Criminal Justice Committee Meeting April 13, 2022

Members Present 

Mr. Hess, Mr. Long, Mr. Liehr, Mr. Snipes, Ms. Peters, Ms. Parker, Mr. Fairfield, Mr. Hunter, Mr. Ekhoff, Mr. Kenneth Smith, Mr. Swanson, Mr. Carrico and Mr. Wheeler

Call to Order 

The meeting was called to order by the Committee Chairman, Mr. Hess at 7:30 a.m.

Public Comment 

None

Approval of Minutes: March 9, 2022 

Ms. Parker made a motion to approve and Mr. Carrico seconded it. Motion carried with a voice vote. 

Judicial – Chief Judge Thomas Cunnington 

Judge Cunnington updated the committee on the case management system and basement renovations.

Circuit Clerk’s Office - Sandi Cianci 

• Monthly Report 

Ms. Cianci provided the committee with reports, there were no questions or comments.

Mr. Ekhoff made a motion to approve the report, and Mr. Smith seconded it. Motion carried with a voice vote. 

Ms. Cianci spoke about a claim that may be coming to finance for polo shirts that are paid for out of a special fund and the auditor may return it to the finance committee. Discussions were held.

State’s Attorney’s Office – John Coghlan 

John Coghlan was present to review the report.

• Grand Jury Report 

• Grand Jury Statistics Report 

Mr. Snipes made a motion to combine and approve the reports and Mr. Liehr seconded it. Motion carried with a voice vote. 

Discussions were held about programs.

Public Defender’s Office – Ed Pentuic 

• Monthly Report 

Mr. Pentuic reviewed the report with the committee.

Ms. Peters made a motion to approve, and Mr. Swanson seconded it. Motion carried with a voice vote. 

Probation – Tom Latham 

• Monthly Report 

Mr. Latham reviewed and discussed the report with the committee.

Mr. EKhoff made a motion to approve, and Mr. Long seconded it. Motion carried with a voice vote. 

Mr. Latham updated the committee on positions available within his department. Discussion were held.

Sheriff/EMA Department – Sheriff Mike Downey 

Sheriff Downey was present to review the reports with the committee.

• Monthly Report

Sheriff reviewed the report with the committee. Discussions were held. Mr. Carrico made a motion to approve, and Ms. Parker seconded it. Motion carried with a voice vote 

• Declaring Equipment as Surplus – EOC Projectors 

Sheriff Downey reviewed the request with the committee.

Mr. Long made a motion to approve, and Mr. Ekhoff seconded it. Motion carried with a voice vote. 

• Gray Key Update 

Sheriff Downey reviewed how beneficial this system is for his department. Discussions were held.

• Vehicles 

Sheriff Downey updated the committee on the current vehicles within his department. Discussions were held.

• Animal Control Update 

Sheriff updated the committee on the process of the new Animal Control building. Discussions were held.

Coroner’s Office – Bob Gessner 

• Monthly Reports 

• Monthly Receipts of Money 

Mr. Gessner was present and reviewed the reports with the committee.

Mr. Long made a motion to combine and approve, and Ms. Peters seconded it. Motion carried with a voice vote. 

• Morgue Door Replacement 

Mr. Gessner spoke about the need for a new Morgue door and the cost being $11,450. Discussions were held about ARPA.

Mr. Wheeler confirmed that this could be paid out of Maintenance and transfer to ARPA as infrastructure. Discussions were held.

Mr. Gessner stated a freezer was donated to Animal Control.

11. Old Business/New Business 

 Mr. Snipes requested the State Reps to detail how the Illinois relief package will be helping Kankakee County.

12. Adjournment 

Ms. Peters made a motion to adjourn the meeting at 8:35 a.m., and Mr. Long seconded it. Motion carried with a voice vote.
