Bourbonnais Township Park District discusses financial business at meeting

Members of the Bourbonnais Township Park District met Monday, Aug. 22.

"The Bourbonnais Township Park District has been serving the residents of Bourbonnais, Bourbonnais Township and Bradley since 1986 and is home to several community gems including Perry Farm Park, Exploration Station. a children's museum, Diamond Point Park, Willowhaven Nature Center and the Recreation Station."

Here are the meeting minutes as provided by the Bourbonnais Township Park District:

Bourbonnais Township Park District Board of Commissioners Meeting Willowhaven Nature Center 1451 N 4000 E. Road, Bourbonnais, IL 60914 August 22, 2016 at 5:30 P.M.

The August 22, 2016 Board of Commissioners Meeting was called to order by President Delabre at 5:30 pm with the following people present:

Commissioners Present: Kim Bennett, Clark Gregoire, Brian Hebert, Anthony Settle and Wayne Delabre.

Appointees Present: Dan Borschnack and Hollice Clark

Staff Present: Sarah Winkel, Paula Rogers, Mike Crews, Todd Poole, and Nicole Jenkins

Visitors Present: John Hasemeyer and Laura McElroy of the Bourbonnais Herald

Staff Reports: Executive Director:- Hollice Clark submitted his monthly Executive Director Report (filed with

the August 22, 2016 Board Packet). Along with this report Mr. Clark reported the following: - The BTPD has been awarded an OSLAD Grant for Willowhaven Park. The project total is $723,300. -Mr. Clark will be speaking at Kiwanis on the subject of changes in the Overtime Rule. -New policies will be written regarding changes made at the state level. -Art work displays are being set up at Perry Farm Park. The grand opening is scheduled for Friday, August 26 at the Night Scape event. -Scarecrow frames will be available to pickup starting September 4, 2016. We only have 150 available. -The Skate Plaza, a joint partnership with the Village of Bourbonnais, will have a ground breaking ceremony on Tuesday, August 23 at 4:00 p.m. Behind the Bourbonnais Village Administration Building.

Finance & Personnel - Paula Rogers handed out a monthly update memo and gave summary of the following topics:

Exploration Station - Sarah Winkel submitted her monthly report for the Exploration Station which is included in the August 22, 2016 Board Packet. - Museum Annual Shutdown begins August 29 through September 12. We will have a ribbon cutting for the Pet Clinic on Tuesday, September 13 at 9:00 a.m.

Recreation - Sarah Winkel submitted her monthly Recreation Department Report. Reports were also submitted from Recreation Supervisors and included in the Recreation Department Report This report has been filed with the August 22, 2016 Board Packet. Sarah also mentioned: - Before and After School started on Monday, August 22, 2016 -Tom Schelling has been hired as the Recreation Supervisor, Athletics. We welcome him. -Summer Softball ended on Monday, August 22, 2016. Fall Softball starts Monday, August 29, 2016.

Diamond Point-Mike Crews submitted his monthly Diamond Point Park Report. This report has been filed with the August 22, 2016 Board Packet. -Sand volleyball and softball are ending for the summer. -St. George School is using Diamond Point as their home field (Baseball and Softball)

Parks & Grounds-Todd Poole submitted a monthly Parks and Grounds Report. This report has been filed with the August 22, 2016 Board Packet. -All seasonal workers are done for the summer. -Two new custodians have started. William Phelps and Michael Davidson. They are doing a good job.

-Starting to prepare for Museum Shutdown and Sleepy Hollow.

Ad Hoc Committee Reports: Special Recreation: No Minutes were submitted

Living History: No Minutes were submitted

Consent Agenda: A motion was made by Settle to approve the consent agenda. Seconded by Gregoire

Roll call: Bennett-Aye, Gregoire-Aye, Hebert - Abstained, Settle-Aye, Delabre-Aye. Motion carried.

Unfinished Business:

New Business: Approval to hire Piggush Engineering to engineer the extension of the parking lot at Diamond Point Park. A motion was made by Bennett, seconded by Settle. Roll call: Bennett-Aye, Gregoire-Aye, Hebert-No, Settle-Aye, Delabre-Aye. All in Favor, Motion carried.

Approval to seek bids on the extension of the parking lot at Diamond Point Park. A motion was made by Bennett, seconded by Gregoire. Roll call: Bennett-Aye, Gregoire-Aye, Hebert-No, Settle-Aye; Delabre-Aye. All in Favor, Motion carried.

Approval of Architecture Services for Willowhaven Park 2016 OSLAD Project. A motion was made by Settle, seconded by Gregoire. Roll call: Bennett-Aye, Gregoire-Aye, Hebert - Aye, Settle-Aye; Delabre-Aye. All in Favor, Motion carried.

It was noted by Delabre and Clark regarding the excitement of working with the Village of Bourbonnais to make this project happen.

Approval of an Intergovernmental Agreement with the Village of Bourbonnais concerning the construction, maintenance and use of an event and Skate Park Plaza. A motion was made to approve and sign the above mentioned agreement concerning the skate park plaza by Settle. Seconded by Bennett. Roll call: Bennett-Aye, Gregoire-Aye, Hebert - Aye, Settle-Aye; Delabre-Aye. Motion carried.

Approval of Disposal Ordinance 2016-07 (Trek Bikes) A motion was made by Gregoire, seconded by Settle. Roll call: Bennett-Aye, Gregoire-Aye, Hebert - Aye, Settle-Aye; Delabre-Aye. All in Favor, Motion carried.

Settle made a motion to enter into Closed Session to discuss the following topics as permitted by State Statute: Items pertaining to 5 ILCS 120/2(1) (Personnel): The appointment, employment, compensation, discipline, dismissal, performance or personal status of employees. Items pertaining to 5 ILCS 120/2 (c) (5) (Real Estate): The acquisition or lease of real property or the selling or rental price of real estate. AND Items pertaining to 5 ILCS 120/2 (2) (Collective Bargaining): Collective bargaining matters between the park district and its employees or their representative or deliberations concerning salary schedules for one or more classes of employees. Bennett seconded. Roll call: Bennett-Aye, Gregoire-Aye, Hebert-Aye, Settle-Aye; DelabreAye. All in Favor, Motion carried.
