Village of Bourbonnais Board of Trustees met June 5.

Here is the minutes provided by the Board:

Call to Order: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by Isabelle Cresswell, a 4th grade student in Mrs. Kibbons' class at Alan Shepard School this past year.

1. Roll Call: Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Jeff Keast, Trustee Jack Littrell and Trustee Angie Serafini. Also in attendance were Village Treasurer Ron Riebe, Village Attorney Patrick Dunn and Village Administrator Mike Van Mill. Absent was Trustee Randy King.

2. Approval of Minutes: Motion made by Trustee Fischer and seconded by Trustee Greenlee to suspend the reading and approve the Regular Board Meeting Minutes from May 15, 2017. Motion passed on a voice vote of 5-0.

3. Reports from Commissions and Advisory Boards: None.

4. Bids and Quotes: None.

5. Correspondence: None.

6. Finance Committee:

Trustee Rick Fischer, Chair

а. Consideration to Approve Accounts Payable June 5, 2017

Motion made by Trustee Fischer and seconded by Trustee Greenlee to approve the bills as presented.

Motion passed on a vote of 5-0-1.

b. Ordinance No. 17-2059 (An Ordinance Making Appropriations for Corporate and Other Purposes of the Village of Bourbonnais, Kankakee County, IL for the Fiscal Year Ending April 30, 2018). First Reading.

Following first reading by Village Clerk Simeur, Finance Director Wolfgave an Overview of the Ordinance.

7. Police Committee:

Trustee Bruce Greenlee, Chair

•Chief Phelps reported that over S8,000 was raised during last Friday's Cop on a Rooftop charity event at Dunkin’ Donuts.

8. Community & Economic Development:

Trustee Jeff Keast, Chair

a. Ordinance No. 17-2054 (An Ordinance Granting a Special Use Permit to Gathering Point Church of the Nazarene for a Temporary Trailer to be Used for Classroom Space). Second Reading

Motion was made by Trustee Keast and seconded by Trustee Littrell to read said ordinance by title only. Motion passed on a voice vote of 5-0.

Motion was made by Trustee Keast and seconded by Trustee Littrell to adopt said ordinance.

b. Resolution No. 17-1275 (A Resolution Accepting a Grant of Easement from the Doreen A. Collins Trust).

Motion was made by Trustee Keast and seconded by Trustee Littrell to read resolution by title only. Motion passed on a voice vote of 5-0.

Village Attorney Pat Dunn gave an overview of the Resolution. Village Engineer Dave Tyson noted that this is for a Public Utility easement. Motion made by Trustee Keast and seconded by Trustee Fischer to adopt said resolution.

•Trustee Keast noted the following:

-Road closures are occurring for projects and are posted on the Village of Bourbonnais Facebook page.

-The Gaming Goat had a Ribbon Cutting Ceremony and are now open for business.

-There is a Grand Opening scheduled for Right on Target on June 10, 2017.

-Presale tickets available now for Friendship Festival at local banks.

-He offered congratulations to KCC for winning the NJCAA Division II World Series Championship.

9. Public Works Committee: Trustee Randy King, Chair

•Public Works Director Chamness reported that we have broken ground on the Sanitary sewer interceptor project. He also said that Skate Park equipment will be removed in advance of Friendship Festival.

a. Ordinance No. 17-2055 (An Ordinance Authorizing the Purchase of an Air Burners Model T-300). Second Reading

Motion was made by Trustee Fischer and seconded by Trustee Serafini to read said ordinance by title only. Motion passed on a voice vote of 5-0.

Prior to the vote, Mayor Schore commented that this equipment will be used by our Public Works Department and other local community agencies to burn brush and is IEPA compliant.

Motion was made by Trustee Fischer and seconded by Trustee Greenlee to adopt said ordinance.

b. Resolution No. 17-1271 (A Resolution Authorizing the Acceptance and Approval of a Memorandum of Agreement Between the Village of Bourbonnais and the international Union of Operating Engineers Concerning a CDL Endorsement).

Motion was made by Trustee Fischer and seconded by Trustee Keast to read resolution by title only. Motion passed on a voice vote of 5-0.

Motion made by Trustee Fischer and seconded by Trustee Littrell to adopt said resolution. Prior to the vote, Village Attorney Pat Dunn gave an overview of the Resolution.

10. Administration Committee:

a. Ordinance No. 17-2060 (An Ordinance Authorizing, Approving and Ratifying a Voluntary Separation Agreement). First Reading

Following first reading by Village Clerk Simeur, a motion was made by Trustee Serafini and seconded by Trustee Greenlee to suspend the rules and have the second reading of said ordinance tonight. Motion passed on a voice vote of 5-0.

Motion was made by Trustee Serafini and seconded by Trustee Fischer to read said ordinance by title only. Motion passed on a voice vote of 5-0.

Motion was made by Trustee Serafini and seconded by Trustee Fischer to adopt said ordinance.

11. Utility Committee:

Trustee Jack Littrell, Jr., Chair

a. Ordinance No. 17-2061 (An Ordinance Approving a Change Order to a Contract with Kankakee Valley Construction for a Storm Sewer). First Reading

Motion was made by Trustee Littrell to read said ordinance by title only.

Following first reading by Village Clerk Simeur, a motion was made by Trustee Littrell and seconded by Trustee Keast to suspend the rules and have the second reading of said ordinance tonight. Motion passed on a voice vote of 5-0.

Motion was made by Trustee Littrell and seconded by Trustee Keast to read said ordinance by title only. Motion passed on a voice vote of 5-0.

Motion was made by Trustee Littrell and seconded by Trustee Keast to adopt said ordinance. Prior to the vote, Village Engineer Dave Tyson explained the need for the ordinance. Mayor Schore commented that with other work already being done in the area, the Village would see significant savings doing the additional work concurrently and getting storm water relief to neighborhoods sooner.

b. Ordinance No. 17-2062 (An Ordinance Amending Chapter 35, Article III, Section 35-31 of the Municipal Code of the Village of Bourbonnais, IL). First Reading

Following first reading by Village Clerk Simeur, Mayor Schore noted that this ordinance is for the rate increases to refuse and sewer, which will be $3.00 for each for a total increase of S6.00. He also reported that this increase is not the result of the new sewer interceptor and is the result of increased costs (rate increases) to the Village for both services.

12. Committee Meetings Set:

•Administration - Wednesday, June 7, 2017 at 3:30 pm.

(previously Franchise, License and Administration Committee)

•Community 8: Econ Development - Wednesday, June 7, 2017 at 4:00 pm.

(previously Annexation, Building 8i Zoning Committee)

•Finance - Wednesday, June 14, 2017 at 4:00 pm.

•Utility - Thursday, June 15, 2017 at 4:00 pm.

These meetings will be held in the Municipal Center Board Room.

Mayor Schore noted that the July 3, 2017 Board Meeting will not be held due to the 4th of July holiday. As a result, a Committee of the Whole will be held on Wednesday, June 28, 2017 at 4:00 pm., to approve payment of the invoices.

13. Village Administrator’s Report:

Michael Van Mill, Village Administrator

Village Administrator Van Mill reported on the following:

•Household Hazardous Waste day held on May 27, 2017 was a success, with over 300 cars in 2 V3 hours processed. 20 tons of waste was recycled and removed from the waste stream. This was a county wide event with a reported 41% of the participants being residents of the Village of Bourbonnais.

•Two weeks ago we had an appointment with EPA in Springfield to resolve the issue with permits that would allow the Village to continue the burn program for landscaping waste. We have a tentative agreement on the process to get approval for our permit.

•Interviews were held with the Zoning Ordinance Consultants on June 1, 2017 and land owners/representatives to determine best land use zoning for area properties.

14. Village at Torney's Report:

a. Resolution No. 17-1277 (A Resolution Authorizing the Release of Certain Minutes From Meetings of the Board of Trustees of the Village of Bourbonnais).

Motion was made by Trustee Fischer and seconded by Trustee Littrell to read resolution by title only. Motion passed on a voice vote of 5-0.

15. Village President's Report:

Paul Schore, Village President

Mayor Schore reported on the following:

•New Sewer Interceptor - Mayor Schore asked residents to be patient with the work that will go on for a couple of years. A map of the work and timeline is available on the Village of Bourbonnais website.

•Nucor waste recycling event went well this past Saturday. A big thank you to those who were involved especially Nucor and Riverside.

•Friendship Festival will be held Wednesday, June 21st through Sunday, June 25th. He encouraged families to buy their ride tickets early to receive a discount.

16. Old Business: Staci Wilken from the KCCVB said that the Bureau will be providing funding for billboards for the Friendship Festival and Village of Bourbonnais WayFinding signs thanks to a grant program.

17. New Business: Trustee Littrell noted that the KCC Baseball Team that won the JUCO World Series will be part of a trophy presentation tonight at 7:00 pm. at the Bourbonnais Little League Field.

Mayor Schore noted that Deklan Hood and Thomas Robinson from Boy Scout Troup 324 were in attendance, observing Board Meeting for their work toward gaining Merit Badges.

18. Public Comments: None.

19. Adjournment:

A motion was made by Trustee Keast and seconded by Trustee Fischer to adjourn the regular board meeting. Motion passed on a voice vote of 5-0 and the meeting adjourned at 6:03 p.m.
