Village of Bourbonnais Board of Trustees met July 17.

Here is the minutes provided by the Board:

Call to Order: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by Village Trustee Angie Serafini.

1. Roll Call: Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell and Trustee Angie Serafini. Also in attendance were Village Treasurer Ron Riebe, Village Attorney Patrick Dunn and Assistant Village Administrator Laurie Wimberly. Absent was Village Administrator Mike Van Mill.

2. Approval of Minutes: Motion made by Trustee Fischer and seconded by Trustee King to suspend the reading and approve the Regular Board Meeting Minutes from June 19, 2017 and the Special Board Meeting Minutes from June 28, 2017. Motion passed on a Voice vote of 6-0.

3. Reports from Commissions and Advisory Boards: None.

4. Bids and Quotes: None.

5. Correspondence: None,

6. Finance Committee:

а. Consideration to Approve Accounts Payable July 17, 2017

Motion made by Trustee Fischer and seconded by Trustee Greenlee to approve the bills as presented.

b. Ordinance No. 17-2067 (An Ordinance Ascertaining the Prevailing Wages for Public Works of the Village of Bourbonnais, Kankakee County, Illinois) First Reading

Following first reading by Village Clerk Simeur, a motion was made by Trustee Fischer and seconded by Trustee Serafini to suspend the rules and have the second reading of said ordinance tonight. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Fischer and seconded by Trustee Littrell to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Fischer and seconded by Trustee Keast to adopt said ordinance. Prior to the vote, Village Attorney Dunn noted the purpose of the ordinance.

C. Resolution No. 17-1279 (A Resolution Authorizing the Execution of a Reciprocal Agreement on Exchange of Information Between the Village of Bourbonnais and the Illinois Department of Revenue)

Motion was made by Trustee Fischer and seconded by Trustee Keast to read said resolution by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Fischer and seconded by Trustee Keast to adopt said resolution. Prior to the vote, Village Attorney Dunn noted the purpose of the resolution.

Following first reading by Village Clerk Simeur, a motion was made by Trustee Fischer and seconded by Trustee Littrell to suspend the rules and have the Second reading of said ordinance tonight. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Fischer and seconded by Trustee Greenlee to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Fischer and seconded by Trustee King to adopt said ordinance.

Following first reading by Village Clerk Simeur, a motion was made by Trustee Greenlee and seconded by Trustee Keast to suspend the rules and have the second reading of said ordinance tonight. Motion passed on a voice vote of 6-0.

а. Ordinance No. 17-2065 (An Ordinance Regarding an Intergovernmental Agreement to Promote Tourism and Allow the KCCVB to Use IMRF Retirement Benefits). Second Reading

Motion was made by Trustee Keast and seconded by Trustee Littrell to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Keast and seconded by Trustee Littrell to adopt said ordinance. Prior to the vote, Mayor Schore gave an overview of said ordinance.

Following first reading by Village Clerk Simeur, Assistant Administrator Wimberly gave an overview of the ordinance.

c. Resolution 17-1280 (A Resolution approving a Contract with CGI Communications for a Community Video Program).

Motion was made by Trustee Keast and seconded by Trustee Littrell to read said resolution by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Keast and seconded by Trustee Littrell to adopt said resolution. Prior to the vote, Assistant Village Administrator Wimberly gave an Overview of the resolution.

Trustee Keast reported on the following:

•A wayfinding signage consultant has been selected

•A new logo for the Village of Bourbonnais is being developed

•The roll out of the "Dig Bourbonnais' marketing program is underway

•The village's website has been redesigned

•A new rail has been installed at the skate part and was paid for with the proceeds from the village's Chocolate Tour that was held back in February

•Chicago Bears training camp Kick Off party at Olivet is July 26th

•Chicago Bears training camp event at Brickstone Brewery is July 27th

•"Bearbonnais' Day at training camp is July 30th

•National Night Out at the Perry Farm is August 1st

•A "Dig Bourbonnais' event at the Bears training camp is August 2nd

9. Public Works Committee: Trustee Randy King, Chair

a. Resolution No. 17-1278 (A Resolution Requesting a Highway Permit From the Illinois Department of Transportation for the Village to Construct School Access Entrance Along US Route 45/52 Located at Shabbona/Alan Shepard Elementary School).

Motion was made by Trustee King and seconded by Trustee Fischer to read said resolution by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee King and seconded by Trustee Keast to adopt said resolution. Prior to the vote, Mayor Schore gave an overview of the resolution.

Trustee King reported on the following:

•There was a water main break on Essex Court

•The Ed Hayes memorial rock has been installed at High Point Park

•A Camp MOSH crew from Maternity BVM will be painting the caboose at Safety Town

10. Administration Commitee:

a. Ordinance No. 17-2063 (An Ordinance Amending Chapter 4, Alcoholic Liquors of the Municipal Code of the Village of Bourbonnais, Illinois Amending the L License Classification). Second Reading

Motion was made by Trustee Serafini and seconded by Trustee Fischer to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Serafini and seconded by Trustee Fischer to adopt Said ordinance. Prior to the vote, Mayor Schore gave an overview of said

ordinance.

b. Ordinance No. 17-2064 (An Ordinance Amending Chapter 4, Alcoholic Liquors, Article IV, Section 4-52 of the Municipal Code of the Village of Bourbonnais, Illinois Concerning Hours of Operations). Second Reading

Motion was made by Trustee Serafini and seconded by Trustee Fischer to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Keast and seconded by Trustee King to adopt said ordinance with a friendly amendment changing the opening hours of sale in the ordinance from 8:00 am to 10:00 am.

Following first reading by Village Clerk Simeur, a motion was made by Trustee Littrell and seconded by Trustee King to suspend the rules and have the second reading of said ordinance tonight. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Littrell and seconded by Trustee Keast to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion passed on a vote of 6-0.

Trustee Littrell reported on the interceptor project and said that things are going well. Mayor Schore agreed and said that the contractor has been working with residents to ensure that things go smoothly with a few disruptions as possible.

12. Committee Meetings Set:

•Utility Committee - Tuesday, July 25, 2017 at 4:00 pm.

•Finance - Wednesday, August 2, 2017 at 4:00 pm.

•Community 8: Economic Development - Wednesday, August 9, 2017 at 4:00 pm.

These meetings will be held in the Municipal Center Board Room.

13. Village Administrator’s Report:

Michael Van Mill, Village Administrator

Assistant Village Administrator Wimberly reported that the Village of Bourbonnais has received the first set of civil drawings for the new Farm 8 Fleet project. Also, we have been meeting with developers on industrial, commercial and residential projects in the Village.

15. Village President's Report:

Mayor Schore reported on the following:

•Chicago Bears training camp starts next week at Olivet and traffic will increase.

•Training camp attendees will need to secure a free ticket through the Chicago Bears' website in order to get into camp this year.

•The mayor thanked all of the Bourbonnais Friendship Festival volunteers for another great year. He said that there was record attendance report on Wednesday and Saturday of the festival.

17. New Business: Trustee Littrell wished a Happy Birthday greeting to Trustee Keast.

18. Public Comments:

Paul Cyrier, who owns commercial property at 263 N. Convent St., asked about the village's policy regarding paying for sewer service when the water service to a building is shut off. He doesn't feel that he should have to pay for the sewer services for a rental property that he owns when it is not occupied and the water service is not turned on resulting in no sewage being discharged.

Mayor Schore explained why the policy is in place for commercial properties but asked that the Utility committee look into the current policy to see if there is anything that needs to be updated.

19. Adjournment:

A motion was made by Trustee King and seconded by Trustee Keast to adjourn the regular board meeting. Motion passed on a voice vote of 6-0 and the meeting adjourned at 6:09 p.m.
