The meeting was called to order by the President, and upon the roll call being called, President Timothy O. Nugent, led those present in the Pledge of Allegiance.

Motion by Phillips, seconded by Martin, to waive the reading of the minutes and approve the Regular Meeting minutes from June 5, 2017. Motion approved. Trustees Dole, Martin, Gesky, and Phillips voted aye. Trustee Crockett abstained. Trustee Boyce was absent.

Reports of Village Officials:

Village President’s Report: Tim Nugent

• President Nugent gave a representative from the Manteno Sportsmans Club a check for $8,000 to help with the fireworks show on July 3.

• Resolution 17-03, A Resolution approving an Intergovernmental Agreement between the County of Kankakee, City of Kankakee, City of Momence, Village of Bourbonnais, Village of Bradley, and the Village of Manteno to Promote Tourism. This is a new resolution for the Kankakee Visitors Bureau so they can apply as an IMRF entity for retirement purposes. This is at no financial cost to the Village. (B-#2)

• Golf cart parade and the Music on Main had a great turnout.

• President Nugent read a letter of appreciation from the Manteno High School thanking the police department and the Village for their cooperation with the school.

• Staci Wilken from KCCVB presented the Village with a $10,000 check. The Village will then match 20% of that to promote tourism and encourage people to visit Kankakee County.

Village Administrator’s Report: Chris LaRocque

• None

Committee Reports:

Public Works and Utilities- Boyce

• Trustee Boyce was absent. Trustee Martin read. Resolution 17-02, A Resolution accepting Wastewater Improvements Constructed in the Right of Way along Sixth Street at or about its Intersection with Oak Street, in the Village of Manteno, Kankakee County, Illinois. (B-#1)

• A motion to award the contract for the Multi-Use Path and South Swale project to Hamann Wagner Excavating, Chebanse, IL for a cost of $179,651.65 (Base bid of $162,515.65 +Alternate bid of $17,136.00) This was below the expected estimate. This is for a walking/bike path from Heritage to Wright Park. Over the course of the next two years the Village would like to connect a path from Wright through Heritage and up to Legacy Park.

• The next Public Works Meeting is June 27, 2017 at 7:00

Parks and Recreation- Martin

▪ Consideration re: A motion to waive the bid technicalities and to approve the purchase of park equipment from Nu Toys Leisure Products at a cost of $61,370.00 for Rock Creek Park. Jim Hanley stated the playground will be at Mica and Marble and will include a mulch walking path. (C-#2)

▪ A motion to waive the bid technicalities and to approve the purchase of park equipment from NuToys Leisure Products at a cost of $52,050.00 for Thies Park. (C-#3)

▪ Remember the Farmers Market is every Thursday from 4-7. At the June 22 Farmers Market there will be a scavenger hunt from 5:30-7:00.

Public Safety and Health- Dole

• June 20 is the Sr Field trip to KanComm from 8:30-12:30

• Remember to register your golf cart.

• In the event of a tornado seek shelter in an interior room or lowest level. St. Joseph Church and the Nazarene church will be open for residents in need of tornado shelter.

• The next Public Safety meeting will be June 28, 2017.

Planning and Zoning- Crockett

• The next Planning and Zoning Committee meeting is July 20 at 7 am.

• The next Planning and Zoning Commission meeting is July 11 at 6 pm.

Finance-Gesky

• Payment of the bills in the amount of $308,641.034(Including TIF #1 of 25,568.02 & TIF #3 695.05) (D-#1)

• The next Finance meeting is scheduled for July 12.

General Government-Phillips

• None

Mayor Nugent read the items to be included on the Consent Agenda:

Motion by Crockett, seconded by Dole to approve a single role call vote on the question of passage of agenda items. Motion approved 5-0. Trustee Boyce was absent.

Motion by Martin , seconded by Dole to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion approved 5-0. Trustee Boyce was absent.
