The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance led Cub Scout Troop #385.

The Cub Scout Troop also recited their Scout Pledge.

Motion by Phillips, seconded by Dole, to waive the reading of the minutes and approve the Regular Meeting minutes from September 18, 2017. Motion approved. 6-0. Trustees Boyce and Gesky were abstained from the vote.

Public Participation: None

Reports of Village Officials:

Village President’s Report: Tim Nugent-

• President Nugent stated that Oktoberfest, although it was hot, was a great success. There were no issues. Ms. Marion had received a call from a local official from a south suburban municipality asking about some of the vendors as they would like to replicate parts of the Oktoberfest in their town. President Nugent also thanked the police and public work’s departments for their hard work.

• President Nugent asked that all those present stand for a moment of silence to honor and remember those who have died and been injured in the Las Vegas shooting on Sunday evening.

• President Nugent announced the Ribbon Cutting for the Grand Opening of the new Second Street area on October 7th from 3:00 – 8:00 pm. The official name will be revealed.

Village Administrator’s Report: Chris LaRocque:

• Trick or Treat Hours will be 5:00 – 7:00 p.m. on October 31st.

Committee Reports:

Public Works and Utilities- Boyce-

• Ordinance 17-19, an ordinance amending Title 7, Traffic Regulations, Chapter 4, Through, one-way and Stop Streets, Section 7-4-7, Stop signs and through Streets, of the Municipal Code for the Village of Manteno. A new stop sign will be installed at Longfellow and Sandburg and also stop signs will be at the alleyways that intersect with the new Second Street area. (B-#3)

• Next Public Works Committee meeting is scheduled for Tuesday, October. 24th, at 7:00 am in the Village Hall Conference Room.

Parks and Recreation- Martin-

▪ Grand Opening of the new Second Street area will be October 7th from 3:00 pm – 8:00 pm. The celebration will be in combination with the Kankakee County Community Arts Council through food, arts, wine and community fun.

▪ Congratulations and thank you to all who helped make Oktoberfest a great event.

▪ Next Parks and Recreation Commission meeting will be October 18th, meeting at the Rock Creek Park at 6:30pm, then Village Board Room at 7:00pm.

• Public Safety and Health- Dole-

• Ordinance 17-20 – An ordinance authorizing the sale of personal property (surplus Municipal Equipment). The village will be surplusing two (2) vehicles, a 2003 Ford Taurus and a 2010 Ford Explorer. (B-#4)

• Fire Prevention Week is October 8th – 14th and an Open House will be held at Fire Station #1, 13 South Walnut from 12:00 pm – 3:oo pm. The Fire Department also provides address signs, smoke and carbon monoxide detectors for free.

• Next Public Safety & Health Committee meeting is scheduled for October 25th, 7:00am at the Village Hall Conference Room.

• The next Senior Safety Meeting will be on October 25th at 9:00 am – 5:00 pm at the Manteno Fire Station, 13 S. Walnut covering the topic of AARP Defensive Driving.

• Manteno Police Department offers an internet sales location. Anyone may use the Manteno Police Department’s address (269 North Main Street) as a meet location for exchange of product that has been bought or sold on the internet. Exchanges can take place either inside the lobby or outside the front doors as the location is equipped with video cameras. Police Officers will not be present to facilitate the exchanges.

Planning and Zoning- Crockett-

• The next Plan Commission is scheduled for October 10th, 6:00 pm at the Village Board Room.

• The next Planning and Zoning Committee meeting is scheduled for October 19th, 7:00am at the Village Hall Conference Room.

Finance-Gesky-

• Resolution 17-08 – A Resolution to include Taxable Allowances as IMRF Earnings. This allows for any employee who receives a vehicle allowance to be calculated into their IMRF Earnings. (B-#1)

• Payment of the bills in the amount of $16,275.53 (Including TIF #1 of $0)

• Bills Authorized and Paid between Board Cycle $53,052.56.

• The next Finance meeting is scheduled for Oct 11, 7:00am at the Village Hall conference room.

General Government-Phillips-

• No old or new business.

Mayor Nugent read the items to be included on the Consent Agenda:

1. Resolution 17-08 – A Resolution to include Taxable Allowances as IMRF Earnings.

2. Consideration Re: A motion to ratify Ordinance 17-16, providing for the sale of the Real Property Assets of its wastewater System to Aqua Illinois Inc.

3. Ordinance 17-19, An Ordinance amending title 7, Traffic Regulations, Chapter 4, Through, One-Way and Stop Streets, Section 7-4-7, Stop Signs and Trough Streets, of the Municipal Code for the Village of Manteno.

4. Ordinance 17-20, An Ordinance authorizing the Sale of Personal Property (surplus Municipal Equipment.

1. Consideration re: Motion to approve payment of the bills in the amount of $16,275.53 (Including TIF #1 bills of $0)

Motion by Martin, seconded by Dole to approve a single roll call vote on the question of passage of agenda items. Motion approved 6-0.

Motion by Gesky seconded by Boyce to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion approved 6-0.

Comments:

Trustee Boyce: Thank you to Sarah Marion on the success of Oktoberfest. Makes Manteno proud.

Trustee Dole: Will wish for cooler weather for next year’s Oktoberfest.

Trustee Gesky: Thanks to the Public Works Department and to Sarah for a job well done. Also a special thank you to Joel Whalen who helped prepare the TV’s and video for the float in the parade.

Trustee Phillips: Thanks to Sarah for a nice job on Oktoberfest. Enjoyed having the Cub Scout Troop lead the Pledge of Allegiance and the respect they have shown for the flag.

Mayor Nugent: Reminder that Saturday is our Grand Opening for the Second Street area at 3:00 pm.

Motion by Crockett, seconded by Dole to adjourn the meeting at 7:20 pm. Motion approved 6-0.
