Regular Meeting June 27, 2016

CALL TO ORDER The regular meeting of the Bradley Village Board was called to order on Monday, June 27, 2016 at 6:30 p.m. at the Bradley Municipal Hall. President Adams was absent

Roll call: Trustees, Balthazor, Redmond, Gadbois, Cyr, Carrico and Watson.

AGENDA

Mayor add 6A IDOT letter and 15 E. Discussion of Impact fees. A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to approve the agenda with the changes. (6 ayes 0 nays) Motion carried.

PRESENTATION OF MINUTES

A motion was made by Trustee Carrico and seconded by Trustee Redmond to approve the minutes of the Regular Board meeting dated June 13, 2016. (6 ayes 0 nay) Motion carried.

Trustee Watson had a comment concerning the conflict of interest opinion by Attorney Rowe in the minutes. He stated that although the minutes accurately reflect events of the prior meeting that he disagrees with them.

PRESENTATION OF COMMUNICATIONS

Mayor Adams read a letter from IDOT the letter stated that all grant projects within the Department of Transportation will cease as of June 30, 2016. This is a direct reflection of the State having no budget as of July 1, 2016. The letter stated that if there is a budget that the individual villages that do have grants will be contacted when the grant will start taking effect again.

REPORT OF VILLAGE OFFICERS AND DEPARTMENT HEADS POLICE DEPARTMENT Chief Johnston present and he gave the report for May 2016.

Chief Johnston stated that the Board of Fire & Police Commissioner have made a Conditional Offer of Employment to a part time Certified Officer on the current Eligibility List. This Candidate is being considered to replace retired Police Chief Donald Kufner. The position has already been approved by the 2016-17 budget.

FIRE DEPARTMENT Mayor read the May 2016 Fire report in the absence of Chief Travis.

Public Relations

On May 5" & 11" the Fire Department personnel gave a tour of the station, ate breakfast, and drove (4) children to St. Joe’s school. This was part of a fundraiser put on to help raise funds for the church and school. (3 man hours)

On May 5"Lemners Soo Bahk Do class came and toured the fire station. Six children and their parents took the tour. (2 man hours)

TREASURER'S REPORT-Treasurer Pries gave the 11th & 12" month report ending March & April 2016.

A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to approve the Treasurer's Report. (6 ayes 0 nays) Motion carried

PRESENTATION OF BILLS AND ACCOUNTS

A motion was made by Trustee Cyr and seconded by Trustee Carrico to pay all bills and accounts by recommendation of the Finance Committee. (6 ayes 0 nays) Motion carried

REPORT OF STANDING COMMITTEES

Trustee Gadbois stated that the Public Works & Parks committee met on Monday,

June 20, 2016. All items on the agenda were for discussion only.

- Under Village Ponds Director Bessler is looking into having lily pads removed

out of specific pond off of Cardinal Drive along with any other that may need it.

NEW BUSINESS

- Pond Treatment – Trustee Cyr stated that at the Finance meeting this was discussed regarding treating the lily pads in the pond on Cardinal Drive. They have a proposal to alleviate the lily pads from Premier Ponds of Illinois at a cost of $3600.00 this would go through October. The Finance Committee voted 3-0 to approve the bid. The funds would come out of the parks budget.

A motion was made by Trustee Cyr and seconded by Trustee Balthazor to approve the bid from from Premier Ponds to alleviate the lily pads from the pond on Cardinal Drive retention pond. (6 ayes 0 nays) Motion carried

- Mayoral appointment to the Planning and Zoning Commission Mayor stated that Joel Mingus who was on the Commission has moved. The Mayor is appointing Barbara Wheeler to fill his position on the Commission. A motion was made by Trustee Redmond and seconded by Trustee Balthazor to accept the Mayor’s appointment of Barbara Wheeler to the Planning and Zoning Commission. (6 ayes 0 nays) Motion carried

Clerk LaGesse swore in the new Deputy Chief Craig Anderson

R-6-16-3 a Resolution approving the acceptance of a parcel of land out of Parcel No. 17-09-29-213-001 by the Village of Bradley.

A motion was made to adopt R-6-16-3 by Trustee Gadbois and seconded by Trustee Cyr. (6 ayes 0 nays) Motion carried

- Impact Fees the Mayor noted since 2008 we’ve had impact fees that effect St. George School District, Bradley Grade School District, Bradley Bourbonnais High School District and a small portion of the grade school district. In the Impact agreement was an escalator of 4% each year in any year since 2008 the CPI has never reached 4%. He also noted at the present time Bradley and Bourbonnais have no impact fees. They have had discussion with BBCHS and Bradley Grade School who seem to be in favor of lowering impact fees. St. George seems to be hesitant to lower the fees although the Superintendant of the District thinks 4% is to high. The Mayor noted if you build a 2 bedroom home the impact home $1294.00, 3 bedroom $6582.00, 4 bedroom $8471.00. Mayor turned it over to Attorney Rowe to look at the existing Ordinance. Attorney Rowe stated we probably need to repeal the present the Ordinance because there is no appeal process in the Ordinance and at the same time we repeal we would be looking at different options to put into a new Ordinance.

ADJOURNMENT A motion was made by Trustee Balthazor and seconded by Trustee Cyr to adjourn the meeting. The meeting was adjourned at 7:06 p.m. on a unanimous aye vote.
