Village of Bradley Village Board met Oct. 24.

Here are the minutes provided by the board:

CALL TO ORDER

The regular meeting of the Bradley Village Board was called to order on Monday, October 24, 2022 at 6:30 p.m. at the Bradley Municipal Hall by Mayor Watson.

PLEDGE OF ALLEGIANCE

Mayor Watson cited the Pledge of Allegiance, followed by a moment of silence for those residents that are sick or passed away since the last meeting.

CALLING THE ROLL & DECLARATION OF QUORUM

Clerk Julie Tambling did the calling of the roll. Mayor Watson presided.

Roll call: Trustee's Westphal, Billingsley, Tieri, Vandenhout & Jordan (Absent-LeBran)

AGENDA

A motion was made to approve the agenda by Trustee Billingsley and seconded by Trustee Vandenhout (5 ayes 0 nays 1 absent-LeBran) Motion carried

PRESENTATION OF MINUTES

A motion was made to approve the meeting minutes for October 10th, 2022 by Trustee Jordan and seconded by Trustee Billingsley (5 ayes 0 nays 1 absent-LeBran) Motion carried

PRESENTATION OF COMMUNICATION

There was none

PUBLIC COMMUNICATIONS

Shirley Hodge-147 S Washington Ave-She spoke in regards to her residence vs business corridor. She advised the alley should not be used for business parking. She also would like a residential parking only parking sign for her yard. She had paperwork she had given for all board members to have a copy. Chief Barber and Shirley stepped away from the meeting so they could discuss matters separate from the meeting.

MAYORAL COMMUNICATIONS

Mayor Watson announced the winners of the Village of Bradley's 3rd annual Halloween decorating contest winners.

3rd place with a $50 Lowes gift card-Mark & Curt Rude 272 N Euclid Avenue

2nd place with a $75 Lowes gift card-Susan Barton 148 S Clinton

1st place with a $100 Lowes gift card-Justin & Casey Munson & Dawn Levy-1433 & 1441 Argyle Lane

PRESENTATION OF BILLS AND ACCOUNTS

A motion was made by Trustee Tieri and seconded by Trustee Jordan to pay all bills and accounts (5 ayes 0 nays 1 absent-LeBran) Motion carried

REPORT OF SPECIAL COMMITTEES

There was none

REPORT OF STANDING COMMITTEES:

PUBLIC WORKS: STREETS, UTILITIES, SEWER, INFRASTRUCTURE (Billingsley)

A motion was made to adopt R-10-22-4 A Resolution Waiving Competitive Bidding And Approving A Proposal For Asbestos Containing Materials Abatement By And Between The Village Of Bradley, Kankakee County, Illinois, And Bower Group, LLC by Trustee Billingsley and seconded by Trustee Vandenhout (5 ayes 0 nays 1 absent-LeBran) Motion carried

PARKS/COMMUNITY EVENTS (Westphal)

There was a meeting October 24th, 2022 @ 11AM at Public Works in regards to Lil's Park Splash Pad. Teska Group did a presentation. The next step is the review process. Hoping to see lots of movement come Spring.

PUBLIC SAFETY: FIRE & POLICE (Tieri)

A motion was made to adopt O-10-22-3 An Ordinance Authorizing The Sale And/Or Disposal Of Certain Personal Property That Is No Longer Necessary Or Useful For The Village's Public Purposes by Trustee Billingsley and seconded by Trustee Westphal (5 ayes 0 nays 1 absent-LeBran) Motion carried

ADMINISTRATION: INSURANCE, FINANCE, HUMAN RESOURCES (LeBran)

A motion was made to allow the request for road closure for the 2022 Lighted Christmas Parade "Candy Land" by Trustee Jordan and seconded by Trustee Billingsley (5 ayes 0 nays 1 absent-LeBran) Motion carried

INFORMATION TECHNOLOGY/INNOVATION/PERFORMANCE IMPROVEMENT: IT, COMMUNITY OUTREACH, MARKETING (Vandenhout)

There was none

COMMUNITY DEVELOPMENT: CODE ENFORCEMENT, PLANNING & ZONING, ECONOMIC DEVELOPMENT (Jordan)

A meeting is scheduled for 10/31/2022 @ 11am at the Community Development Building

ADJOURNMENT

A motion was made by Trustee Westphal and seconded by Trustee Billingsley to adjourn the meeting. The meeting was adjourned at 7:03 p.m. on a unanimous aye vote.
