Call to Order:
Acting-Chairman Nugent, opened the meeting at 3:10 pm.
Chairman Nugent asked for approval of the minutes for the previous meeting. Mayor Schore motioned to approve the minutes as presented. Mr. Allen seconded the motion. Motion carried.
Chairman Nugent asked for any changes to the agenda as proposed, and if none, a motion to approve it as presented. Mayor Schore motioned to approve the agenda as presented. Chairman Wheeler seconded the motion. Motion carried.
Policy Committee Election of Officers:
Mr. Skimerhorn explained that at the May Policy Committee meeting the election of officers are held, which are effective July 1. Mayor Schore motioned to nominate Mayor Nugent as Chairman and was seconded by Chairman Wheeler. Motion Carried. Mayor Nugent motioned to nominate Chairman Wheeler as Vice-Chairman and was seconded by Mayor Schore. Motion Carried.
Technical Advisory Committee Appointments:
Mr. Skimerhorn explained that at the May Policy Committee meeting the appointment of the Technical Advisory Committee members are done. Each member had no change to their appointed representative on the Technical Advisory Committee. Chairman Nugent mentioned that the Technical Advisory Committee appointments can be changed at any point.
Consolidated Vehicle Procurement (CVP) Applications:
There were no applications to approve for the CVP Program.
FY 2017 Unified Work Program Amendment:
There were no amendments to the FY 2017 Unified Work Program.
FY 2018 Unified Work Program:
Mr. Skimerhorn explained the Fiscal Year 2018 Unified Work Program and reviewed the financial figures of each section, guiding members through the document as he explained. Mayor Schore motioned to adopt the Fiscal Year 2018 Unified Work Program. Chairman Wheeler seconded the motion. Motion carried.
FY 2017 TIP Amendment:
There were no amendments to the FY 2017 Transportation Improvement Program.
Draft FY 2018 Transportation Improvement Program:
Mr. Skimerhorn explained the Draft Fiscal Year 2018 Transportation Improvement Program and reviewed each of the transit, local, state, and bicycle/pedestrian projects included. Mr. Allen motioned to approve the Draft FY 2018 Transportation Improvement Program. Mayor Schore seconded the motion. Motion carried.
Mr. Allen said METRO was receiving a decrease in federal funding. Also the new route changes as a result of the comprehensive operations analysis will go into effect on July 1. Mr. Hoffmann has contacted the local mayors to discuss the upcoming route changes. The length of time to receive funds from the State have been factored into the new route configurations.
IDOT District 3 Update:
Mr. Magolan referred everyone to the attached memo with project updates.
IDOT Urban Planning Update:
Mr. Caldwell said at the June 28 Technical Advisory Committee Meeting, IDOT will give a presentation on the Statewide Long Range Transportation Plan.
Mr. Donovan said the federal rulemaking on MPO Coordination and Planning Area Reform was repealed by Congress. At the next Policy Committee Meeting, on June 28, FHWA will give a presentation on their review of the KATS MPO.
Safety Committee Update:
Mr. Tyson said the Safety Committee held a meeting the previous week and the next meeting will be on July 12 at the Bourbonnais Fire Dept.
Brookmont Boulevard Update:
Mr. McBurney said there is no change. The City wants to begin right-of-way acquisition. They are still looking for additional funding such as TIGER and FAST Lane programs.
Riverfront Trail Update:
Mr. McBurney said construction is waiting for the river to go down. The center pier is completed and the center spans will be constructed when the river recedes. Construction is expected to be completed this fall.
Industrial Drive Update:
There were no updates.
Kankakee Valley Airport Authority:
Mr. Benoit said a fence around 50 to 60 percent the perimeter of the airport has been installed to deter deer strikes. The airport is looking at ways to accommodate larger aircraft. The National Guard facility is expected to be completed by November. They are waiting for taxi-way completion before the helicopters arrive.
Chairman Wheeler discussed the airport upgrades, which should be amended into the KATS 2040 Long Range Transportation Plan to help obtain federal funding. Mr. Benoit said he would provide information of the Airport’s current TIP sheet to MPO Staff
Next Scheduled Meeting:
The next MPO Technical Advisory Committee and Policy Committee meetings will be on June 28, 2017 starting at 3:00 pm. On June 1, 2017 at 10:30 am the Kankakee County Regional Planning Commission will meet. The Safety Committee will meet on July 12, 2017 at 9:30 am at the Bourbonnais Fire Dept.
Mayor Schore motioned for adjournment and Mayor Wells-Armstrong seconded. Motion Carried. Chairman Nugent adjourned the meeting at 3:44 p.m.
