The Village of Manteno Public Works Committee met Tuesday, June 28.

Trustee Boyce called the meeting to order at 7:00 a.m.

MOTION: A motion by Trustee Dole, seconded by Trustee Crockett to approve the minutes of the April 26, 2016 Public Works Committee meeting. Voice vote - Ayes: Boyce, Crockett, Dole and Martin Nays: None.

There was no public participation.

Discussion Items:

- Rock Creek Park (Hanley)

The park is approximately 18 acres, but is low lying with potential for flooding due to the proximity to the creek. Originally is was hoped to apply for an OSLAD grant for the park, but the State is not even taking any applications at this time due to the budget issue. Work would be done in house since any major costs have not been budgeted. Mr. Hanley suggested having this park be a “nature park” with a walking path maybe using wood chips or some sort of easy to maintain and low cost option or even just mowing a pathway. Trustee Crockett stated he would like to see a canoe/kayak launch and then use natural plantings in the area. The idea of Frisbee golf could still be done. Trustee Martin will research types of plants that could be used in a wet area and Mr. Hanley will work on costs options. Mr. Hanley will also look at the creek area for natural drop off areas that could possibly use as the launch. Trustee Martin stated that we would need to educate the residents about the park being a “nature park” since plantings cannot be as manicured as other parks in the village.

- TIF Request – Mike Werner for 395 South Locust – (Thompson)

The application for a TIF Façade request was presented. The building will house Dan’s Plumbing with a showroom and work area along with Mr. Werner’s automotive business.

The request is only for $5,300 which the village would cover half of this. The item will be placed on the July 5th Village Board agenda.

- Thies Park Playground Replacement (Hanley)

The Park & Recreation Commission have chosen an option. Some of the current items in the playground have had to be removed for safety concerns. This would be the next park to be updated.

Wrights Park is complete. Pictures will be taken and submitted for the website and newsletter.

- Storm Main Project Update (Aggen)

The plat of easements for the area around Main Street and Fifth Street are ready. Mr. Cainkar will be preparing the legal documents. Mr. Hanley stated that there is a storm main on Leahy Street that will need to be regraded and repitched.

- Upcoming Events (Hanley)

The Public Works department will be helping with the set up for the Movie in the Park on July 1st and then for the Party in the Park on July 3rd. The events take time so other items may have to be put on the schedule for a later day.

- Butterfly Garden Suggestion (Hanley)

Through the village website a resident sent a suggestion to have a butterfly garden planted at Legacy Park. Native plantings that include milk weed were suggested. The idea is appealing but there is no money budgeted for it at this time. Village Administrator, Bernie Thompson, exited the meeting at 7:50 a.m.

- Second Street Landscaping RFP (Hanley)

A Request for Proposal ad will be published in the Daily Journal on July 1st. The bids are due July 26th. A budget of $30,000 has been proposed.

- WPCC Painting Update (Hanley)

The low bidder, Kuhlemier Painting did not have enough insurance listed on their bid, but a change order will be issued. The price change for the bid will increase $10,000, but is still is lower than the other bid.

Motion by Trustee Dole, seconded by Trustee Martin to adjourn the meeting at 7:55 a.m.

Motion approved by voice vote.
