Bradley Utilities and Expansion Committee met Tuesday, Jan. 3.

Here are the minutes as provided by the committee:

Committee was called to order at 5:30 p.m. Members present Redmond and Watson. Members absent Balthazor.

Also in attendance public works superintendent Bessler, assistant superintendent Peters, Bruce Adams.

There was no public comment.

Bessler began summary as folllows, 8 RFQ's were sent out and 8 RFQ's were returned. Bessler scored the various companies with RJN and Baxter Woodman scoring the most favorable. Both were invited back for interviews, both gave excellent presentations, Bessler gave a slight edge to RJN.

RJN proposes 10-12 meters at various locations to measure sewage flow from different basins. Each basin has approximately 30,000 to 38,000 linear feet of sewage line. Cost for project is approximately $3,100.00 per meter, per month, with an anticipated 2 month study provided an adequate number of rain events occur. This phase me be extended into a 3rd month if no enough data is collected, or could be cut shorter if enough data is collected sooner. Also included is the installation of rain gauges at various points throughout the village to record rainfall village wide. All equipment is to be installed simultaneously to collect data for each rain event.

RJN will collect data in real time and allow the village to access their website to monitor results. This portion would be considered phase 1 of this project at an approximate cost of $62,000 to $73,000.

A second phase would include the smoke and dye water testing of the basin segment with the most flow or leakage. 30,000 to 38,000 linear feet a an approximate cost of $1.00 per linear foot, to be done in the dryer months of July or August.

Adams will provide the board with legal authority, under professional services, for the acceptance of a no bid proposal with a cap not to exceed $100,000.00.

The next step would be for village crews to clean out and then video the same smoke and dye tested basin segment. Allow 15 days for clean out time, at a rate of $2,500 fee per day, and 25 days for video time, at 1,500 feet per day for each basin. Village employees will need to become certified for the video aspect of this step.

MG2A will play a role to help monitor costs and learn more about the system.

There was a motion by Watson and a second by Redmond to move forward with the Bessler recommendation of RJN to meter the entire system simultaneously, and smoke and dye water test the single worse basin, with a cost not to exceed $100,000.00. Motion passed 2-0.
