Call to Order:
The regular meeting of the Bradley Village Board was called to order on Monday, August 28, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided Roll call: Trustee Balthazor, Gadbois, Watson, Dugan-Roof and Barber. Trustee Redmond was absent. Also present Attorney Jeff Taylor and Clerk Mike LaGesse.

A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to approve the agenda with the changes made. (5 ayes 0 nays 1 absent) Motion carried
Presentation of Minutes:
A motion was made by Trustee Balthazor and seconded by Trustee Dugan-Roofto approve the minutes of the Regular Board meeting dated August 14, 2017 as printed and presented. (5 ayes 0 nays 1 absent) Motion carried
Presentation of Communications:
Aqua - Melissa Kahoun gave a presentation on the rate increase and the reasons for the same. Highlights were the increase is for the filing period of 2016-2018. Aqua filed for this increase in May 2017, if approved this would not go into effect until April 2018. Based on the average usage billed of 4,500 gallons per day, the increase would be approximately $8.00 per monthly bill or.27 a day.

Public Communication:
Charles Burke -564 Juniper Lane, Bradley - Republic Services billing and tree in the parkway that fell on some of his property.
Trustee Watson - he had a consumer say that he was charged a re-instatement fee to re-establish service with Republic. Mayor stated he would look into that.

Chief Johnston gave the report for July 2017.

Chief Johnston wanted to recognize Bob Shronts for the work he does not only around the Police Department and our offices but, to recognize him for all the hard work and dedication he put in for National Night Out. He was presented with a Certificate of Appreciation.

Chief Travis gave the Fire Department report for the month of July 2017.

Presentation of Bills and Accounts:
A motion was made by Trustee Barber and seconded by Trustee Gadbois to pay all bills and accounts by recommendation of the Finance Committee.

O-8-17-4 this will come up after Executive Session
Trustee Gadbois gave a report from the Police & Fire Committee which met on Wednesday, August 23, 2017. Items on the Agenda for discussion only were staff studies. There will be a road dedication in honor of the 20 anniversary of Will Lewis passing on November 17. A section of I57 from mile marker 315 to 317 dedicated in his name, they are looking into Red Cross having a Blood Drive in his name. There was a discussion on special funds. Chief has also applied for a COPS grant.
Unfinished Business:
R-8-17-2 a Resolution relating to participation by Elected Officials in the Illinois Municipal Retirement Fund (revised)
A motion was made to approve R-8-17-2 by Trustee Balthazor and seconded by Trustee Dugan-Roof (3 ayes 2 nays-Trustee Watson & Barber 1 absent) Motion carried
Attorney Jeff Taylor wanted to discuss the questioned vote on the Intergovernmental Agreement between the Village of Bradley and Kankakee County Convention & Visitors Bureau. Mayor had voted on the agreement, there was some question on whether that was a conflict of interest as he is also on the Board. The Attorney stated he believed it did not create a conflict of interest. The Bureau is a non-profit, there is no salary and the Mayor was appointed by the Village Board.
Sewer Rate increase for Village residents, it was noted that a few months ago there was to be a Committee of the Whole meeting regarding the increase. Mayor will set a date for the Committee of the Whole.
New Business:
50/50 Curb & Sidewalk Bids - Trustee Dugan-Roof stated that the bids were gone over at Finance Committee meeting. The Finance Committee voted to take the low bid Davis Concrete $107,490.85.
A motion was made to accept the bid from Davis Concrete by Trustee Dugan-Roof and seconded by Trustee Gadbois. (5 ayes 0 nays 1 absent) Motion carried Mayor did read the 5 bids into the record

Blatt Park Playground Installation Bids
There were 2 bids received the low bid was from
•Monkebar Builders LLC of Bloomington, IL $19,750.00
The Finance Committee approved the low bid.
A motion was made to accept the low bid by Trustee Dugan-Roof and seconded by Trustee Balthazor. (5 ayes 0 nays labsent) Motion carried
Mayor expressed a need for an Executive Session 5ILCS 120 (2)(c) 1 & 5 to consider the appointment, employment compensation, discipline, performance or dismissal of specific employee(s) and Collective Bargaining. The consideration to purchase, lease or acquire specific Real Estate property or for the probable or imminent and pending litigation.
A motion to was made to go into Executive Session at 7:29 p.m. by Trustee Watson and seconded by Trustee Balthazor. (5 ayes 0 nays 1 absent) Motion carried
A motion was made to go back in Regular Session at 8:15 a.m. by Trustee Balthazor and Seconded by Trustee Watson (5 ayes 0 nays 1 absent) Motion carried
O-8-17-4 an Ordinance authorizing the Purchase of certain property within the Village of Bradley, Kankakee County, Illinois.
A motion was made by Trustee Watson and seconded by Trustee Gadbois to adopt O-8-17-4 (5 ayes 0 nays labsent) Motion carried
Adjournment:
A motion was made by Trustee Watson and seconded by Trustee Balthazor to adjourn the meeting. The meeting was adjourned at 8:16 p.m. on a unanimous aye Vote.
