City of Watseka Finance, Legal & Audit Committee met March 25.

Here are the minutes provided by the committee:

PRESENT: Aldermen Marcier, Cahoe, Barragree, Muench, Miller, and Anderson Absent: Alderwomen Rohlfs and DeLahr and Mayor Allhands

GUEST: City Treasurer Marcia Craft

Alderman Marcier opened the meeting at 6:30 pm. Alderman Marcier makes a motion to recommend to the Council to accept the February treasurers report and Alderman Miller seconded. Roll call carried 6-0.

Alderman Marcier stated the committee has before them bids to demolish 440 E Oak St. this property has burnt, and the homeowner has no insurance. There were 2 bids received: Lee Farms Excavating for $24,700 with itemized proposal for the asbestos and NBC Demo for $17,500 with no itemized proposal for asbestos. Alderman Cahoe makes a motion to recommend to the council to accept the proposal from Lee Farms for $24,700 and Alderman Anderson seconded. Roll call carried 5-1 with Alderman Miller voting no because of the concrete being buried instead of hauled away.

Alderman Marcier stated the committee needs to appoint Cathy Molck as the authorized agent for IMRF. Currently Carolyn DeLahr is the authorized agent, and she retired a few years ago. Alderman Cahoe makes a motion to recommend to the Council to appoint Cathy Molck as the authorized agent for IMRF and Alderman Barragree seconded. Roll call carried 6-0.

City Treasurer Marcia Craft spoke next. She stated there is 7 million in the general fund and she would like to take 1 million of that and invest it for 30 days. Currently the city is getting 2.5% and she believes for a short-term investment the city could get as much as 5% for 30 days. The committee is ok with doing this.

Alderman Marcier stated the committee has before them an intergovernmental agreement for Municipal Court with Clifton. The city currently has this same intergovernmental agreement with Sheldon. This will be passed tomorrow night at full council.

Alderman Marcier reported he has been working on the budget and has met with the department heads, its still a work in progress.

Alderman Marcier stated the following transfers need to be made:

Alderman Marcier makes a motion to recommend to the council to transfer $310,000 from the general fund 1-10-8000 into the police pension 40-10-5001 and Alderman Cahoe seconded. Roll call carried 6-0.

Alderman Marcier makes a motion to recommend to the council to transfer $183,524 from video gaming 1-10-1048 into police pension 40-10-9000 and Alderman Barragree seconded. Roll call carried 6-0.

Alderman Marcier makes a motion to recommend to the council to transfer $134,000 from the general fund 1-10-1025 into police pension 40-10-9000 and Alderman Cahoe seconded. Roll call carried 6-0.

Alderman Marcier makes a motion to recommend to the council to transfer $89,000 from the general fund 1-10-1025 into promotions 1-10-1049 and Alderman Cahoe seconded. Roll call carried 6-0.

Alderman Marcier makes a motion to recommend to the council to transfer $81,100 from the general fund 1-10-8000 into streets and alley 6-10-9000 and Alderman Barragree seconded. Roll call carried 6-0.

Alderman Marcier makes a motion to recommend to the council to transfer $83,608.75 from water and sewer 30-50-8000 into the 2019 Bond repayment fund 61-10-9000 and Alderman Barragree seconded. Roll call carried 6-0.

Alderman Marcier makes a motion to recommend to the council to transfer $176,715.22 from the 2022A Bond repayment fund 63-10-1000 into the infrastructure fund 36-10-1000 and Alderman Cahoe seconded. Roll call carried 6-0.

Alderman Marcier makes a motion to adjourn at 6:35 and Alderman Barragree seconded. Roll call carried 6-0.
