Broadband Service order was presented to the Finance Committee, our monthly service fee will be $536.26. This was approved by the Finance Committee

A motion was made to sign the agreement with the increase by Trustee Dugan-Roof and seconded by Trustee Gadbois (6 ayes 0 nays) Motion carried

Mayor expressed a need for an Executive Session 5ILCS 120 (2)(c) 1.2 & 3 to consider the appointment, employment compensation, discipline, performance or dismissal of specific employee(s) and Collective Bargaining. The consideration to purchase, lease or acquire specific Real Estate property or for the probable or imminent and pending litigation.

A motion to go into Executive Session by Trustee Watson and seconded by Trustee Dugan-Roof (6 ayes 0 nays) Motion carried

Back in Regular Session at 7:45 p.m.

Adjournment:

A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to adjourn the meeting. The meeting was adjourned at 7:46 p.m. on a unanimous aye Vote.
