City of Watseka Finance, Legal & Audit Committee met Jan. 18.

PRESENT: Aldermen Barragee, Cahoe, Marcier, Rushbrook, Garfield, Miller, Alderwoman Ulfers, Mayor Allhands and Alderwoman Musk via phone

Alderman Barragree opened the meeting at 8:00 pm. There was no public comment. Alderman Barragree makes a motion to recommend to the Council to accept the December Treasure’s report and Alderman Marcier seconded. Roll call carried 9-0.

Alderman Barragree stated Steve Cross has submitted TIF 4 reimbursements. Alderman Miller makes a motion to recommend to the Council to pay a TIF 4 reimbursement to Steve Cross for 229 & 231 W Park Ave for a final payout from 2019 for $2105.90 and Alderman Marcier seconded. Roll call carried 9-0. Alderwoman Ulfers makes a motion to recommend to the Council to make a TIF 4 reimbursement to Steve Cross for 463 W Mulberry for 2019 and 2020 for $3553.32. Alderman Miller seconded. Roll call carried 9-0. Alderwoman Ulfers makes a motion to recommend the council to make a TIF 4 reimbursement to Steve Cross for 226 W Park Ave for 2019 and 2020 for $3799.17 and Alderman Miller seconded. Roll call carried 9-0.

Alderman Barragree stated a motion from last month needs to be amended. Alderman Garfield makes a motion to recommend to the council to make a transfer from water line item 30-50-8000 into the 2019 bond 61-10-9000 for $51,963.75 and Alderman Marcier seconded. Roll call carried 9-0. Alderman Rushbrook makes another motion to recommend to the Council to transfer $51963.75 from line item 30-60-8000 into the 2019 bond 61-10-9000. Alderman Marcier seconded. Roll call carried 9-0.

Mayor Allhands stated he would like a decision to be made regarding the Nextsite development agreement as last month a couple of Alderman asked for more time. After a short discussion Alderman Cahoe makes a motion to recommend to the council to accept the agreement from Nextsite Development for $8000 per year for 3 years and Alderman Marcier seconded. Roll call carried 7-2 with Alderman Garfield and Alderwoman Musk voting no.

Mayor Allhands stated everyone has before them a copy of a proposal from Carlile Group regarding a historical district nomination preparation. This is something that Piggush Engineering is suggesting the city do. The cost is not to exceed $27500.00. This will be put on the agenda for full council next week.

Alderman Barragree stated in the 5 months of gas tax the income is at $89,250.89 and if it goes as it has it could be $215,000 in 1 years-time. The city has received 1 month of alcohol tax and so far it has netted $6407.00.

Alderman Barragree makes a motion to adjourn at 8:25 pm and Alderman Cahoe seconded. Roll call carried 9-0.
