Village of Bourbonnais Board of Trustees met April 3.

Here is the minutes provided by the Board:

Call to Order: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by 4th grade students John Rosenberger, Alisha Jamieson and Carter Grable from Levasseur School.

1. Roll Call: Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Vera Amiano, Trustee Rick Fischer, Trustee Bruce Greenlee, Trustee Randy King, Trustee Jeff Keast and Trustee Jack Littrell. Also in attendance were Village Treasurer Ron Riebe, Village Attorney Patrick Dunn and Village Administrator Mike Van Mill.

2. Approval of Minutes: Motion made by Trustee Amiano and seconded by Trustee Fischer to suspend the reading and approve the Regular Board Meeting Minutes from March 20, 2017. Motion passed on a voice vote of 6-0.

8. a. Ordinance No. 17-2053 (An Ordinance Authorizing and Approving a Redevelopment Agreement Between Blain's Farm and Fleet and the Village of Bourbonnais, Kankakee County, IL) First Reading (moved up in the meeting by Mayor Schore)

Following first reading by Village Clerk Simeur, a motion was made by Trustee Amiano and seconded by Trustee Fischer to suspend the rules and have the second reading of said ordinance tonight. Motion passed On a voice vote of 6-0.

Motion was made by Trustee Amiano and seconded by Trustee Keast to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Amiano and seconded by Trustee Fischer to adopt said ordinance. Prior to the vote, Village President Schore noted the purpose of the ordinance and Village Attorney Dunn shared some of the details of the agreement.

Motion passed on a vote of 6-0.

19. a. Oath of Office: Wayne Rich Jakobitz - Sergeant (moved up in the meeting by Mayor Schore)

Chief Phelps administered the Oath of Office for Sergeant Wayne Richard Jakobitz.

b. Oath of Office: Shawn Lade - Patrolman - To be held at a later date.

3. Reports from Commissions and Advisory Boards:

Mark Argyelan, chairman of the Plan Commission/Zoning Board of Appeals, gave the following report from their March 23, 2017 meeting:

•Case # 17-Z-002 - A special request to continue the use of modular classrooms at Gathering Point Church of the Nazarene located at 897 W. Bourbonnais Parkway.

The Planning Commission approved a special use permit for another four years with the requirement that GatheringPoint Church report back to the Plan Commission in two years with plans for a permanent structure, which they said that they would do.

6. Finance Committee:

a. Consideration to Approve Accounts Payable April 3, 2017

Motion made by Trustee Amiano and seconded by Trustee Greenlee to approve the bills as presented.

Trustee Littrell - Aye

Motion passed on a vote of 6-0.

9. Public Works Committee:

a. Ordinance No. 17-2055 (An Ordinance Authorizing the Purchase of an Air Burners Model T-300) First Reading.

b. Resolution No. 17-1264 (A Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code).

Motion was made by Trustee Greenlee and seconded by Trustee Amiano to read said resolution by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Greenlee and seconded by Trustee Littrell to adopt said resolution.

Prior to vote, Village Engineer David Tyson noted that this resolution covers this year's road program. He asked that the motion be amended to include verbiage to allow the Mayor and Clerk to sign the associated documents in addition to the resolution.

Motion was made by Trustee Greenlee and seconded by Trustee Fischer to amend the original motion to authorize the Mayor and Clerk to sign the associated documents. Motion passed on a voice vote of 6-0.

10. Parks & Recreation Committee:

Trustee Keast commented that the weather has been improving and the Public Works will begin mowing soon.

12. Annexation, Building E Zoning Committee:

a. Ordinance No. 17-2054 (An Ordinance Granting a Special Use Permit to Gathering Point Church of the Nazarene for a Temporary Trailer to be Used for Classroom Space). First Reading.

13. Community Affairs & Services Committee:

Trustee Vera Amiano, Chair

Trustee Amiano reminded everyone that the Village Easter egg hunt will be this Saturday, April 8 at noon, at Safety Town.

14. Utility Committee: Trustee Jack Littrell, Jr., Chair

a. Resolution 17-1265 (A Resolution for installation of the East Sanitary Sewer interceptor, Sewer Bore Crossings at US 45-52 and IL 102 for the Village of Bourbonnais, Kankakee County, Illinois)

Motion made by Trustee Littrell and seconded by Trustee King to read said resolution by title only. Motion passed on a voice vote of 6-0.

Motion made by Trustee Littrell and seconded by Trustee Keast to adopt said resolution.

Prior to vote, Village Engineer Tyson noted that this is for the State to allow the village to do boring work under those two roadways.

15. Buildings & Grounds Committee: Trustee Randy King, Chair

Trustee King reported on the following:

•Public Works has been edging the sidewalks around the Administrative Campus.

•Maintenance will need to be done on the front pillars of the Administration Building.

16. Committee Meetings Set:

•Finance - Wednesday, April 12, 2017 at 4:00 pm.

•Public Works - Thursday, April 20, 2017 at 4:00 pm.

All meetings will be held at the Administration Building.

17. Village Administrator's Report: None.

18. Village Attorney's Report: None

Mayor Schore reminded everyone to please get out and vote tomorrow.

20. Old Business: None.

21. New Business:

Staci Wilken, Executive Director of the Kankakee County Convention and Visitors Bureau (KCCVB), asked for the Village's consideration to allow the employees of the KCCVB to join the IMRF pension fund with no cost to the Village.

Mayor Schore stated that the Village Finance committee and Attorney will review the request and get back to them.

23. Adjournment:

A motion was made by Trustee Amiano and seconded by Trustee Littrell to adjourn the regular board meeting. Motion passed on a voice vote of 6-0 and the meeting adjourned at 5:53 p.m.
