Bourbonnais Board authorizes general obligation bonds for sewer improvements

Bourbonnais Board met Monday, Oct. 17.

The village of Bourbonnais board of directors manages a variety of government and community matters. Meetings are held regularly to review new and old business alike, in addition to approving motions and appointments.

Village of Bourbonnais WLLAGE BOARD MEETING - MINUTES

October 17, 2016

CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The pledge of allegiance was led by Ethan Piper from Mrs. Brammer's 4th grade class at Noel LeVasseur Elementary School.

ROLL CALL: Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Vera Amiano, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast and Trustee Jack Littrell. Also in attendance were Village Treasurer Ron Riebe and Village Attorney Patrick Dunn.

APPROVAL OF MINUTES: Motion made by Trustee Amiano and Seconded by Trustee Fischer to suspend the reading and approve the Regular Board Meeting Minutes from October 3, 2016. Motion passed on a voice vote of 6-0.

REPORTS FROM COMMISSIONS AND ADVISORY BOARDS: None.

BDS AND QUOTES: None.

FINANCE COMMITTEE:

Trustee Vera Amiano, Chair

a. Consideration to Approve Accounts Payable October 17, 2016

Motion made by Trustee Amiano and seconded by Trustee Greenlee to approve the bills as presented.

Roll Call vote: Trustee Amiano - Aye Trustee King - Aye

Trustee Fischer - Aye Trustee Keast - Aye Trustee Greenlee - Aye Trustee Littrell - Aye

Motion passed on a vote of 6-0.

b. Ordinance No. 16-2031 (An Ordinance authorizing and providing for the issue of not to exceed S13,500,000 General Obligation Bonds (Sewerage System Alternate Revenue Source), Series 2016, of the Village of Bourbonnais, Kankakee County, Illinois, for the purpose of financing necessary improvements to the sewerage system of said Village and refunding certain outstanding revenue bonds of said Village, prescribing the details of said bonds, providing for the imposition of taxes to pay the same, and for the collection, segregation and application of said sewerage system revenues and Certain sales taxes to pay said Bonds, and authorizing the sale of said bonds to Bernardi Securities Inc.) Second Reading.

Motion made by Trustee Amiano and seconded by Trustee Fischer to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion made by Trustee Amiano and seconded by Trustee Keast to adopt said ordinance.

Prior the vote, Finance Director Mike Wolf gave an overview of the ordinance.

Trustee Keast noted that the new skate park behind the Municipal Center opened today and is being used by many from the area.

FRANCHISE, LICENSE 8t ADMINISTRATION:

Ordinance No. 16-2029 (An Ordinance Amending Chapter 2 of the Municipal Code of the Village of Bourbonnais, Illinois Regarding Elected Officials Inauguration). First Reading.

ANNEXATION, BUILDING 8 ZONING COMMITTEE: None.

COMMUNITY AFFAIRS 8. SERVICES COMMITTEE:

Trustee Amiano noted that the BBCHS football team is doing quite well this year and are undefeated and headed to the playoffs.

UTILITY COMMITTEE: Trustee Jack Littrell, Jr., Chair

Trustee Littrell said that the AQUA water main projects in the village are very close to wrapping up.

BUILDINGS 8 GROUNDS COMMITTEE: Trustee Randy King, Chair

Trustee King reported that the projects that Public Works will be helping with have been pushed back about a week due to weather.

COMMITTEE MEETINGS SET:

o Franchise, License & Administration - Thursday, October 20th at 3:30 pm. at

the Administration Building.

o Utility - Monday, October 24th at 4:00 pm. at the Administration Building.

O Finance - Wednesday, November 2nd at 4:00 pm. at the Administration

Building.

VILLAGE ADMINISTRATOR'S REPORT: None.

VILLAGE AT TORNEY'S REPORT:

Patrick Dunn, Attorney

Request for a motion to hold a closed meeting to discuss the minutes of meetings lawfully closed under the Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes pursuant to Section 2.06 of the Act as allowed by 5 ILCS 120/2 (c) (21) with no final action to be taken in closed session or after reopening into regular S6SSO.

A motion made by Trustee Amiano and seconded by Trustee Littrell to move into closed session at the end of Public Comments with no action to be taken upon the board's return to the regular session. Motion passed on a voice vote of 6-0.

19. VILLAGE PRESIDENT'S REPORT:

Paul Schore, Village President

The new skate park opened today as reported earlier by Trustee Keast.

Early voting at the Municipal Center will begin on October 31, 2016. Times can be found on the Kankakee County Clerk's website.

Court St. Ford will have a Trunk or Treat on October 27th from 5:00-7:30 pm. The Village will be there with a squad car that will be decorated.

Local businesses have signed up for the February 4th Chocolate Tour that is being hosted by the Village.

22. PUBLIC COMMENTS: None

A motion was made by Trustee Fischer and seconded by Trustee Keast to move the board into closed session. Motion passed on a voice vote of 6-0.

A motion was made by Trustee Amiano and seconded by Trustee Fischer to return to the Regular Board Meeting. Motion passed on a voice vote of 6-0.

23. ADJOURNMENT:

A motion was made by Trustee Amiano and seconded by Trustee Littrell to adjourn the regular board meeting. Motion passed on a voice vote of 6-0 and the meeting adjourned at 5:53 p.m.
