City of Watseka City Council met March 26.

Here are the minutes provided by the council:

The City Council meeting was called to order by Alderman Muench at 6:30pm. Present were Aldermen Barragree, Marcier, Cahoe, Miller, Anderson, Muench, & Alderwoman Rohlfs and DeLahr. Absent Mayor Allhands.

A Motion was made by Barragree, seconded by Marcier to Appoint temporary Chairman/Mayor pro term Scott Muench. Alderman Anderson asked if there was an ordinance for this already, he thought it should be the finance chairperson. This is no ordinance. Motion passed 8-0.

A Motion was made by Marcier, seconded by Barragree to Approve the City Council Regular Meeting Minutes of February 27th, 2024. Motion passed 8-0.

• Ordinance #2706-An Ordinance of the City of Watseka, Iroquois County Illinois Providing for the Sale of Surplus Personal Property

• Ordinance #2708- Ordinance of the City of Watseka, Iroquois County, Illinois Regarding Overtime Pay Calculations for Fire Protection Personnel

• Resolution #2024-1- Approving an Intergovernmental Agreement Between the City of Watseka and Village of Clifton, Iroquois County, Illinois. Pertaining to Administrative Adjudication of Ordinance Violations

Consent Agenda

A Motion was made by Cahoe, seconded by Rohlfs to set the Consent Agenda. Motion passed 8- 0.

A Motion was made by Marcier, seconded by Cahoe to accept the Consent Agenda. Motion passed 8-0.

Standing Committee Reports

• Finance, Legal and Audit

A Motion was made by Marcier, seconded by Cahoe Claims in the amount of $724,493.62. Motion passed 8-0.

A Motion was made by Marcier, seconded by Barragree Accept and place on the file the February Treasurers report. Motion passed 8-0.

A Motion was made by Cahoe, seconded by Rohlfs transfer $310,000 from general fund 1-10- 8000 into police pension 40-10-5001. Motion passed 8-0.

A Motion was made by Marcier, seconded by Anderson transfer $183,524 from video gaming 1- 10-1048 into police pension 40-10-9000. Motion passed 8-0.

A Motion was made by Anderson, seconded by DeLahr transfer $134,000 from general fund 1- 10-1025 into police pension 40-10-9000. Motion passed 8-0. Alderman Barragree shared that this from the liquor tax income.

A Motion was made by Marcier, seconded by Cahoe transfer $89,000 from general fund 1-10- 1025 into Promotions 1-10-1049. Motion passed 8-0.

A Motion was made by Marcier, seconded by Anderson transfer $81,100 from general fund into street and alleys 6-10-9000. Motion passed 8-0.

A Motion was made by Cahoe, seconded by DeLahr transfer $83,608.75 from water and sewer 30-50-8000 into 2019 Bond repayment 61-10-9000 –

A motion was made by Marcier, seconded by Anderson transfer $176,715.22 from 2022A Bond repayment fund 63-10-1000 into infrastructure fund 36-10-1000. Motion passed 8-0.

A motion was made by Anderson, seconded by Marcier to accept the cost of$24,700.00 from Lee Excavating for 440 E Oak St Demo Bids. Motion passed 6-2 with Alderwoman DeLahr and Alderman Miller voting no.

A motion was made by Cahoe, seconded by Anderson IMRF Authorized Agent-Cathy Molck, Cathy has been doing this since 2008. Motion passed 8-0.

Public Works/Water Wastewater

A motion was made by Cahoe, seconded by Anderson B&D -Peters Park LED Light upgrade $34,105.00. Motion passed 8-0.

A Motion was made by Cahoe, seconded by Anderson B&D Peters Park Tennis Court LED Light upgrade $4,832.00. Motion passed 8-0.

A Motion was made by Cahoe, seconded by Anderson Xylem -Pump $13,613.35. Motion passed 8-0.

Liquor Committee

A Motion was made by Cahoe, seconded by Rohlfs Accept Liquor Licenses for 2024-2025 fiscal year. Motion passed 8-0.

A Motion was made by Barragree, seconded by Cahoe Accept Gaming Licenses for 2024-2025 fiscal year. Motion passed 8-0.

A motion was made by Cahoe, seconded by Rohlfs Accept Cigarette Licenses for 2024-2025 fiscal year. Motion passed 8-0.

A motion was made by Barragree, seconded by Cahoe Accept Raffle License for 2024-2025 fiscal year. Motion passed 8-0.

Miscellaneous Business

Discussion and Possible Action to accept 121 S Yount Ave as a gift (Canady Lab Property)-Tabled until next month’s code enforcement meeting.

A Motion was made by Cahoe, seconded by Barragree to adjourn at 6:45pm. Motion passed 8-0.
