Village of Bourbonnais Board of Trustees met May 1.

Here is the minutes provided by the Board:

Call to Order: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by his grandchildren Trenton, Brianna and Ashlyn Shelton.

1. Roll Call: Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Vera Amiano, Trustee Rick Fischer, Trustee Bruce Greenlee, Trustee Randy King, Trustee Jeff Keast and Trustee Jack Littrell. Also in attendance were Village Treasurer Ron Riebe, Village Attorney Patrick Dunn, and Village Administrator Mike Van Milt.

2. Approval of Minutes: Motion made by Trustee Amiano and seconded by Trustee Fischer to suspend the reading and approve the Regular Board Meeting Minutes from April 17, 2017. Motion passed on a voice vote of 6-0.

19. c. April 4, 2017 Election Results (Moved up on agenda)

•Village Clerk Brian Simeur read the results of the April 4, 2017 municipal election that were received from the Kankakee County Clerk Bruce Clark (copy attached).

•Oaths of Office - The Honorable Judge Michael Kick performed the Oath of Office for the Village Board Members elected on April 4, 2017, which included Trustees Bruce Greenlee, Rick Fischer and Angie Serafini, Village Clerk Brian Simeur and Village President Paul Schore.

3. Reports from Commissions and Advisory Boards: None.

4. Bids and Quotes:

a. Resolution 17-1269 (A Resolution Accepting a Bid From Kankakee Valley Construction Company Inc. for the East Sanitary Sewer interceptor).

A Motion was made by Trustee Fischer and seconded by Trustee King to accept the low bid from Kankakee Valley Construction Company Inc. in the amount of S10, 135,823.16.

Trustee Littrell - Aye

Trustee King - Aye

Trustee Serafini - Aye

Motion passed on a vote of 6-0.

5. Correspondence: None.

6. Finance Committee:

a. Consideration to Approve Accounts Payable May 1, 2017

Motion made by Trustee Fischer and seconded by Trustee Greenlee to approve the bills as presented.

Trustee Serafini - Aye

Motion passed on a vote of 6-0.

Trustee Keast noted that with improving weather, residents have been enjoying the parks.

11. Franchse, License & Administration:

Trustee Fischer noted that all future Committee Meetings will be held in the Municipal Center Board Room.

12. Annexation, Building & Zoning Committee:

Trustee Fischer reported that his committee met on April 24th and he said that that Teska Associates Inc. is in the process of updating the Village's zoning ordinances.

13. Community Affairs & Services Committee:

Mayor Schore noted that this past Saturday, April 29, 2017 was the dedication of the Freedom Garden at the Olivet Nazarene University ROTC building that is located near the Freedom Sign. The garden was dedicated to Marine 1st Lt. Wayne Michael Hayes who was an ONU student that died in the Vietnam War. The mayor thanked Trustee Greenlee for his work with getting this garden started and completed. Trustee Greenlee thanked Trustee King for leading the band during Saturday's dedication.

14. Utility Committee:

а. Ordinance No. 17-2056 (An Ordinance Authorizing and Approving Construction Engineering Services From Tyson Engineering for the Bourbonnais Parkway Interchange Sanitary Sewer Interceptor). First Reading.

Following first reading by Village Clerk Simeur, a motion was made by Trustee Littrell and seconded by Trustee Keast to suspend the rules and have the second reading of said ordinance tonight. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Littrell and seconded by Trustee Keast to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Littrell and seconded by Trustee Keast to adopt said ordinance.

Motion passed on a vote of 6-0.

b. Resolution 17-1271 (A Resolution Authorizing the Acceptance and Approval of a Memorandum of Agreement Between the Village of Bourbonnais and the International Union of Operating Engineers Concerning a CDL Endorsement).

A motion was made by Trustee Littrell and seconded by Trustee Keast to move the Resolution back to the Utility Committee for further discussion. Motion passed on a voice vote of 6-0.

15. Buildings & Grounds Committee: None.

16. Committee Meetings Set:

•Finance - Wednesday, May 10, 2017 at 4:00 pm.

•Utility - Wednesday, May 10, 2017 at 4:30 pm.

All meetings will be held at the Municipal Center Board Room.

17. Village Administrator’s Report:

Village Administrator Van Mill reported that the Village of Bourbonnais is partnering with Nucor and Riverside Hospital to host a household hazardous waste collection day On May 27, 2017 for the residents of Kankakee County (flyer attached).

a. Proclamation No. 17-306: Proclamation Declaring May 7-13, 2017 as Municipal Clerks Week.

A motion was made by Trustee Fischer and seconded by Trustee Keast to read Proclamation in its entirety. Motion passed on a voice vote of 6-0.

Following the reading of the Proclamation by Village Clerk Simeur, a motion to adopt said Proclamation was made by Trustee Fischer and seconded by Trustee King. Motion passed on a voice vote of 6-0.

b. Resolution No. 17-1270 (A Resolution Appointing Various Officers and Officials)

Mayor Schore read a brief biography for the only new appointee - Jay Grimes to the Planning Commission/Zoning Board of Appeals.

A motion was made to accept the Resolution and appointments by Trustee Greenlee and seconded by Trustee Littrell.

Motion passed on a vote of 6-0.

•Mayor Schore extended the Village's condolences to the family of Ashley Montgomery on her recent passing. She was the namesake of the AshleyCan Pediatric Cancer Foundation and was an inspiration to many. He said that there is a Mother's Day 5k Run/2 mile Walk and Kids Fun Run Sunday May 14, 2017 at the Perry Farm.

23. Adjournment:

A motion was made by Trustee Fischer and seconded by Trustee Littrell to adjourn the regular board meeting. Motion passed on a voice vote of 6-0 and the meeting adjourned at 5:59 p.m.
