Manteno trustees meet to approve motions, ordinances

Meeting 06

The Village of Manteno board of trustees met Monday, June 6.

Members of the Manteno board of trustees are elected at-large for four-year, overlapping terms. The board serves as the legislative body of the village, adopting ordinances and resolutions, which become village law.

The meeting was called to order by the President, and upon the roll call being called, President Timothy O. Nugent, led those present in the Pledge of Allegiance. Motion by Gesky, seconded by Dole, to waive the reading of the minutes and approve the Regular Meeting minutes and Executive Session Minutes from May 16, 2016. Motion approved 6-0.

Reports of Village Officials:

Village President’s Report: Tim Nugent

• There is an opening on the Police Pension Board after Edward Meier resigned. The Mayor appointed Michael Boyd the Vice President of KCC to the position. Motion by Boyce, second by Martin to approve the appointment. Motion approved 6-0.

• Motion by Boyce, second by Phillips to approve a liquor licenses for the July 3 Party in the Park. Motion approved 6-0.

• Mike Stone, Village Engineer, will be leaving for a new job at Aqua. Good luck to him.

Village Administrator’s Report: (Acting) Bernie Thompson

• None

Committee Reports:

Public Works and Utilities- Boyce

• Ordinance 16-04, An Ordinance of the Village of Manteno making a determination of the Prevailing Wage. (B-#1)

• Consideration re: A motion to award the bid for the WPCC Piping and Lift Station painting project to Kuhlemier Painting, Rock Falls IL at a cost not to exceed $21,800.00. (C-#1)

Parks and Recreation- Martin

- Wright Park the demolition is completed. The rubber mulch and equipment is here. Hope to start putting together this week.

- The next Parks and Recreation meeting will be June 15 at 7 pm.

• Public Safety and Health- Dole

• Ordinance 16-05, An Ordinance amending Title 7, Traffic Regulations, Chapter 12, Seizure and Impoundment of Motor Vehicles, Section 7-12-2, Vehicles Subject to Seizure and Impoundment, Section 7-12-3, Seizure and Impoundment of Vehicles, Section 7-12-4, Posing a Bond, and Section 7-12-6, Final Hearing of the Village of Manteno Municipal Code.

• Golf cart Parade June 17 at 6:45 leaving Heritage and coming down Main Street to the first music on main.

• Please watch the professional fireworks show on July 3. Don’t set off any fireworks yourself.

• Check on the elderly during the heat and watch out for kids in the streets.

• Sr Safety Program will be June 21 from 9-11.

Planning and Zoning- Crockett

• The next Planning and Zoning Committee meeting is June 6 at 7 am.

• The next Planning and Zoning Commission meeting scheduled for June 14 is cancelled.

Finance-Gesky

• Payment of the bills in the amount of $76,053.17(TIF #1 Bills of $1,869.50) (D-#1)

• The next Finance meeting will be June 9 at 7 am.

General Government-Phillips

• Resolution 16-06, A Resolution approving the release of certain closed session meeting minutes of the Board of Trustees for the Village of Manteno. (B-#2)

• Resolution 16-07, A Resolution authorizing the destruction of Verbatim Recordings of Certain closed Session Meetings of the Board of Trustees of the Village of Manteno. (B-#3) Mayor Nugent read the items to be included on the Consent Agenda:

Motion by Crockett, seconded by Gesky to approve a single role call vote on the question of passage of agenda items. Motion approved 6-0.

Motion by Dole, seconded by Martin, to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion approved 6-0.

Bernie Thompson introduced Sarah Marion, the new Event Coordinator/ Executive Director for the

Chamber of Commerce. The Board welcomed her and she expressed that she was excited for the opportunity.

President Nugent: President Nugent read a letter he received commending Officer Burns for remaining professional and humorous when he helped this person who had locked their keys in their car. Thank you Officer Burns for going above and beyond.

Motion by Boyce, seconded by Dole to adjourn the meeting at 7:25 pm. Motion approved 6-0.
