The meeting was opened by Trustee Crockett at 7:51 a.m.

There was a quorum.

MOTION: A motion by Trustee Gesky, second by Trustee Martin to approve the minutes from September 27, 2022 meeting. Voice vote – all ayes, no nays. Motion approved.

There was no public participation

There were no action items.

Discussion Items:

• Chuck Crezenzo PUD Discussion #2 – Mr. Marion stated that Mr. Crezenzo is back after obtaining some answers to questions that were asked at the last meeting. Mr. Crezenzo presented sample covenants, HOA rules and regulations and density comparisons. Mr. Marion spoke to Kankakee County Highway Department and the County GIS about County Highway 9. Mr. Marion stated that the County is still discussing whether there will be a 3 or 5 lane road. They stated that either of those plans would not interfere with Mr. Crezenzo’s right away. The County will come back to Mr. Marion on how much Mr. Crezenzo would need to pay for his portion of the road.

Mayor Nugent is concerned with access to the property to the east of this lot. Mayor would like to see a plan for the whole area. Mayor Nugent likes the look of the buildings. Mr. Crezenzo stated if the three buildings were successful he could try to approach the owner of the property to the east. Trustee Crockett asked about the streets. Mr. Marion stated this would be a PUD.

Mayor Nugent exited the meeting at 7:58 a.m.

Trustee Gesky is not comfortable with the residents getting the Homeowner’s Association after three years.

Monthly Recap – Mr. Marion gave a recap of active new construction projects, the building department stats, commercial projects, and development projects for the September 2022. (see attached)

• Property Tax Rebate - Mr. LaRocque stated that the village has received about 60% of the potential applications. The deadline is October 31st. The checks will be mailed in December.

• Misc. –

o Trustee Martin announced that there will a Veteran’s Run on Veteran’s Day. They will be going by all the schools.

o Mr. Marion stated that a Welcome Home parade for Officer Bailey will be held on November 23rd. All residents are encouraged to line Rt. 50 to welcome him home.

A motion by Trustee Boyce, seconded by Trustee Martin, to adjourn the meeting at 8:06 a.m. Voice vote: all ayes, no nays. Motion approved.
