Meeting was opened by Trustee Boyce at 7:00 a.m.

MOTION: A motion by Trustee Phillips, seconded by Trustee Martin, to approve the minutes from February 28, 2023 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

Discussion Items:

• Fortitude Community Outreach – Mr. Jack Tison, Steering Committee Member and Mr. Marty Faye, Steering Committee Chair of Fortitude Community Outreach presented the plan to build a permanent emergency shelter to serve the homeless in Kankakee County. The are asking all communities within Kankakee County for contributions. Some retail businesses are also being contacted. Grants are also being sought. The facility would be a new build in the city of Kankakee. The estimated cost for construction is $1.2 million. Mayor Nugent recommends that the village contribute some funds based on population. A formula would be prepared. Mr. LaRocque will contact our village attorney concerning any issues with the participation. This would be a one time contribution for the construction of the building. The proposal will be presented at the Village Board meeting. The approval will be contingent upon the support of the city of Kankakee for the project.

• 10000 N Road – Mill and Overlay project with Township – Mr. Hanley presented a proposal from Manteno Township concerning the road. Township is planning to mill and overlay their portion of the road and asked if the village would like to do our portion of the road at the same time. Kankakee County has completed the engineering for the Township. The cost to the village will be $238,386.87.

• PD and PW New Signs - Mr. Hanley presented a proposal from Fast Signs for the signs and police department and the public works new facility. The police sign will be $26,664.00 and the public works facility will be $34,350.00. This lettering will require a variance. Mr. Marion will work on the paperwork for the variance.

• Legacy Park Ice Rink – Mr. Hanley presented a proposal for synthetic ice at a cost of $470,245.10. There also would be a polishing liquid that would need to be applied every so often. This idea would allow a longer use of the rink. Rollerblades would not be allowed on the product. Mr. Hanley will do more research.

• Legacy Park Baseball Field Improvements – Mr. Hanley stated that the Township is willing to share the cost of the baseball field improvements.

• EV Charging Station Update – The equipment has been received. KPI will start install in April.

• Walnut Street Light Project – Mr. Hill will lay out the project with ComEd so that the same issues on South Creek Drive do not happen at this project. There will only be 6-8 lights. Curb and sidewalk removal will be required.

• Public Works New Facility – Nicor has called in a JULIE. ComEd is working on Maple Street replacing poles to get the three-phase power that is needed. Drywall is being hung in the office area. Mechanical is finishing their work. The roof is being completed on the north side of the building. Installation of fencing will start next week. Irrigation system will be ran once the posts for the fencing are set. The seed and blanket will go around the pond.

• South Creek Drive Path – KPI has a contact with ComEd to see if we can get the lights hooked up. Mr. Hill stated that ComEd has informed him that Monical’s box will not work and that the hook up should be off Division. Mr. Hill is still working on the issue.

• South Main Street Police Garage – Mr. Hanley looked into replacing the siding, but the cost is increasing. LP lap smart siding is estimated at $18,000; steel siding would be $6500; two new garage doors would be $13,242; a new steel roof would be $4000 and two new service doors would be $750. The total cost would be $24,000 - $36,000. The Executive Committee of the Chamber will discuss whether they are willing to contribute to the cost of the updating. A decision will be made once the Chamber meets.

Trustee Martin exited the meeting at 7:58 am.

• Thies Park Update – Mr. Hill is preparing the topo for the site and also checking on what if any detention is needed.

• Parks Update – Mr. Hanley stated that the asphalt sealer has been delivered. Paths will be resealed. Mr. Hanley spoke with Scenic Landscaping about lights at Memorial Park and Main Street Plaza.

• Equipment Update – Mr. Hanley is expecting an update on the F750’s and the PTO issues. An F350 has been ordered with Taylor Ford. Mr. Hanley would like to purchase a forklift for the new building. Mr. Hanley has looked at the used market. Prices are from $16,000 - $27,000. New forklift is approximately $34,000. Mr. Hanley will continue to research the item.

• Misc:

o Hitchcock Design Group gave another handout for potential uses for the current Police Department. They did come and walk the area.

Trustee Dole exited the meeting at 8:10 am.

The idea of a business incubator was one idea from Hitchcock. The committee feels that the village is not a good fit for that type of use. The project will be put on hold.

Motion by Trustee Boyce, seconded by Mayor Nugent to adjourn meeting at 8:13 a.m. Voice vote: all ayes, no nays.
