The regular meeting of the Board of Education of Bradley Elementary School District No. 61 was held on April 13, 2017 beginning at 7:00 p.m. in the Board Room at the Bradley Administrative Center. President Golwitzer called the meeting to order and thereafter presided.
On roll call the following members voted Present: Golwitzer, Hasemeyer, Helgeson, Schubert, Trudeau and Whalen. Also present, Superintendent Goselin and Building Principals: Dave Andriano, Mike Hahs, Mark Kohl and Assistant Principal Trisha Anderson. Also present was Director of Special Services Lindsey Coffey, and Curriculum Coordinator, Rebecca Selk. Not in attendance - Director of Finance, Kirt Hendrick and Board Member Geraci.
Pledge of Allegiance was led by Terrie Golwitzer.
On the recommendation of the Superintendent a motion was made by Hasemeyer seconded by Trudeau to adopt all items on the Consent Agenda; 1) Approve Regular Board Meeting Minutes of March 9, 2017; 2) Approve all Committee Meeting Minutes; 3) Approval of Payroll and Accounts Payable; 4) Approve 2017-2018 Custodial Supply Bid per tabulated results and recommendation; 5) Approve hiring summer help as needed; 6) Approve Letting Bids for 20172018 Bulk Gasoline/Diesel Fuel; 7) Approve reimbursement of the Imprest Account; 8) Approve District Fees for 2017-2018; 9) Approve Facility Usage Requests: Bourbonnais Park District Summer Program (Bradley East Gym/Lobby) - June 2017-July 29, 2017; BB Blaze Baseball Traveling Team - Bradley East Baseball Fields (Tuesday/Thursdays in April–May); Bradley PTA Fun Run - April 22 at Bradley West (Parking Lot/Gym -7:00 a.m.-4:00 p.m.)

Recognition of Excellence: 1) IESA Solo & Ensemble Contest - Congratulations to all band and choir students that competed in Solo & Ensemble Contest this weekend. Bradley Central was well represented and we are very proud of your efforts. Special congratulations to the following students that were chosen the BEST EVENT OF THE DAY for each of the respective performance rooms. Bradley Central Students were Best of the Day in 6 of the 13 Performance rooms:

Bradley East Principal Report: 1) Smile Illinois Dentist will be back on April 25', 2) Early Release PD on May 3" - Class Placement; 2017-18 Scheduling. Staff at each grade level was involved with placing students into classes for the upcoming school year. We do this to balance academic levels and behavioral concerns within each grade level; 3) Life Education Van - April 3-10; 4) PreK Presentation by Mrs. Moody - Where do the colors grow - April 4; 5) 51 Annual East Hat Parade will be held on April 13" on the playground, weather permitting. As always, we expect a large group of family members to come and support their students; 6) Picnic on the Lawn - May 12"; 7) 1'Grade Spring Concert G. BBCHS: May 22"; 8) April Field Trips: 2" grade attended "James and the Giant Peach” – April 7", 1" grade will be going to the exploration station.
Bradley West Principal Report: 1) PARCC testing will be completed at the end of April. Thank you to Lindsey for her assistance in coordinating help for our special services students; 2) For our PTA general meeting this year, we will be having a S.O.A.R. presentation of "Flighted Birds of Prey; 3) Our Loyalty Day Assembly will be on April 28" at 2:00 p.m.; 4) Upcoming Dates per list.
Bradley Central Principal Report: 1) Spring Break Assembly - A huge success! The Assembly consisted of Dodgeball games along with some staff SUMO wrestling. We had over $5000 in donations for "Pennies for Patients'; 2) Spring Dance - sponsored by our Student Council on Thursday - The dance was well attended; 3) IESA Solo & Ensemble ContestFebruary 31'-Bradley Central was well represented - Special Congratulations to many of our students who were chosen as "Best Event of the Day” for their respective performance rooms. (See Recognition of Excellence); 4) "Full STEAM Ahead' - We had over 120 people attend our first "Full STEAM Ahead” night at Bradley Central. Thank you to Mrs. Selk along with our Staff that put on a great evening for our families.
Curriculum and Instruction Director Report: 1) SILT-Teams will be meeting at the end of this month to review the Needs Assessment Survey. School-wide Improvement Plans will be created using this survey. Calendars and schedules for next year will be completed; 2) Professional Development - No SIP Day in April; Out of District Prof Dev - ICE Technology Conference -8; IL Teachers of Deaf and Hard Hearing - 1; Kdg Conference - 4; Classroom Strategies to Support Restorative Justice Practices -2; IAHPERD Mid State PE Conference -1; Dealing with Difficult People - 1; 3) ESSA State Plan for Illinois - Our State is at Phase 5: Implement (Planning year 2017-2018- Implementation Year 2018-2019) - The latest information is as follows: The P-8 Accountability System has nine indicators. Academic Indicators (75%): PARCC and DLM-AA (2018-19: ELA 10%; Math 10%) (Thereafter: ELA 7.5%; Math 7.5%); Growth: Linear Regression (50%); ELA Proficiency (ACCESS)(5%); Science (2018-19:0%)(Thereafter: 5%). Student Quality/Student Success Indicators (25%); Chronic Absenteeism (10%); Climate Survey (5%); Fine Arts (0%); (P-2)(5%); Elementary/Middle Indicator (5%). 4) Family Engagement: Family Engagement Committee/Parent Advisory Council Meeting: Next Meeting: April 24, 2017 at the District Office; Family Engagement Event: Full Steam Ahead April 11, 2017 at Bradley Central - This event will feature student performances, demonstrations and exhibits in choir, jazz, band, art STEM and the computer lab. 5). Curriculum - The Math Curriculum Committee has proposed Implementation of the revised edition of Houghton Mifflin Harcourt - Go Math Series for the next three years beginning in 2017-2018 in grades K-8. 6) Assessment - PARCC, Illinois Science Assessment (ISA) and Dynamic Learning Maps - Alternate Assessment (DLM-AA) all remain open and in session until April 28, 2017; Star360 Spring Benchmarks for early literacy, reading and math in each respective building will be between April 24-May 12, 2017. Scores will be reported upon completion. 7) Rt/MTSS-Reading RtI Team Meeting: Thursday, April 20, 2017; Math RtI-There are plans to further develop Math RtI into each building next school year based on student needs and assessment results. Title I funds will be utilized to support this initiative.
Special Services Director Report: 1) MAD - ISBE was not able to provide specific grant information / allocations / stipulations for their newly proposed competitive grant. They have postponed this process until Fall 2017. FY 2017-2018 will be a traditional re-application process. Options for 2018-2019 - District incurs cost or Coop with area districts; 2) PreSchool - Focus Monitoring Results; Strengths - See Attached Report; Areas of Improvement - See Attached Report; 3) English Learners -81 Students; Working to develop more cohesive service model for 2017-2018 school year; 4) Special Education - 272 total students (IEPs), 13 total students (ISPs), 11 students in the referral process, Currently utilizing 5 outside placements: Camelot - 19 students - 2 in transition back, Kankakee (Thomas Edison) - 1 student, KASEC - 6 students, Easter Seals - 1 student, Chicago Autism Academy - 1 student.
A motion to go into Executive Session at 7:30 p.m. was made by Helgeson, seconded by Trudeau to discuss the appointment, employment, compensation, discipline, performance, dismissal or complaints (5 ILCS 120/2(c)(1)); and discussion of minutes of meetings lawfully closed under this Act 5 ILCS 120/2(c)(21).

On the recommendation of the Superintendent, a motion was made by Trudeau seconded by Whalen to Approve Resignations / Retirements / Leave (Dismissal - 5 ILCS 120/2(c)(1)) - Jynel Guimond - 4 year Retirement 6% each year; Corie Fisher Contract. Terminated - Bus Driver - Effective March 23, 2017; Areli Salazar - Resignation - School Nurse at East Effective April 7, 2017; Cecelia Hayden - Unpaid Day - March 24, 2017.
