Village of St.Anne Village Board met Monday, Feb. 13.

REGULAR MEETING 

BOARD OF TRUSTEES OF THE VILLAGE OF ST. ANNE 

KANKAKEE COUNTY, ILLINOIS 

Village Hall, February 13, 2017, 7:00 P.M.

CALL TO ORDER / ROLL CALL QUORUM

President O'Connell called the meeting to order at 7:00 pm. Clerk Blum called the roll, and the following trustees answered present: Jennings, Blanchette, Duncan Grubbs and O'Connell. Clerk Blum reported the rol 1 and President O'Connell declared that a quorum existed for the transaction of the public business. Treasurer Leveque, Attorney Meyer, Building Inspector Jim Hudson, Police Chief Jason Franc and Public Works Director Don Leveque were also in attendance. Trustee Sirois was absent.

MINUTES APPROVED

President O'Connell asked if there were any questions on or corrections to the minutes of the last regular meeting. Hearing none, he asked for a motion to approve them. It was moved by Trustee O'Connell and seconded by Trustee Blanchette that the minutes of the last regular meeting be approved. Upon voice vote, all trustees present voted favorably, and President O'Connell declared the motion carried.

TREASURER'S REPORT

Treasurer Leveque reported the fund balances. President O'Connell then asked if there were any questions or comments on the Treasurer's report. Hearing none, he asked for a motion to approve the report. It was moved by Trustee Grubbs and seconded by Trustee Jennings that the treasurer's report be approved. Upon roll call vote, all trustees present voted favorably, and President O'Connell declared the motion carried.

PRESIDENT'S REPORT

President O'Connell said that he had not done a written report. He then said that he had talked with the Kankakee city official who dealt with derelict properties. It had been suggested that the village could demolish the house at 285 W. Sheffield St. and lien the property. It was decided to obtain an estimate from Thomas Cotton for the above demolition.

ATTORNEY'S REPORT

There was a brief discussion about making an agreement for the administrative tow appeals hearing officer in Momence to hear St. Anne cases. Attorney Meyer said that she could draw up an intergovernmental agreement.

POLICE REPORT

Trustee Jennings then read the monthly Police Department report as follows: 15 traffic citation(s), 16 written warning(s), 2 misdemeanor traffic arrest(s), 0 DUI(s), 1 accident report(s), 2 vehicle(s) towed, 22 general case report(s), 33 miscellaneous report(s), 0 felony arrest (s), 1 misdemeanor arrest (s) , 0 arrest (s) on warrant 0 juvenile detention report (s), 1 ordinance citation(s) and 13 agency assist(s). Officers worked 649.25 total hours, 7 overtime hours and 8 holiday hours. In so doing, officers drove 3,265 miles. S913.00 in fines, S40.00 for the vehicle fund, S14.00 in e-citation funds, S500.00 in administrative tow funds and S70.00 for Warrant service was received. Trustee Jennings reported that some equipment Would need to be purchased for recently hired part time officer Jeremiah Romein. This would include a vest costing about S600.00. It was moved by Trustee Jennings and seconded by Trustee Duncan that up to S900.00 be authorized for the above equipment. Upon roll call vote, all trustees present voted favorably, and President O'Connell declared the motion carried.

PUBLIC WORKS

Public works director Leveque reported that a pump from the sewer treatment plant had been repaired under warranty.

BUILDING REPORT

Trustee Duncan reported that two building permits had been issued in December and January for S15,000.00 in improvements with S132.00 in fees Collected.

PARK REPORT

There was a brief discussion of buying fish to stock the park ponds. Trustee O'Connell said he would have recommendations for the March meeting.

BILLS PAID

Trustee Grubbs reported that the finance committee had examined the bills and recommended their approval for payment. It was moved by Trustee Grubbs and seconded by Trustee Jennings that the bills be paid. Upon roll call vote, all trustees present voted favorably, and President O'Connell declared the motion carried.

NEW & UNFINISHED

Trustee Grubbs said that he had contacted P&D Antenna to obtain an estimate for installing lighting on the water tower. He hoped to have some figures for the March meeting.

ADJOURNMENT

President O'Connell then asked if there was any further public business to come before the board. Hearing none, he asked for a motion to adjourn. It was moved by Trustee O'Connell and seconded by Trustee Blanchette that the meeting be adjourned. Upon voice vote, all trustees present voted favorably, and President O'Connell declared the motion carried. The President then adjourned the meeting at 7:42 p.m.
