1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Rob Rodewald

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King (arrived at 5:31), Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Michael Van Mill.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from September 5, 2023

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to approve the Regular Board Meeting Minutes from September 5, 2023.

Final Resolution: Motion Carried

Action, Accounts Payable: A. Finance Committee - Consideration of the September 18, 2023 Accounts Payable

> Trustee Randy King arrived at 5:31 PM.

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

Final Resolution: Motion Carried

Action, Resolution: A. RESOLUTION NO. 23-1548 - A Resolution Approving Travel, Meal and Lodging Expenses for Eric Cyr to Attend the Illinois Accessibility Code Academy October 4-5, 2023

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to read Resolution 23-1548 by title only. Motion Carried

Motion by Trustee Angie Serafini, second by Trustee Jack Littrell to adopt Resolution 23-1548. Final Resolution: Motion Carried

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance: A. ORDINANCE NO. 23-2412 - An Ordinance Approving an Agreement for Professional Services from Kimley-Horn Concerning a Master Plan for Riverfront Park (SECOND READING)

Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to read Ordinance 23-2412 by title only. Motion Carried

> Following the second reading by Clerk Simeur, Assistant Administrator Laurie Cyr stated Riverfront Park is one of our premier parks in the Village of Bourbonnais. This Ordinance will approve the Agreement to hire Kimley-Horn to create a Master Plan to improve this park with along with adding new amenities.

Motion by Trustee Jeff Keast, second by Trustee Angie Serafini to adopt Ordinance 23-2412. Final Resolution: Motion Carried

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

> Trustee Greenlee stated he has seen a lot of adult arrests occurring in the bi-weekly report Chief Phelps sent out. Chief Phelps responded that it has been a trend nationwide for the past couple of years.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

> Trustee King read a memo from Superintendent Terry Memenga on updates on Public Works projects:

> Sidewalk repairs have concluded for the season, which included 38 locations and 4,000 sq. ft. of replacement sidewalks.

> Patriot Way sidewalk path creation to Liberty School has begun.

> MFT project, Route 102 sidewalk replacement by Davis Concrete, and 5000N & 6000N roadwork using Rebuild funds are all completed.

> The IDOT Route 102 pavement project is completed, and striping has begun. A request has been made to designate the right lane on westbound Route 102 at Career Center Road as a "Right Turn Only", it is being considered at the State level.

> Additional shoreline was cleaned up along Riverfront Park.

> New resident Jim Brook complemented his experiences with the Village, and how he was treated positively by the Mayor, Trustees, the Police Department, Public Works, and Building department. He was pleased with the solutions to his concerns and issues.
