Village of Bradley Village Board met July 24.

Here is the minutes provided by the Board:

CALL TO ORDER

The regular meeting of the Bradley Village Board was called to order on Monday, July 24, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided Roll call: Trustee Balthazor, Redmond, Gadbois, Watson, Dugan-Roof and Barber. Also present Attorney Jeff Taylor and Clerk Mike LaGesse.

AGENDA

A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to approve the agenda. (6 ayes 0 nays) Motion carried

PRESENTATION OF MINUTES

July 3, 2017 Special meeting minutes A motion was made by Trustee Gadbois and seconded by Trustee Redmond to approve the minutes of the Special Board meeting dated July 3, 2017 as printed and presented. (6 ayes 0 nays) Motion carried

July 10, 2017 Regular meeting minutes A motion was made by Trustee Gadbois and seconded by Trustee Dugan-Roofto approve the minutes of the Regular Board meeting dated July 10, 2017 as printed and presented. (6 ayes 0 nays) Motion carried

PRESENTATION OF COMMUNICATIONS

Mayor noted the storm we had Sunday night caused some considerable damage throughout the Village. Crews are out picking up branches and limbs, they have started on the East side of Bradley moving and working their way through to the West side.

Mayor gave a Quasquicentennial update

o August 19, 2017 on West Broadway from 9 a.m. - 9 p.m. e 55 Street Banners have been sponsored, several wanted to sponsor banners but we sold out. Some sponsorships are still available There are 4 food vendors (Bennett-Curtis, Nana's Cakery & PapaJohn's) Bradley Lion's will be serving Biscuits and Gravy from 8 a.m. - 11 a.m. We're up to 25 for the vendor show 5 groups have confirmed their participation with games and activities.

PUBLIC COMMUNICATION 

Brian Billingsley - 412 Dennis Avenue - Blatt Project - completion date Engineer Mike Gingerich was at the meeting and said he would look into this and get back to Mr. Billingsley.

REPORT OF VILLAGE OFFICERS AND DEPARTMENT HEADS POLICE DEPARTMENT 

Chief Johnston gave the report for June 2017.

Chief wanted to remind everyone about National Night Out is Tuesday, August 1, 2017 at Perry Farm from 4:00 to 9:00 pm.

Chief also displayed a permit sign internet purchase safe exchange Zone.

A motion was made to post this sign by Trustee Dugan-Roof and seconded by Trustee Gadbois (6 ayes 0 nays) Motion carried

Detective Sgt. Bob Mason was present commented on the Sex Offender compliance registration that is going on in the Village now.

FIRE DEPARTMENT

Chief Travis gave the Fire Department report for the month of June 2017. Emergency responses.

PRESENTATION OF BILLS AND ACCOUNTS

A motion was made by Trustee Dugan-Roof and seconded by Trustee Gadbois to pay all bills and accounts by recommendation of the Finance Committee.

REPORT OF SPECIAL COMMITTEES There were none

REPORT OF STANDING COMMITTEES

Ordinance & Technology Trustee Redmond asked the Mayor to have our IT Director at the next meeting to discuss videotaping our meetings.

1. O-1-17-1 an Ordinance leasing Village-owned Real Property to the Kankakee River

Metropolitan Agency for a term of Ninety-Nine Years. (tabled) A motion was made by Trustee Redmond and seconded by Trustee Watson to take this off the table for purposes of discussion only. (6 ayes 0 nays) Motion carried Trustee Redmond stated he would like to see a shorter term of the lease, he thought 99 years was excessive. Mayor is the representative for our Board he's working to get a shorter lease period, preferable 20 years with options. Trustee Gadbois stated she submitted a list of questions to the Mayor, he stated he would have answers to those questions at the next meeting. Trustee Watson stated he has raised several issues over the course of the Ordinance being tabled and he would like those issues brought before the whole Board. Mayor said they would discuss all of the issues and stated there will probably be a new Ordinance.

UNFINISHED BUSINESS

NEW BUSINESS

R-7-17-1 a Resolution approving an Intergovernmental Agreement (Kankakee County Convention and Visitors Bureau) A motion to take it off the table and put up for discussion was made by Trustee Gadbois and seconded by Trustee Balthazor (6 ayes 0 nays) Motion carried Mayor was not at the last meeting but he stated the issue had been the 20-year term. He noted in the past the term has been 5 years. The reason they are advocating for a 20-year term is they have a new Executive Director who is doing very well. The 20-year agreement would allow for her and 2 other employees to qualify for IMRF. There are a total of 4 employees and 3 of them would qualify for IMRF under the 20-year agreement. Trustee Watson noted he felt the term was too long. A motion was made to adopt R-7-17-1 by Trustee Balthazor and seconded by Trustee Gadbois (4 ayes Trustee's Balthazor, Gadbois & Dugan-Roof, Mayor voted -3 nays Trustee's Redmond, Watson and Barber) Motion carried

IML 2017 Annual Conference September 21 thru September 23, 2017 at the Hilton in Chicago

A motion was made by Trustee Balthazor and seconded by Trustee Redmond that all Elected Officials be allowed to participate. (5 ayes 1 nay-Trustee Watson) Motion carried

Trustee Gadbois wanted to let her Police & Fire Committee know she will be holding a meeting the 3' week in August.

ADJOURNMENT 

A motion was made by Trustee Balthazor and seconded by Trustee Watson to adjourn the meeting. The meeting was adjourned at 7:14 p.m. on a unanimous aye vote.
