Illinois Gov. Bruce Rauner ordered all U.S. and state flags to fly at half-staff from sunrise to sunset Monday in honor of the anniversary of the attacks on Pearl Harbor.

The holiday was created by Congress in 1994.

Japanese forces unexpectedly bombed the American base at Pearl Harbor, which is located on the Hawaiian island of Oahu, on December 7, 1941. The attack killed 2,403 people and injured 1,178 others and was the reason the United States entered World War II.

Officials at the USS Arizona Memorial estimated last year that there are between 2,000 and 2,500 Pearl Harbor survivors still alive out of the approximately 60,000 people who survived the attack.
