The meeting was called to order by the President, and upon the roll call being called, President Timothy
O. Nugent, led those present in the Pledge of Allegiance.
Motion by Crockett, seconded by Gesky, to waive the reading of the minutes and approve the Regular
Meeting minutes from September 6, 2016. Motion approved 6-0.

Reports of Village Officials:
Village President’s Report: Tim Nugent
• Mayor Nugent read a Proclamation declaring the week of September 18th
– 24th as “Constitution
Week”.
• Mayor Nugent read a Proclamation declaring September 2016 to be “Global Pulmonary
Fibrosis Awareness Month”.
Village Administrator’s Report: (Acting) Bernie Thompson
• Mr. Thompson stated that this is the week of Oktoberfest and asked that all residents be
patient with the increased traffic throughout the village. There will also be parking
restrictions while Main Street is being set up for the event.

Committee Reports:
Public Works and Utilities- Boyce
• A motion to authorize the Village Administrator to seek bids for the Manteno storm sewer
improvements on Leahy between Parseghian and Poplar and also on North Main Street and
Fifth Street. (B-#1) Mr. Hanley, Superintendent of Public Works, explained that this has
been an ongoing project. The drawings are ready and the required easements have been
obtained. The plan is to complete these improvements this year.
• The next Public Works committee meeting has been switched to Tuesday, October 4
th 7 am.
• Properties and Recreation- Martin
• The next Parks and Recreation Commission meeting will be September 28th at 7 pm.
• Mr. Martin highlighted some of the events that will be taking place during the 19th annual
Oktoberfest this week.
• Public Safety and Health- Dole
• The next Public Safety Committee meeting will be Wednesday, September 28th at 7:00
am.
• The program for the Senior Safety meeting scheduled on September 20th has been
changed. The Rules of Road review will be held at another time. The program will instead
be presented by the Manteno Fire and Police Department concerning fire safety, trip
and fall safety along with what to do if you are stopped by the police.
• Mrs. Dole reminded residents that all golf carts and UTV vehicles must be licensed in the
village and be operated by a licensed driver. The Chicago Tribune did a very nice article
and had a video about the use of golf carts in Manteno.
• Mrs. Dole asked that residents use extreme caution while driving around Manteno during
Oktoberfest weekend. Have fun and enjoy the event.
Planning and Zoning- Crockett
• The next Planning and Zoning Committee meeting is October 20th at 7 am.
• The next Planning and Zoning Commission meeting is October 11th at 6pm.
• Mr. Crockett reported that building permits are up 17% compared to same time last year
and revenue in the building department is up 23% over last year.
Finance-Gesky
• Payment of the bills in the amount of $144,382.67 (TIF #1 Bills of $3,199.78) (D-#1)
• The next Finance meeting is scheduled for October 13th at 7:00 am.
General Government-Phillips
• None

Motion by Boyce, seconded by Martin to approve a single roll call vote on the question of passage of
agenda items. Motion approved 6-0.
Motion by Crockett, seconded by Phillips, to approve by an omnibus vote those ordinances, resolutions,
motions and orders contained on the consent agenda. Motion approved 6-0.

President Nugent:
The article concerning the golf carts was on the front page of the Chicago Tribune. It was nice to see
something positive. Reminder letters have been sent to all licenses golf cart and UTV vehicles reminding
them of the rules. There have been very few problems with the use of the carts.
The weather forecast for Oktoberfest is looking good, so there will be lots of people in our village.
We are asking residents to put on their “best faces” for our visitors. Come out and support the fundraisers
and businesses that will be present.
Motion by Dole, seconded by Crockett to adjourn the meeting at 7:18 pm. Motion approved 6-0.
