Here are the minutes provided by the board:

Meeting called to order at 5:30 PM by Village President Paul Schore

1. CALL TO ORDER

Procedural: A. Pledge of Allegiance led by Margie Beach

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe and Attorney Patrick Dunn. Absent: Trustee Jack Littrell and Administrator Michael Van Mill.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from December 18, 2023

Motion by Trustee Rick Fischer, second by Trustee Angie Serafini to approve the Regular Board Meeting Minutes from December 18, 2023.

Final Resolution: Motion Carried

3. CORRESPONDENCE - None

4. REPORTS FROM COMMISSIONS AND ADVISORY BOARDS - None

6. FINANCE COMMITTEE - Trustee Rick Fischer, Chair

Action, Accounts Payable: A. Finance Committee - Consideration of the January 3, 2024 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list, as presented.

Final Resolution: Motion Carried

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Information: A. Administration Committee

> Trustee Serafini announced the synthetic ice rink has January dates, and there is a new rate in the new year of $5.00/person a session including skate rental. Please see the Village's Facebook page for days, hours, and registration.

> Riverfront Open House - the Village invites the community to participate in a public workshop for the Riverfront Park Master Planning process on Wednesday, January 10 from 5:30-7:00 PM in the Community Room at the Municipal Center.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair 

Information: A. Community & Economic Development Committee

> Trustee Keast gave an update from the Building department:

> 12 new home permits were issued for 2023.

> 1,020 permits issued with a total valuation of $44,322,127 for 2023.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee thanked the Police Department for a great job in 2023, noting an additional 165 adult arrests this past year.

> Deputy Chief Dave Anderson stated the new hire Erin Curran started today and leaves for the Police Academy on Sunday, January 7 for 16 weeks.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Public Works Superintendent Terry Memenga stated they are busy with training, cleaning up the shop, and doing concrete work at 9 locations while the weather permits.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair - None

> Finance Meeting on Wednesday, January 10, 2024, at 4:00 PM.

13. VILLAGE ADMINISTRATOR'S REPORT - Michael Van Mill - None

15. VILLAGE PRESIDENT'S REPORT - Paul Schore

Information: A. Mayor Updates

> Mayor Schore stated residents can drop off real Christmas trees at the nearest Village Park for disposal and reminded them to please remove all decorations and lights.

> Mayor Schore reminded residents there is a Snow Ordinance/Removal in the Village. No vehicles may be parked or allowed to remain parked on a Village street if there is 3 inches or more of snow until the streets are cleared. There is no dumping or blowing snow onto Village streets as well.

> Village offices will be closed on Monday, January 15 in observance of Martin Luther King Jr. Day, the Regular Board meeting will be moved to Tuesday, January 16 in the Boardroom at 5:30 PM.
