Village of Bourbonnais Board of Trustees met April 17.

Here is the minutes provided by the Board:

Call to Order: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by Maya DeYoung a 4th grade student in Mrs. Brammer's class at Levasseur School.

1. Roll Call Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Vera Amiano, Trustee Rick Fischer, Trustee Bruce Greenlee, Trustee Randy King, Trustee Jeff Keast and Trustee Jack Littrell. Also in attendance were Village Treasurer Ron Riebe, Village Attorney Patrick Dunn and Village Administrator Mike Wan Mill.

2. Approval of Minutes: Motion made by Trustee Amiano and seconded by Trustee Fischer to suspend the reading and approve the Regular Board Meeting Minutes from April 3, 2017. Motion passed on a voice vote of 6-0.

19. a. Oath of Office: Shawn W. Lade - Patrolman (moved up in the meeting by Mayor Schore)

Chief Phelps swore in the newest officer to join the Village of Bourbonnais Police Department.

3. Reports from Commissions and Advisory Boards: None.

4. Bids and Quotes: None.

5. Correspondence: None.

6. Finance Committee:

Trustee Vera Amiano, Chair

a. Consideration to Approve Accounts Payable April 17, 2017

Motion made by Trustee Amiano and seconded by Trustee Greenlee to approve the bills as presented.

Trustee King - Aye

Trustee Fischer - Aye

Trustee Keast - Aye

Trustee Greenlee - Aye

Trustee Littrell - Aye

Motion passed on a vote of 6-0.

b. Treasurer's Report - February 2017

Motion made by Trustee Amiano and seconded by Trustee King to accept the unaudited February Treasurer's Report (copy attached).

C. Resolution No. 17-1267 (A Resolution Approving And Adopting Various Budgets For The Village Of Bourbonnais, Kankakee County, Illinois For Fiscal Year 2017-2018)

Village Finance Director Wolfgave an overview of the 2017-2018 Budget.

Motion was made by Trustee Amiano and seconded by Trustee Fischer to read said resolution by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Amiano and seconded by Trustee Keast to adopt said resolution.

Motion passed on a vote of 6-0.

7. Police Committee:

Trustee Bruce Greenlee, Chair

a. Resolution No. 17-1266 (A Resolution Authorizing The Acceptance And Approval Of a Memorandum Of Agreement Between the Village of Bourbonnais and the Fraternal Order of Police Lodge No. 64 Patrol Unit and the Fraternal Order of Police Labor Council Bargaining Unit 64-1 (Sergeants) Concerning Time Off Use).

Motion was made by Trustee Greenlee and seconded by Trustee Amiano to read said resolution by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Greenlee and seconded by Trustee Amiano to adopt said resolution.

Prior to the vote, Village Administrator Van Mill gave an overview of the resolution. Mayor Schore added that he appreciated the FOP working with the Village to make this happen.

8. Community & Economic Development:

а. Resolution No. 17-1268 (A Resolution Of Support And Commitment Of Local Funds For The Community Tourism Action Plan Program 2016/2017 Initiated by the Kankakee County Convention and Visitors Bureau).

Motion was made by Trustee Amiano and seconded by Trustee King to read said resolution by title only. Motion passed on a voice vote of 6-0.

Prior to the vote, Assistant Administrator Wimberly gave an overview of the resolution.

Motion was made by Trustee Amiano and seconded by Trustee Littrell to adopt said resolution.

9. Public Works Committee:

Trustee Greenlee commented that Village wide brush pickup service has begun for the year.

10. Parks E Recreation Committee:

Trustee Jeff Keast, Chair

Trustee Keast reminded residents that the Village parks are open from dawn to dusk, including the Skate Park.

11. Franchse, License I Administration:

Trustee Rick Fischer, Chair

a. Ordinance No. 16-2029 (An Ordinance Amending Chapter 2 of the Municipal Code of the Village of Bourbonnais, Illinois Regarding Elected Officials inauguration). Second Reading

Motion made by Trustee Fischer and seconded by Trustee Keast to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion made by Trustee Fischer and seconded by Trustee King to adopt said ordinance.

Trustee Amiano said that the Easter Egg Hunt went well last Saturday.

16. Committee Meetings Set:

•Public Works - Thursday, April 20, 2017 at 4:00 pm (previously called)

•Franchise, License Et Administration - Monday, April 24, 2017 at 4:00 pm.

•Annexation, Building Et Zoning - Monday, April 24, 2017 at 4:30 pm.

•Finance - Wednesday, April 26, 2017 at 4:00 pm.

All meetings will be held at the Administration Building.

17. Village Administrator’s Report:

Village Administrator Van Mill said that on Wednesday, he and Assistant Village Administrator Wimberly will be attending the Chicagoland Industrial Properties Conference in Oak Brook to advertise the new I-57 interchange as well as a Site Selector's Forum in downtown Chicago that afternoon.

Also, all Department heads are attending a management class at Olivet Nazarene University on April 18, 2017.

b. Proclamation No. 17-305: Proclamation Declaring April 2017 as Child Prevention Month

A motion was made by Trustee Fischer and seconded by Trustee King to read Proclamation in its entirety. Motion passed on a voice vote of 6-0.

Following the reading of the Proclamation by Village Clerk Simeur, a motion to adopt said Proclamation was made by Trustee Fischer and seconded by Trustee Amiano.

Motion passed om a vote of 6-0.

c. Proclamation No. 17-304: Proclamation Honoring Vera Amiano for 20 Years of Service as a Trustee for the Village of Bourbonnais

A motion was made by Trustee Fischer and seconded by Trustee Keast to read Proclamation in its entirety. Motion passed on a voice vote of 6-0.

Following the reading of the Proclamation by Village Clerk Simeur, a motion to adopt said Proclamation was made by Trustee Fischer and seconded by Trustee Keast.

Motion passed on a vote of 6-0.

Mayor Schore thanked Trustee Amiano for all that she has done for the village and presented her with a copy of the Proclamation in addition to:

•An honorary street sign (for Inverness Drive)

•Creating a College Scholarship Fund in her name that will be funded annually. She will be able to award this to students that show excellence in community Service.

23. Adjournment:

A motion was made by Trustee Fischer and seconded by Trustee King to adjourn the regular board meeting. Motion passed on a voice vote of 6-0 and the meeting adjourned at 6:02 p.m.
