The meeting was called to order by the President, and upon the roll call being called, President Timothy O. Nugent, led those present in the Pledge of Allegiance.
Motion by Phillips, seconded by Dole, to waive the reading of the minutes and approve the Regular Meeting minutes from August 21, 2017. Motion approved. 5-0. Trustee Gesky was absent.

Village President’s Report: Tim Nugent
• Mayor Nugent read a proclamation naming September as National Suicide Prevention Awareness Month.
• Motion by Boyce seconded by Martin to approve the Manteno Band Booster request for the Fill the Drum fundraiser on 9/30/17. Motion approved 5 ayes. 0 nays. Trustee Gesky was absent.
• Second Street project is progressing. They will be stamping the asphalt and Main St might be rerouted.
• There is a public information meeting on Thursday, September 14 at 7 pm to discuss the selling of the wastewater system to Aqua.

• Public Safety and Health- Dole
• Ordinance 17-13, An Ordinance Amending Title 7, Traffic Regulations, Chapter 4, Through, One-Way and Stop Streets, Section 7-1-4-7, Stop Signs and Through Streets, o the Municipal Code for the Village of Manteno. This ordinance specifies the new locations for stop signs in the Village. Winfield Subdivision, Second Addition, and the corner of West Adams and South Elm Street along with the corner of Longfellow and Jefferson. (B-#1)
• Resolution 17-06, A Resolution of the Village of Manteno approving the Manteno Police Department Supervisors Agreement for the period of May 1, 2017 through April 30, 2021. The Supervisory Officers of the police department are not part of the FOP contract and therefore have a separate Agreement with the village to cover conditions of employment, benefits, and wages. This coincides with the FOP contract in that it is a four-year agreement. (B-#2)
• Sept 19 from 9-11 the Senior Safety meeting will be on Cardiac and Strokes
• Thurs. September 21 will be the Senior Dance at the Legion
Planning and Zoning- Crockett
• The next Planning and Zoning Committee meeting is 9/21 at 7 am.
• The next Planning and Zoning Commission meeting is cancelled.
Finance-Gesky
• Bills Authorized and Paid between Board Cycle $55,816.25.
• Payment of the bills in the amount of $66,711.43(Including TIF #1 of 14,768.25) (D-#1)
• The next Finance meeting is scheduled for September 13.
General Government-Phillips
• Ordinance 17-14, An Ordinance amending Title 3, Business Regulations, Chapter 20, Raffles, of the Village of Manteno Municipal Code. After the situation in Morris where the town had a raffle prize that got too high and they weren’t property licensed the Village had to adapt some wording in our ordinance to make sure we were in compliance with the state code. Motion by Crockett, seconded by Dole to approve a single roll call vote on the question of passage of agenda items. Motion approved 5-0. Trustee Gesky was absent.
Motion by Boyce, seconded by Phillips to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion approved 5-0. Trustee Gesky was absent.

Trustee Crockett: Donations can be made to Hurricane Harvey victims at the Baptist Church on Third Street

Mayor Nugent: Received about 45 names for the Second Street naming contest. Will have a committee to determine the name and will have it by the beginning of October.
Motion by Crockett, seconded by Boyce to adjourn the meeting at 7:27 pm. Motion approved 5-0. Trustee Gesky was absent.
