Kankakee County Board amends resolution opposing proposed Kankakee National Wildlife Refuge and Conservation Area

Kankakee County Board met Wednesday, Nov. 9.

The Kankakee County Board establishes budgets for county funds, levies taxes, and adopts ordinances and rules pertaining to the management and business of the county departments. The board includes one member from each of the county’s 28 districts, each serving a four-year term. The board meets at 9 a.m. on the second Tuesday of each month in the fourth-floor Board Room at the Administration Building, 189 E. Court St.

The meeting of the Kankakee County Board, Kankakee, Illinois, held on November 9, 2016, pursuant to the adjourned meeting of September 13, 2016 was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Bossert. Mr. Robert Ellington-Snipes, County Board Member, delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Communications -

Mr. McConnell commended Bruce Clark and his staff for a phenomenal job on the November 8, 2016 General Election.

Mr. Clark introduced and thanked his office staff for all their hard work during the election cycle. He also thanked the

Sheriff's Department, Brian Gadbois, department head of maintenance, Highway Department, Planning Department, State’s Attorney’s Office and IT Department. He stated that the job would have been much more difficult if it had not

been for their willing assistance.

Emily Hoff, Executive Director from United Way of Kankakee and Iroquois County, presented information and spoke about their program.

Sheriff Downey gave recognition to the Sheriffs who were present, Chad J. Kolitwenzew and Michael McDorman.

Mr. Bossert removed Kay M. Williams from the agenda and she would be recognized next month when her and Gregg Murphy, Superintendent of Schools would be present.

Minutes of the Last Meeting

The minutes of the October 31, 2016 special county board meeting were submitted to the county board for approval. The reading of the minutes was waived. Mr. Washington, Jr. made a motion to accept the minutes from the October 31, 2016 county board meeting, with a second by Mr. Enz. Motion carried by a voice vote.

Claims Committee Report

A motion to approve the claims reports from September 2016 was made by Mr. Vickery and seconded by Mr. Payton. A roll call vote was taken with the motion passing 20 ayes to 0 nays. Motion carried.

Department Reports

The department reports were read and accepted on the motion of Mr. Liehr and seconded by Mr. Einfeldt. Motion carried by a voice vote.

Consent Agenda

Mr. Bossert explained they are amending the resolution passed at the October 11 county board meeting, Opposing the Establishment of the Proposed Kankakee National Wildlife Refuge and Conservation Area by the U. S. Fish and Wildlife Service (115). The title used throughout the resolution was the old title, Grand Kankakee Marsh Area.

Mr. Vickery made the motion to adopt the consent agenda. Mr. Sirois seconded the motion. Mr. Clark, County Clerk, read the items into the record. A roll call vote was taken with the motion passing 20 ayes to 0 nays. Motion carried.

Finance Committee

A resolution entitled Lease - Purchase Agreement with Ford Motor Credit Company, LLC for Two Ford 350 Transit Vans and Purchase of Related Equipment by the Sheriff's Department (121) was read. Mr. McConnell made the motion to adopt the resolution. Mr. Hess seconded the motion. A roll call vote was taken with the motion passing 20 ayes to 0 nays. Motion carried.

OTHER BUSNESS

Mr. Bossert informed the board of a copy of the letter received from the Government Finance Officers Association sent to Mr. Steve McCarty, Finance Director. The letter was a designation of Certificate of Achievement for Excellence in Financial Reporting. Mr. McCarty thanked his staff and the department heads who cooperated in providing the information needed for the report.

Mr. Snipes stated the State of Illinois charges a background fee of $10.00 and then an individual has to go to the county. He wanted to know if Kankakee County could charge a fee for the background check. Mr. Bossert stated the individual goes to the company they choose and pays that company.

Executive Session

Mr. Enz made the motion to enter executive session at 9:35 a.m. regarding pending and threatened litigation -5 ILCS 120/2(c)(11), Mr. LaGesse seconded the motion. A roll call vote was taken with the motion passing 20 ayes and 0 nays. Motion carried.

Mr. Hess made the motion to exit executive session at 9:55 a.m. Mr. Tholen seconded the motion. Motion carried by a voice vote.

Mr. LaGesse made the motion to adjourn the meeting at 9:55 a.m. Mr. Mulcahy seconded the motion. Motion carried by a voice vote,
