The Bradley Village Board of Trustees meets at 6:30 p.m. on the second and fourth Monday of each month.

Regular Meeting August 22, 2016

CALL TO ORDER The regular meeting of the Bradley Village Board was called to order on Monday, August 22, 2016 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided

Roll call: Trustees, Balthazor, Redmond, Gadbois, Cyr, Carrico and Watson.

AGENDA

Mayor wanted to move

O 12 the Planning & Zoning Report to #5 O 132 Ordinance O-8-16-2 moved up to follow #5 would be #6

A motion was made by Trustee Gadbois and seconded by Trustee Redmond to approve the agenda with the changes. (6 ayes 0 nays) Motion carried.

PRESENTATION OF MINUTES A motion was made by Trustee Balthazor and seconded by Trustee Cyr to approve the minutes of the Regular Board meeting dated August 8, 2016. (4 ayes 0 nay 2 abstain Trustee Gadbois & Carrico) Motion carried.

PRESENTATION OF COMMUNICATIONS Mayor read the Planning & Zoning report the Committee had their meeting on Tuesday, August 9, 2016.

O Request CMC Engineering for Minor Subdivision for part of parcel 18 and Part of Parcel

19 of Northfield Square Subdivision. (8-0) motion in favor O Request of McColly Bennett for Minor Subdivision of Aspen Ridge Subdivision dividing

Golf course from potential commercials lots on Larry Power Road. (8-0) motion in favor O Request of the Village of Bradley for Minor Subdivision of one tract of land commonly

known as 120 N. Monroe Avenue into two single family residential lots. (8-0) motion in favor. All will go to the Village Board for final approval pursuant to Section 46-47 of the Village Code.

O-8-16-2 an Ordinance granting a Final Plat of Minor Subdivision for part of Parcel 18 and part of Parcel 19 of Northfield Square resubdivision.

A motion was made to waive the two readings by Trustee Redmond and seconded by Trustee Balthazor. (7 ayes 0 nays) Mayor voted, Motion carried

A motion was made by Trustee Gadbois and seconded by Trustee Carrico to adopt O-8-16-2 (6 ayes 0 nays) Motion carried

The Trustee's were presented with the dates for the 2017 Calendar for the Village of Bradley.

A motion to adopt was made by Trustee Balthazor and seconded by Trustee Watson. (6 ayes 0 nays) Motion carried

The Mayor read a letter from a concerned citizen Mr. Wil Watson was in opposition of the early alcohol hours being revised to 10:00 a.m. on Sunday.

REPORT OF WILLAGE OFFICERS AND DEPARTMENT HEADS POLICE DEPARTMENT Chief Johnston gave the report for July 2016.

2225 calls for service 160 case reports 386 citations 64 Arrests - Adult 8 Arrests - Juvenile

Chief presented Certificates of Recognition to several officers and department members for their professionalism and dedication to the citizens of Bradley.

FIRE DEPARTMENT Chief Travis read the July 2016 Fire report. Emergency responses.

A motion was made by Trustee Cyr and seconded by Trustee Gadbois to approve the Treasurer's Report. (6 ayes 0 nays) Motion carried

PRESENTATION OF BILLS AND ACCOUNTS A motion was made by Trustee Cyr and seconded by Trustee Gadbois to pay all bills and accounts from August 8, 2016 by recommendation of the Finance Committee. (6 ayes 0 nays) Motion carried and the August 22, 2016 bills by Trustee Cyr and seconded by Trustee Carrico (6 ayes 0 nays) Motion carried

REPORT OF STANDING COMMITTEES Ordinance & Technology

l. O-8-16-1 an Ordinance amending Chapter 4 (Alcoholic beverages), Article 3 (Licenses),

Division 2 (Operations and premises regulations), section 4-97 (Hours of Operation of Licensed premises) of the Village Code. (2" reading)

A motion was made by Trustee Gadbois and seconded by Trustee Cyr. After a discussion by the

Trustees both Trustee Gadbois and Trustee Cry rescinded their motion and a new motion to table

was made by Trustee Gadbois and seconded by Trustee Redmond to put an amendment in the Ordinance

that the early opening would affect all Liquor License Classes. (6 ayes 0 nays) Motion carried

3. O-8-16-3 an Ordinance granting a Final Plat of Minor Subdivision of Aspen Ridge

Subdivision (1' reading) A motion to waive the two readings was made by Trustee Gadbois and seconded by Trustee Cyr (7 ayes 0 nays) Mayor voted, Motion carried A motion was made by Trustee Cyr and seconded by Trustee Carrico to adopt O-8-6-3 (6 ayes 0 nays) Motion carried

4. O-8-16-4 an Ordinance granting a Final Plat of Minor Subdivision for 120 N. Monroe

Avenue (1' reading) A motion to waive the two readings was made by Trustee Gadbois and seconded by Trustee Cyr (7 ayes 0 nays) Mayor voted, Motion carried A motion was made by Trustee Redmond and seconded by Trustee Balthazor to adopt O-8-16-4 (6 ayes 0 nays) Motion carried

A motion was made by Trustee Cyr and seconded by Trustee Gadbois to take the low bid of Compass Minerals of $44,120.00 (6 ayes 0 nays) Motion carried

Purchase of Terrace Tree Inventory & Assessment

o Natural Path Urban Tree Consultants $13,200.00

o Davey Resource Group $21,899.00 There is $15,000 in the budget for this project. A motion was made by Trustee Cyr and seconded by Trustee Carrico to go with Natural Path Urban Tree Consultants (6 ayes 0 nays) Motion carried

Lexipol Chief Johnston stated the company does a Police Policy and Training Manual with daily training bulletins of which the Officers will be required to complete one per day. The content of the program stresses training which results in Officer Safety and Community Safety, the cost is $14,298.00. The Mayor stated the Lexipol updates and training are invaluable in this day and age of increased allegations nationally of Police misconduct. Lexipol also provides a means of lowering the liability requirements for the Village, which in turn saves taxpayers dollars. This is not in the budget it would have to be a budget amendment later in the year.

A motion was made by Trustee Cyr and seconded by Trustee Gadbois to approve the expenditure of S14.298.00 with Lexipol. (5 ayes 1 nay Trustee Watson) Motion carried

Mayor expressed the need to go into Executive session pursuant to 5 ILCS 120/2(c) (2) went

( into session at 7:33 p.m. on a motion by Trustee Balthazor and seconded by Trustee Cyr (6 ayes 0 nays) Motion carried

Back in session at 8:14 p.m.

AD.JOURNMENT A motion was made by Trustee Balthazor and seconded by Trustee Cyr to adjourn the meeting. The meeting was adjourned at 8:15 p.m. on a unanimous aye Vote.
