Momence City Council approves residential parking ordinance for Hill Street and West Third

MOMENCE CITY COUNCIL Monday, November 21, 2016 Council Meeting Time: 7:30 P.M.

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Mick Porter called the meeting to order.

ROLL CALL Roll was called by the Clerk with Aldermen Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz present. Also present was Mayor Mick Porter. Alderman Denton was absent.

APPROVAL OF PREVIOUS MEETING MINUTES Alderman Cook made a motion to approve the Regular, Executive and Closed Session minutes of the November 7, 2016, Council Meeting as presented. Alderman Rehmer seconded the motion with Aldermen Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes.

APPROVAL OF THE BILLS The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Lesyna made a motion to approve the bills for payment. Alderman Nova Metz seconded the motion with Aldermen Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes.

CITIZEN FORUM - none

OLD BUSINESS - none

ALDERMANIC REPORTS Alderman Lesyna: Discuss and vote on Ordinance for Residential Parking only on Hill Street and West Third. Changes: Residential parking on the west side of Hill Street and Third Street and between Hill and Franklin on both the north and south side. (At any time it shall be unlawful to permit any vehicular parking except for residents and their guests.) Alderman Lesyna made a motion to pass an ordinance amending an ordinance concerning residential parking on Hill Street and West Third Street. Where to park was discussed (behind church). Movable signage will be made. Alderman Cook seconded the motion with Aldermen Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes. Ordinance #821.

Budget and Finance Committee Meeting called for December 5 at 7:15P.M.

First Monday of January Council meeting will be 1/3/17.

DEPARTMENT HEAD REPORTS - none 

TREASURER REPORT – Treasurer Becky Peterson (absent)

MAYORAL REPORT Mayor Porter presented a First Reading of a resolution opposing the Momence Refuge. Council will look over and resolution will be placed on the agenda for the December 5, 2016 Council meeting. Mayor Porter stated that this Resolution from the City would be advantageous. A representative from Fish and Wildlife would like to attend to discuss with Council. Attorneys are also willing to offer their assistance to Momence if needed. Public Hearing was called for 6:45pm on December 5 and a notice has been placed in our local paper for this public hearing to discuss approving the CDAP Grant, which involves potentially receiving additional funding for Mechanic Street improvements. Council discussed street on north side of railroad between Maple and Locust, City attempting to get access road. Engineers have provided the plan to IDOT (Illinois Department of Transportation) to be approved with a potential bid in early spring.

EXECUTIVE SESSION - none

Alderman Nova Metz made a motion to adjourn the meeting. Alderman Rehmer seconded the motion with Aldermen Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes. Meeting adjourned at 7:45P.M. Respectfully submitted, Jenene Henson, City Clerk
