Momence City Council met November 6. 

Here is the minutes as provided by the council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

Roll Call

Roll was called by the Clerk with Aldermen Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope. Also present was Mayor Steele.

Approval of Previous Meeting Minutes

Alderman Rehmer made a motion to approve the minutes of the October 16, 2017 council meeting. Alderman Metz seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Alderman Navratil passed.

Approval of the Bills

The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment. Alderman Cook seconded the motion with Aldermen Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Citizen Forum

1. Grand River Jackpot- Discuss pouring license at Gas Depot presented blue prints describing the expansion proposal, $800,000.00. According to the gaming laws, would require a pour license. City will receive some proceeds off the gaming/liquor sales with the city tax. This will be added to next meeting agenda for vote.

Aldermanic Reports

1. Rebekah Cope- Discus and Vote on amending Ordinance for Payment to the Treasurer Ordinance 831 salary will remain $4800.00, treasurer is only required to attend 1 meeting per month, does not need to be the first meeting. Alderman Cook made motion approved, Alderman Cope seconded the motion with Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. 

2. Rebekah Cope – Discuss and Vote on Private Wells, Groundwater, and Potable Water Ordinance 832 the owners will be required to make connection to water main, ordinance will not be enforced for up to 2 years of the effective date, owners will be notified in writing. Alderman Cope made motion to approve, Alderman Metz seconded the motion with Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. 

3. Rebekah Cope – Discuss Amending City Code General Penalties first reading no vote 

4. Rebekah Cope – 1st Reading Amending City Code to Regulate Noise 

5. Rebekah Cope – 1st Reading Amending City Code to Regulate Panhandling 

6. Rebekah Cope – 1st Reading Amending City code to Regulate Vehicle Seizure and Impoundment vehicles will be held at Beaupres, $500.00 fine 

7. Rebekah Cope – Discuss Stop Signs in alleyways Napa/Jensen Drug Store painting stop on the alley roads, Scott Behrends indicating there would be a problem with posting the signs 

8. Food pantry will be ready Saturday, looking to install soon. Alderman Cope to discuss placement with Chief Brucato. 

9. John Rehmer – Discuss and vote on Intergovernmental Agreement/Resolution establishing a Mobile Team In-Service Training Unit resolution # 195 Nehmer training classes to train the new officers, juvenile officers only full time officers along with the Chief. This school will offer more opportunities. Alderman Rehmer made motion to pass this agreement, Alderman Cook seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. 

10. Jake Salomone – First reading Annual Abatement Ordinance 

11. Jake Salomone - Obligation Retirement Resolution #196 Alderman Salomone made motion to approve, Alderman Metz seconded the motion with Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope all voting yes. 

12. Jake Salomone – budget and finance meeting November 20 7:15 pm

13. Tax levy ordinance – first reading a public hearing isn’t required being under 5%, will be published in the Progress Reporter, website and in the library. Vote will be on December 4

Department heads           Chief Brucato gave update on Officer Malloy, a donation account has been set up at                                                Municipal Bank. Scott Behrends – last day for brush pick up will be tomorrow,                                                          November 7. Leaves are falling slower, no route set up. Mark Nelson, water testing                                                  will be in tomorrow

Treasurer report – there is a treasurer report in the folders, report will be in the paper tomorrow. Carrie from Midland to discuss fees, will be coming to the last meeting in November or first meeting in December. Looking at a possible vote for the general fund to be moved to Midland once Carrie comes in to discuss.

Mayoral Report

1.Discuss and Vote on Illinois Transportation Enhancement Program Local Assurance Resolution #197 grant is available, looking for passing of the resolution for Dixie Highway to obtain the grant. Alderman Metz made motion to approve, Alderman Rehmer seconded the motion with Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Mayor Steel requested executive session, not to come out for business. Alderman Cook made motion to enter to executive session, Alderman Navratil seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

8:39 pm Left council meeting to enter into executive

9:00 pm Re-entered council meeting

Alderman Cook made motion to adjourn, Alderman Salomone seconded the motion with Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Meeting adjourned at 9:00 P.M.
