Village of Bourbonnais Finance Committee met March 1.

Here is the minutes provided by the Committee:

1. Roll Call:

Trustee Amiano, Trustee Greenlee, Trustee Keast, Trustee Littrell, Village Treasurer Riebe, Village Administrator Van Mill, Finance Director Wolf, and Village Attorney Pat Dunn are all present. Absent are Village President Schore, Trustee Fischer and Trustee King.

2. Review and approve Committee minutes:

A motion was made by Trustee Keast and seconded by Trustee Littrell to approve the committee minutes from February 15, 2017.

3. Bills:

i. General funds bills reviewed: Committee approved.

ii. Special fund bills reviewed: Committee approved.

4. Other:

o Review and approval of Conference attendance request for Vicki Senesac - Information only for Committee. Conference attendance was approved prior to the new Travel and Expense Policy. This is the type of expenditure that would qualify as a roll call vote. 

o Discussion of timetable for Burch Lift Station Project - Committee was informed that the permit will be good for 2 years and there would be no cost to the Village for the permit. Committee approved moving forward with the permitting. 

o Request for a one time funding contribution to Kankakee County Juvenile Probation program “Thinking for a Change” - Committee tabled action on this request until additional information comes from the States Attorney's office. 

o Review and approval of additional portions of the Administration Building Lobby Project - Committee approved the proposal from Dura-Tech contingent on prevailing wage being paid and that the electrician in licensed in the County. 

o Approve cost of renaming Highpoint Park for Ed Hayes at a cost of approximately $4,000 - Committee approved the S3,750 cost of the rock sign, to be paid for with S1,000 from the Community Fund and the remainder from the Park Fees account.

o Review of updated Investment Policy - Finance Director Wolf presented the updated investment policy that was approved several months ago. Two changes were made, one a typo and the other changing maximum maturity to 10 years from 5 years.

o Other - None.

5. Old Business:

o Village Fund Balance Policy

6. New Business: None.

7. Public Comments: None.

8. Adjournment and Time:

A motion was made by Trustee Littrell and seconded by Trustee Greenlee to adjourn the Finance Committee meeting. Motion passed on a voice vote of 4-0 and the meeting adjourned at 4:30 p.m.
