Village of Bradley Village Board met Oct. 23.

CALL TO ORDER 

The regular meeting of the Bradley Village Board was called to order on Monday, October 23, 2023 at 6:30 p.m. at the Bradley Municipal Hall by Mayor Watson. 

PLEDGE OF ALLEGIANCE 

Bradley Pack 319, Troop 319, Troop 300, Pack 324 & Troop 324 cited the Pledge of Allegiance for our board meeting. Mayor Watson followed by a moment of silence for those residents that are sick or passed away since the last meeting. 

CALLING THE ROLL & DECLARATION OF QUORUM 

Village Clerk Tambling did the calling of the roll. Mayor Watson presided. 

Roll call: Trustee's LeBran, Westphal, Billingsley, Tieri, Vandenhout & Jordan 

AGENDA 

Mayor removed 12 (a) from the agenda. 

A motion was made to approve the agenda as amended by Trustee Billingsley and seconded by Trustee Westphal (6 ayes 0 nays) Motion carried 

PRESENTATION OF MINUTES 

A motion was made to approve the board meeting minutes for 10/09/2023 by Trustee Westphal and seconded by Trustee Billingsley (5 ayes 0 nays 1-abstain LeBran) Motion carried 

A motion was made to approve the board meeting minutes for 06/26/2023 by Trustee Westphal and seconded by Trustee Vandenhout (5 ayes 0 nays 1-abstain Billingsley) Motion carried 

A motion was made to approve board meeting minutes for 03/13/2023 by Trustee Westphal and seconded by Trustee Billingsley (6 ayes 0 nays) Motion carried

A motion was made by Trustee LeBran and seconded by Trustee Tieri to pay all bills and accounts (6 ayes 0 nays) Motion carried 

REPORT OF SPECIAL COMMITTEES

REPORT OF STANDING COMMITTEES: 

PUBLIC WORKS: STREETS, UTILITIES, SEWER, INFRASTRUCTURE (Billingsley) 

A motion was made to adopt R-10-23-03 A Resolution Accepting a Grant of Permanent Public Utility and Public Right-Of-Way Easements (PIN: 17-09-29-219-001) by Trustee LeBran and seconded by Trustee Billingsley (6 ayes 0 nays) Motion carried 

PARKS/COMMUNITY EVENTS (Westphal) There was none 

PUBLIC SAFETY: FIRE & POLICE (Tieri) 

They had a meeting 2 weeks ago in regards to Fire Department Policies/Procedures. 

ADMINISTRATION: INSURANCE, FINANCE, HUMAN RESOURCES (LeBran) 

Village Administrator Anderson advised that the grant had exceeded it's $10,000 and the board agreed for a $5,000 extension. 

Brenda Whittler spoke about the Christmas parade date December 1, 2023 and the routes of the parade. 

INFORMATION TECHNOLOGY/INNOVATION/PERFORMANCE IMPROVEMENT: IT, COMMUNITY OUTREACH, MARKETING (Vandenhout)

COMMUNITY DEVELOPMENT: CODE ENFORCEMENT, PLANNING & ZONING, ECONOMIC DEVELOPMENT (Jordan) 

A motion was made to adopt R-10-23-04 Agreement with Kimley-Horn and Associates, Inc. to Provide Civil Engineering Services for the Bradley Sports Complex by Trustee Tieri and seconded by Trustee Westphal (6 ayes 0 nays) Motion carried 

A motion was made to adopt R-10-23-05 A Resolution Accepting a Deed of Certain Property for all the Purposes (17-09-28-109-014). (179 LaSalle) by Trustee LeBran and seconded by Trustee Billingsley (6 ayes 0 nays) Motion carried 

A motion was made to adopt subject to amendment of O-10-23-04 An Ordinance Granting Special Use Permit for Certain Property Located within the Village of Bradley, Kankakee County, Illinois (690 S. Washington) by Trustee Billingsley and seconded by Trustee Vandenhout (6 ayes 0 nays) Motion carried 

A motion was made to adopt O-10-23-05 An Ordinance Changing the Name of N. Kinzie Avenue and S. Kinzie Avenue within the Corporate Boundaries of the Village of Bradley, Kankakee County, Illinois by Trustee Westphal and seconded by Trustee Billingsley (6 ayes 0 nays) Motion carried
