Kankakee County Finance Committee met May 31.

Here is the minutes provided by the Committee:

1. Roll Call:

Village President Paul Schore, Trustee Fischer, Trustee Greenlee, Trustee King, Trustee Keast, Trustee Littrell, Trustee Serafini, Village Treasurer Riebe, Village Administrator Van Mill, Assistant Village Administrator Wimberly, Finance Director Wolf, Public Works Director Chamness, Building Commissioner Senesac, Village Engineer Tyson, and Village Attorney Pat Dunn.

2. Review and approve Committee minutes:

A motion was made by Trustee Keast and seconded by Trustee Greenlee to approve the committee minutes from May 10, 2017.

3. Bills:

i. General funds bills reviewed: Committee approved.

ii. Special fund bills reviewed: Committee approved.

4. Other:

• Report by Village Engineer on cost of drainage project on Oak Run - Engineer Tyson presented a price from KVCC to add the Oak Run Storm Drain Project to the Sewer Interceptor project. After an explanation by Attorney Dunn, the Committee agreed to waive the bidding process and award the project to KVCC based on savings and less inconvenience to residents.

• Brief review of March Operating Results - Finance Director Wolf reviewed the highlights of the March General Fund operating results for 11 months.

• Reminder of Bernardi Golf Outing June 23rd - Committee was asked to inform Finance Director Wolf before June 13, whether they are interested in attending this outing.

• Proposals to install video equipment in Board Meeting Room and the Annex Meeting Room - Assistant Administrator Wimberly outlined the equipment and where it would be placed. Committee approved the purchase.

• Proposal for Guest network overlay onto our Current closed network - Assistant Administrator Wimberly explained the concept of the Guest Network and its benefits. Committee approved the project.

• Review proposed Appropriation Ordinance numbers for First Reading - Finance Director Wolf reviewed the purposed of the Appropriation Ordinance and how the revenues and expenditures are arrived at.

• Approval of Tuition Reimbursement for Patrolman Johnson - Committee reviewed the request due to additional courses taken that were not preapproved. By voice vote the reduced payment was approved. Additional issues regarding this payment were referred to an executive session.

• Salary Adjustments - Referred to an executive session.

• Review of draft fund balance policy - Finance Director Wolf explained the borrowed draft of the policy as well as how the Village compares with the averages. He also expressed the importance for a greater bond rating when adopted. Director Wolf pledged to have a finished document at one of the remaining meetings in June.

• Review of committed Capital Expenditures and uncommitted funds - Finance Director Wolf provided a spreadsheet outlining resources available from various funds for potential projects. Director Wolf suggested that Department Heads representing the list of projects make a presentation to the Committee explaining which projects were priorities (and why), to let the Committee determine what projects should be done and in what order to allow for Scheduling.

• Other - Mayor Schore distributed new committee structure and assignments for the members to review.

5. Executive Session:

A motion was made by Trustee Keast and seconded Trustee Littrell to enter into closed session to discuss various personnel issues. Motion passed on a voice vote of 6-0.

A motion was made by Trustee King and seconded Trustee Keast to enter back into open session. Motion passed on a voice vote of 6-0.

6. Old Business:

• Sewer and refuse charge increases for FY 18.

7. New Business: None.

8. Public Comments: None.

9. Adjournment and Time:

A motion was made by Trustee Keast and seconded by Trustee Littrell to adjourn the Finance Committee meeting. Motion passed on a voice vote of 6-0 and the meeting adjourned at 6:08 p.m.
