Village of Bourbonnais Finance Committee met April 26.

Here is the minutes provided by the Committee:

1. Roll Call:

Village President Paul Schore, Trustee Amiano, Trustee Fischer, Trustee Littrell, Village Treasurer Riebe, Village Administrator Van Mill, and Finance Director Wolf. Also in attendance is Building Commissioner Vicki Senesac, Village Engineer Dave Tyson and Village Attorney Pat Dunn. Absent is Trustee Greenlee, Trustee King and Trustee Keast.

2. Review and approve Committee minutes:

A motion was made by Trustee Fischer and seconded by Trustee Littrelt to approve the committee minutes from April 12, 2017.

3. Bills:

i. General funds bills reviewed: Committee approved.

ii. Special fund bills reviewed: Committee approved.

4. Other:

o Review of bid submissions for Sewer Interceptor project - Engineer Dave Tyson reviewed the bids submitted for Phase 1 of the Sewer interceptor project. The recommendation was to award the project to Kankakee Valley Construction.

o Begin discussion of increase in Sewer and Refuse fees beginning on June 1 - Committee was informed that the Village will need to increase fees on Refuse due to an increase in the contract rate. Finance Director Wolf indicated that the Finance Department would produce a report outlining the options for Sewer rate increases that will be necessary soon in response to the added debt service requirements of KRMA since the plant was rebuilt.

o Approval of Department Head and non-union pay rate adjustments - Committee tabled action on this until evaluations are done on the employees involved.

o Other -

a. Request for an ad from Royal Publishing for AA Boys & Girls Track 8t Field State Championship - Committee declined participation.

b. Construction Inspection and Engineering contract for Tyson Engineering in connection to the Sewer Interceptor project. Committee reviewed and approved placing the contract on the Board agenda.

c. Update on the Vactor lease - Committee was advised that the Vactor is ready to be delivered. Delivery will be held up until we have people that have earned the CDL endorsement to drive the vehicle. Peoples Bank will be providing the lease financing.

Old Business:

o Village Fund Balance Policy

o Trustee Greenlee inquired about new bids for a replacement sign for the Administration Building.

New Business: None.

Public Comments: None.

Adjournment and Time:

A motion was made by Trustee Littrell and seconded by Trustee Fischer to adjourn the Finance Committee meeting. Motion passed on a voice vote of 3-0 and the meeting adjourned at 4:30 p.m.
