Village of Bourbonnais Board of Trustees met March 6.

Here is the minutes provided by the Board:

Call to Order: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by Emma Day who attends Mrs. Brammer's 4th grade class at LeVasseur School.

1. Roll Call: Deputy Village Clerk Sue Pranskus called the roll with the following Trustees present: Trustee Vera Amiano, Trustee Rick Fischer, Trustee Bruce Greenlee, Trustee Randy King, and Trustee Jeff Keast. Also in attendance were Village Treasurer Ron Riebe, Village Attorney Patrick Dunn and Village Administrator Mike Van Mill. Trustee Jack Littrell was absent.

2. Approval of Minutes: Motion made by Trustee Amiano and seconded by Trustee King to suspend the reading and approve the Regular Board Meeting Minutes from February 21, 2017. Motion passed on a voice vote of 5-0.

3. Reports from Commissions and Advisory Boards: None.

4. Bids and Quotes: None.

5. Correspondence None.

6. Finance Committee:

Trustee Vera Amiano, Chair

a. Consideration to Approve Accounts Payable March 6, 2017

Motion made by Trustee Amiano and seconded by Trustee Greenlee to approve the bills as presented.

Roll call vote: Trustee Amiano - Aye Trustee King - Aye

Trustee Fischer - Aye Trustee Keast - Aye

Trustee Greenlee - Aye Trustee Littrell - Absent

Motion passed on a vote of 5-0-1.

b. Ordinance No. 17-2050 (An Ordinance Amending The Village Of Bourbonnais Investment Policy And Section 2-78. Of The Village Of Bourbonnais Code Of Ordinances) First Reading

7. Police Committee: None.

a. Ordinance No. 17-2051 (An Ordinance Approving An Agreement Between The Village Of Bourbonnais And The Illinois Central Railroad Concerning interconnect And Preemption Of Highway Traffic Control Signals With Automatic Crossing Signals On Bourbonnais Parkway (6000 N. Road) First Reading

Following first reading by Deputy Clerk Pranskus, Village Attorney Dunn explained the railroad improvement project.

Trustee Greenlee noted that yard waste collection begins in April and a pick up schedule will be posted in newspaper.

10. Parks 8 Recreation Committee:

Trustee Jeff Keast, Chair

Trustee Keast reported that the skate park equipment has been installed for the season and observed that residents are already using the park.

11. Franchise, License 8t Administration:

Trustee Rick Fischer, Chair

a. Ordinance No. 17-2049 (An Ordinance Declaring Certain Property as Surplus and Authorizing its Sale, in the Village Of Bourbonnais, Kankakee County, Illinois) First Reading

Following first reading by Deputy Clerk Pranskus, a motion was made by Trustee Fischer and seconded by Trustee King to suspend the rules and have the second reading of said ordinance tonight. Motion passed on a voice vote of 5-0.

Motion made by Trustee Fischer and seconded by Trustee Keast to read said ordinance by title only. Motion passed on a voice vote of 5-0.

Motion made by Trustee Fischer and seconded by Trustee Amiano to adopt said ordinance.

Prior to vote, President Schore noted that four surplus vehicles would be going up for bid to the public and bid information would be posted in the newspaper.

Trustee Greenlee - Aye Trustee Littrell - Absent

Motion passed on a vote of 5-0-1.

12. Annexation, Building E Zoning Committee:

a. Ordinance No. 17-2048 (An Ordinance Amending the Zoning Classification of Real Property Generally Located at 855 North Convent in the Village of Bourbonnais, Illinois) First Reading

13. Community Affairs & Services Committee:

Trustee Vera Amiano, Chair

Trustee Amiano noted the following upcoming events:

•March 14, 2017 - St. Patrick's Dinner at Quality Inn.

•March 18, 2017 - Community Prayer Breakfast held at ONU.

14. Utility Committee: Trustee Jack Littrell, Jr., Chair

In the absence of Trustee Littrell, Trustee Keast reported that the relocation of the lift station near Burch's Mobile Home Park would be funded by the current Public Sewer Fund revenue. Tyson Engineering will begin the process of pulling an IEPA permit for the relocation. Prior to next year's budget approval, the Board will decide when the project will start.

15. Buildings 8 Grounds Committee: Trustee Randy King, Chair

Trustee King clarified what types of locks were purchased on the bill list.

16. Committee Meetings Set:

•Finance - Wednesday, March 15, 2017 at 4:00 pm and will be held at the Administration Building.

17. Village Administrator's Report: None.

18. Village At Torney's Report: None.

19. Village President's Report

a. Resolution No. 17-1261 (Resolution Honoring Ed Hayes for 50 Years of Service for the Village of Bourbonnais).

A motion was made by Trustee Fischer and seconded by Trustee Amiano to read said motion in its entirety. Motion passed on a voice vote of 5-0.

Following the reading by Deputy Clerk Pranskus, Motion made by Trustee Fischer and seconded by Trustee Amiano to adopt said resolution. Motion passed on a voice vote of 5-0.

Mayor Schore presented a signed and framed copy of Resolution 17-1261 to Ed Hayes. President Schore recognized Ed Hayes many years of service to the Village of Bourbonnais and unveiled a rendering of the new rock to be installed at the High Point Park displaying the new name "Ed Hayes Park". Mayor Schore also announced a reception for Mr. Hayes immediately following tonight's Board Meeting.

Mr. Hayes thanked the current and previous administrations for assistance and cooperation with the work of the Planning Commission.

23. Adjournment

A motion was made by Trustee King and seconded by Trustee Keast to adjourn the regular board meeting. Motion passed on a voice vote of 5-0 and the meeting adjourned at 5:52 p.m.
