Kankakee County Board met November 14.

Here is the minutes provided by the Board:

The meeting of the Kankakee County Board, Kankakee, Illinois, held on November 14, 2017, pursuant to the adjourned meeting of September 12, 2017, was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Wheeler. Mr. Tripp, County Board Member, delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Mr. Tripp, Mr. Washington, Jr., Mr. LaGesse, Mr. Vickery, Mr. Hess, Mr. Tholen, Mr. McConnell, Mr. Mulcahy, Mr. Snipes, Mr. Sirois, Mr. Liehr, Mr. Hildebrand, Mrs. Webber, Mr. Einfeldt, Mrs. Peters, Mrs. Evans, Mr. Payton, Mrs. Parker, Ms. Dunbar, Mr. Ritter, Mr. Kinzinger, Mr. Fairfield, Mr. Wheeler

Members Absent - Mr. Stauffenberg, Mr. Olthoff, Mrs. Polk, Mr. Skutt, Mr. Byrne

Public Commentary - None

Mr. Tholen made a motion to amend the agenda to take out the duplicate resolutions i205-#209 on page 2. Mr. LaGesse seconded the motion. Motion carried by voice vote.

Communications -

Mr. Wheeler cancelled the Finance Committee meeting and replaced it with the Committee of the Whole Meeting set for November 29, 2017, at 9:00 a.m.

Mr. Wheeler stated they met with the county's liability and workers' compensation brokers and received $168,000 combined savings on the county's liability and workers’ compensation. They also saved another $80,000 increase that they were going to have on the workers' compensation. He stated they basically saved the county $250,000 on the changes just this year and would bring the matter to the board at the end of the month for approval.

Vacancy Appointment-

Mr. Hess made a motion to appoint Mr. Raymond Fairfield to fill the unexpired term for County Board District #6, Mr. Tripp seconded the motion. Motion carried by voice vote. Mr. Fairfield was sworn in by Bruce Clark, County Clerk.

Minutes of the Last Meeting:

The minutes of the October 10, 2017 county board meeting were submitted to the County Board for approval. The reading of the minutes was waived. Mr. Washington, Jr. made a motion to accept the minutes from the October 10, 2017 county board meeting, with a second by Mr. Tholen. Motion carried by a voice vote.

Claims Committee Report:

A motion to approve the claims reports from September 2017 was made by Mr. Vickery and seconded by Ms. Dunbar. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried,

Department Reports:

The department reports were read and accepted on the motion of Mr. Sirois and seconded by Mr. Hildebrand. Motion carried by a voice vote.

Consent Agenda:

Mr. Snipes made the motion to approve the consent agenda. Mr. Payton seconded the motion. Mr. Clark, County Clerk, read the items into the record. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried,

Finance:

Mr. LaGesse made a motion to adopt the resolution Authorizing the County Board Chairman or His Designee to Sign an Agreement with United Healthcare for Medical Insurance for Kankakee County Employees and Officials Who Qualify for Medical Insurance (199). Mr. Einfeldt seconded the motion. Mr. Wheeler explained the resolution. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

Mr. Vickery made a motion to waive the reading and adopt the resolution regarding Health Spending Account (HSA) Contributions for Benefit Year 2018 (200). Mr. Washington, Jr. seconded the motion. Mr. Wheeler explained the resolution. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

Mr. LaGesse made a motion to adopt the resolution VSP-Vision Care Insurance for County Employees and Officials Qualified for Insurance (20). Ms. Dunbar seconded the motion. Mr. Hess raised a question about the resolution. Mrs. Peters made a motion to table until they get the correct numbers, Mr. Snipes seconded the motion. Motion carried by voice vote. Mr. Sirois made a motion to take the resolution back up for discussion. Mrs. Evans seconded the motion.

Motion carried by voice vote. The resolution was read into the record. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

Mrs. Evans made a motion to adopt the resolution Flexible Spending Account (FSA) Contract for Benefit Year 2018 (203). Mrs. Peters seconded the motion. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

Mrs. Parker made a motion to adopt the resolution Kankakee County Awards Dearborn National as the County's Group Term Life Insurance Carrier as Well as the Supplemental Group Team Life Insurance Carrier for a Two Year Contract (202). Mr. Washington Jr. seconded the motion. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

Ms. Dunbar made a motion to adopt the resolution Approve FY 2018 Dental Plan (Delta Dental) (204). Mr. Washington, Jr. Seconded the motion. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.
