Kankakee County Highways and Buildings Committee met June 11.

1. Call to Order

The meeting was called to order by the County Board Chairman, Mr. Wheeler, at 9:02 a.m. Quorum present.

2. Public Comment

None

3. Approval of Minutes: May 14, 2020

Mr. Long made a motion to approve the minutes, and Ms. Polk seconded it. Motion carried with a voice vote.

4. Highways – Mark Rogers

• Bidding and Letting

None

Mr. Rogers advised that he would have a letting for the Finance Committee for culverts due to the flooding and high dollar amount.

• County Engineer’s Pay Estimates

Mr. Rogers reviewed and read the County Engineer’s Pay Estimates with the committee.

Mr. Hess made a motion to approve the pay estimates, and Mr. Ekhoff seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Mr. Kinzinger, Mr. Hess, Ms. Polk, Mr. Snipes, Ms. Peters, Ms. Haas, Mr. Carrico, Mr. Ekhoff, Mr. Fetherling, Mr. Smith and Mr. Long

5. Buildings-Wes Andrews

Mr. Andrews discussed and reviewed the monthly reports with the committee.

• Facility Dude Report

There were 145 work orders for the month.

• Financial Report

Mr. Andrews reviewed the financial report with the committee.

• Building Report

Mr. Andrews updated the committee on the various projects that are going on at each of the county buildings.

Mr. Andrews commented on the continued issues with the air handlers in the admin building and how they are older and part replacement is difficult.

There were two temporary employees hired to assist in keeping the courthouse cleaned with the reopening.

Mr. Wheeler advised the committee that after we reach Phase 4 and are able to safely get together, there will be a Re-Grand Opening for the courthouse to see the upgrades that have been made and the ADA upgrades.

Mr. Hess asked if the swipe access card was added to the 5th floor admin office.

Mr. Andrews confirmed and stated that the physical keys are being collected and the swipe card will now serve as their key.

• LED Lighting Upgrade

Mr. Andrews advised the committee that there was another bid that came in for the LED Lighting Upgrade project. General Energy Corp came in at $737,178 and Mid America Energy was $761,643. General Energy Corp will go through Constellation Energy and finance the project for 81 months at 0%

Mr. Andrews reviewed the savings that will come from upgrading the lighting to LED’s. Mr. Andrews provided a table that outlines the savings in detail.

Mr. Kinzinger asked how many fixtures would be replaced. Mr. Andrews stated that it was about 1,593 fixtures.

Mr. Fetherling made a motion to approve the pay estimates, and Ms. Peters seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Mr. Kinzinger, Mr. Hess, Ms. Polk, Mr. Snipes, Ms. Peters, Ms. Haas, Mr. Carrico, Mr. Ekhoff, Mr. Fetherling, Mr. Smith and Mr. Long

Mr. Wheeler stated that in person board meeting are going to be difficult and it has been discussed. Mr. Fetherling asked about renting the room at the library.

Mr. Wheeler stated that it would cost about $1,000 to have the meeting offsite and the technology could be difficult for streaming.

Mr. Snipes stated that there will be a protest with purpose for a time of healing at the courthouse on July 2nd from 5-7pm. Mr. Snipes welcomed the leaders of the counties to attend.

Mr. Hess made a motion to adjourn the meeting at 9:34 a.m., and Mr. Kerkstra seconded it. Motion carried with a voice vote.
