Kankakee County Board establishes budget

The Kankakee County Board met Oct. 31 to establish the budget.

Here are the meeting's minutes, as provided by the board:

The Kankakee County Board establishes budgets for county funds, levies taxes, and adopts ordinances and rules pertaining to the management and business of the county departments. The board includes one member from each of the county’s 28 districts, each serving a four-year term. The board meets at 9 a.m. on the second Tuesday of each month in the fourth-floor Board Room at the Administration Building, 189 E. Court St.

Kankakee County Special County Board Meeting October 31, 2016

The special meeting of the Kankakee County Board, Kankakee, Illinois, held on October 31, 2016, was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Bossert. The Pledge of Allegiance was recited. The following members were present:

Mr. Tripp, Mr. Washington, Jr., Mr. LaGesse, Mr. Stauffenberg, Mr. James, Mr. Vickery, Mr. Hess, Mr. Enz, Mrs. Polk, Mr. McConnell, Mr. Mulcahy, Mr. Snipes, Mr. Byrne, Mr. Sirois, Mr. Liehr, Mr. Hildebrand, Mr. Wheeler, Mrs. Webber, Mrs. Peters, Mrs. Evans, Mr. Payton, Mr. Bossert

Members Absent - Mr. Olthoff, Mr. Tholen, Mr. Skutt, Mr. Reid, Mr. Einfeldt, Mr. Johnson

Public Commentary - None

A resolution entitled Combined Annual Budget and Appropriation Ordinance for Kankakee County, Illinois 2016-2017 Fiscal Year (109) was read. Mr. James made the motion to adopt the resolution. Mr. Washington, Jr. seconded the motion. Discussions were held on the proposed budget. Sheriff Downey stated the budget does not have to be approved today. The board has until December 1, 2016 and may be later per his attorney. The Sheriff would like the board to delay their decision. A roll call vote was taken with the motion passing 17 ayes to 5 nays. Motion carried.

A resolution entitled Authorizing the County Board Chairman or his Designee to Sign an Agreement with United Healthcare for Medical Insurance for Kankakee County Employees and Officials Who Oualify for Medical Insurance (110) was read. Mr. Vickery made the motion to adopt the resolution. Mr. Staufenberg seconded the motion. Mr. Bossert explained the resolution. Mr. Enz excused himself from the meeting at 10:00 a.m. Mr. Lynch, the county's insurance consultant, reviewed the health insurance plan in response to board members questions. A roll call vote was taken with the motion passing 21 ayes to 0 nays. Motion carried,

A resolution entitled Health Spending Account (HAS) Contributions for New Plan FY 2017 (111) was read. Mr. Stauffenberg made the motion to adopt the resolution. Mrs. Peters seconded the motion. Mr. Bossert explained the resolution along with Mr. Lynch. A roll call vote was taken with the motion passing 21 ayes to 0 nays. Motion carried.

A resolution entitled Authorizing the County Board Chairman or his Designee to Sign an Agreement with Delta Dental to Provide Dental Services for County Employees and Officials Cualified for Dental Insurance (112) was read. Mr. Bossert explained the resolution. Mr. James made the motion to adopt the resolution. Mr. LaGesse seconded the motion. A roll

call vote was taken with the motion passing 21 ayes to 0 nays. Motion carried.

Mr. Bossert removed from the agenda the Lease-Purchase Agreement with Ford Motor Credit Company, LLC for Two Ford 350 Transit Vans and Purchase of Related Equipment by the Sheriff's Department (113) per the direction of the State’s Attorney's Office. It would be discussed at the next county board meeting.

Mr. LaGesse wished Mr. Liehr and Mrs. Evans a Happy Birthday.

Mr. LaGesse made the motion to adjourn the meeting at 10:15 a.m. Mr. Mulcahy seconded the motion. Motion carried by a voice vote.
