Village of Bourbonnais Board of Trustees met January 8.

Here is the minutes provided by the Board:

Call To Order: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by Seth McHugh from Mr. Brammer's Class at St Paul's Lutheran School.

1.Roll Call: Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jack Littrell and Trustee Angie Serafini. Also in attendance were Village Treasurer Ron Riebe, Village Attorney Patrick Dunn and Village Administrator Michael Van Mill. Absent was Trustee Jeff Keast.

2 Approval Of Minutes: Motion made by Trustee Fischer and seconded by Trustee King to suspend the reading and approve the Public Hearing and Regular Board Meeting Minutes from December 18, 2017. Motion passed on a voice vote of 5-0.

3. Reports From Commissions And Advisory Boards: None.

4. Bids And Quotes:

a.Review of bids for the Burch Lift Station Relocation

A motion was made by Trustee Fischer and seconded by Trustee Greenlee to accept the low bid from R & R Inc. in the amount of $312,389.60.

Roll call vote:

Trustee Greenlee - Aye Trustee Fischer - Aye Trustee King - Aye

Trustee Keast - Absent Trustee Littrell – Aye

Trustee Serafini - Aye

Motion passed on a vote of 5-0-1

5. Correspondence: None.

6. Finance Committee:

Trustee Rick Fischer, Chair

a. Consideration to Approve Accounts Payable January 8, 2018

Motion made by Trustee Fischer and seconded by Trustee Greenlee to approve the bills as presented.

Roll call vote:

Trustee Greenlee - Aye Trustee Fischer - Aye Trustee King - Aye

Trustee Keast - Absent Trustee Littrell – Aye

Trustee Serafini - Aye

Motion passed on a vote of 5-0-1.

7. Administration Committee:

Trustee Angie Serafini, Chair

a.Ordinance No. 17-2087 (An Ordinance Adopting a Policy Prohibiting Sexual Harassment for the Village of Bourbonnais) Second Reading

Motion was made by Trustee Serafini and seconded by Trustee Fischer to read said ordinance by title only. Motion passed on a voice vote of 5-0.

A motion was made by Trustee Serafini and seconded by Trustee Littrell to adopt said ordinance. Prior to the vote, Village Attorney Dunn gave an overview of the ordinance.

Trustee Keast - Absent Trustee Littrell – Aye

Trustee Serafini - Aye

Motion passed on a vote of 5-0-1.

• Trustee Serafini reported that there are approximately 70 tickets still available for the Chocolate Tour and they are selling fast.

•The Dolly Parton Imagination Library will be at the Community room on Thursday, January 11th and the event starts at 5:30pm. It is focused on getting children into reading books.

8. Community & Economic Development:

a.Ordinance No. 17-2088 (An Ordinance Authorizing and Approving a Contract for Services from BLDD Architects Inc. for the Main Street Pedestrian Bridge) Second Reading

Motion was made by Trustee Littrell and seconded by Trustee King to read said ordinance by title only. Motion passed on a voice vote of 5-0.

A motion was made by Trustee Littrell and seconded by Trustee King to adopt said ordinance. Prior to the vote, Mayor Schore gave an overview of the ordinance.

Motion passed on a vote of 5-0-1.

9. Police Committee: None.

10. Public Works Committee:

Trustee Randy King, Chair Trustee King reported on the following:

•Christmas trees can be brought to a Village park for disposal. All trees must have decorations removed and be completely bare.

•The ice skating rink is now operational. Hours of operations are 9:00 am - 9:00 pm

•There is an HVAC unit at the Municipal Center that needs repair.

•The village board appreciates the excellent work done by the Public Works crew in snow removal from our recent storms.

11. Utility Committee:

Trustee Jack Littrell, Jr., Chair

Trustee Littrell reported on the following:

• Aqua is in the process of repairing a water main break along Main Street near ONU. The road should be fully open by Friday.

• The sewer interceptor project work is moving up to the northern point of the line and will crews will start working up there due to the weather.

12. Committee Meetings Set:

Finance - Wednesday, January 17, 2018 at 4:00 pm.

Utility Committee - Wednesday, January 24, 2018 at 5:30 pm.

The meetings will be held in the Municipal Center Board Room.

13. Village Administrator's Report: None.

Village President Schore reported on the following:

•Get your Chocolate Tour tickets before they sell out.

• The ice rink behind the Admin building is open and is for general skating only, not hockey.

18. Public Comments: None.

19. Executive Session To Discuss Personnel Matters: President Schore noted that the executive session was not necessary at this time.

20. Adjournment:

A motion was made by Trustee Littrell and seconded by Trustee King to adjourn the regular board meeting. Motion passed on a voice vote of 5-0 and the meeting adjourned at 5:50 p.m.
